okay so i have no idea HOW this became that but the premise is that his head is from a metal sonic prototype that either got scrapped or busted by sonic and friends and the body is from an equally wrecked shadow android (it still had its head at the time but it was in REALLLY BAD SHAPE). the android found the head and switched it out with its own, it's not exactly the right fit though so it tends to roll to the side ahsdjf

since he's so wrecked he's pretty much harmless!! but people think he looks freaky as fuck so they tend to stay away anyway. he's like a local cryptid.

he shows up one day on tails' porch and they do NOT know what the fuck to do with him

My God! I just realized in that last tid-bit that you posted between chapters. The hologram that Rouge has shows Shadow. His legs, waist, arm, tail, and eye are all green. We already know he has an artificial eye and tail. Does that mean the rest of the green areas are artificial too?! Holy Jesus! How do you survive that?!
