ROSALES, Pangasinan—The Philippine Drug Enforcement Agency (PDEA) has arrested another high-value target (HVT) in Pangasinan in a buy-bust operation Wednesday afternoon at Barangay Tomana East here.
In an interview on Thursday, PDEA-Pangasinan assistant provincial director Rechie Camacho identified the suspect as Macmod Cabugatan, a resident of Barangay Zone 2 Rosales town.
Camacho said the buy-bust operation was a follow-up on the search warrant implementation on Tuesday at Barangay Mabanogbog in Urdaneta City, resulting in the arrest of Yuri Salazar, the province’s top drug priority target, and four other individuals, the seizure of 16 grams of suspected shabu worth PHP108,000, and the dismantling of a local drug den.
“Salazar is in cahoots with Cabugatan ,” he said.
Wednesday’s buy-bust operation resulted in the confiscation of two heat-sealed transparent plastic sachets of suspected shabu weighing 50 grams worth PHP340,000, and the recovery of one genuine PHP1,000 marked money, and 199 pieces of boodle money.
Authorities also confiscated one cellular phone and the motorcycle used by the suspect.
“The suspect attempted to escape after the exchange, causing him and another PDEA agent to accidentally fall to a nearby ridge. They were both grazed, but are safe,” Camacho said.
An interview with Cabugatan confirmed his involvement with Salazar and the drug trade.
“Kumukuha po ako sa Tarlac. Inuutusan po ako ni Yuri na kumuha po doon, tapos ideliver ko sa kaniya (I get the supplies in Tarlac. Yuri asked me to get from there and deliver it to him),” Cabugatan said adding he would then get a portion as profit from the drug trade.
Cabugatan said he knew Salazar back then because of the latter’s fruit business.
“Sa kaniya kami kumukuha ng mangga, doon kami nagkakilala (We get mangoes from him, that’s how we met each other),” he added.
Cabugatan is currently under the custody of PDEA and is facing charges in violation of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002. (PNA)

MAA homeowners’ cooperation sought to fast track debris clearing operations
MARAWI CITY, (PIA-ICCC) – Cooperation among homeowners of damaged structures at the most affected area (MAA) is crucial to fast track the debris clearing operations in the area.
This was the statement aired by Anak Mindanao (AMIN) Representative Macmod Mending in a media interview after visiting the transitory shelter sites at Rorogagus and Boganga, MAA, and permanent shelter site at Barangay Kilala this morning.
Mending, who chairs the House subcommittee on Marawi rehabilitation, was joined by his fellow lawmakers AMIN Representative Amihilda J. Sangcopan and Representative Cristina Roa-Puno of Antipolo City’s first district.
In his visit here today, Mending saw that there were already more structures demolished at MAA and that the progress of debris clearing operations is on track.
“I based my assessment from the start of the debris clearing operations in March this year, barely two months ago.” he said.
Representative Puno also appealed to the affected homeowners to cooperate with the Task Force Bangon Marawi (TFBM) by giving their consent to demolish their damaged houses to finish the debris clearing activities soon.
In a related development, TFBM chair and Housing and Urban Development Coordinating Council (HUDCC) Secretary Eduardo del Rosario has assured that the TFBM and the National Housing Authority (NHA) would always “follow government rules and regulations and generally accepted ethical and moral standards in the overall rehabilitation of Marawi City.”MARAWI CITY

ZAMBOANGA CITY -- Security and local government officials have proposed the creation of oversight committees to promote transparency and alignment of operations in relation to the rehabilitation of Marawi City.
The proposal was presented in a dialogue by Lt. Gen. Cirilito Sobejana on Tuesday where they discussed resolutions for issues affecting Marawi City’s rehabilitation.
Sobejana said issues concerning the rehabilitation scheme, including cyber propaganda, were discussed during the dialogue attended by traditional and elected leaders at the headquarters of the Army’s 103rd Infantry Brigade in Marawi City.
During the security development and governance forum, Sobehana said local leaders vowed their "full commitment" to the armed forces’ peace and development campaign in Mindanao.
“The solution to armed conflicts is operation other than war because the problem involves the economic, political, and socio-cultural spheres; these are non-military factors that can only be resolved by the civilian sector,” Sobejana said.
“The military is always beside you in your governance and development efforts. Let us bring back the glory of Marawi by rectifying our mistakes and continuing the best practices,” he added.
Brig. Gen. Generoso Ponio, the newly-installed Army’s 103rd Infantry Brigade commander, has assured the local leaders and other stakeholders in Marawi City that they will support them in their endeavors.
Also present were during the dialogue were Marawi City Mayor Majul Gandamra; Alim Aboali Cali, national president of the Ulama League of the Philippines; Sultan sa Dansalan, Nasser Sampaco; and Sultan sa Pagayawan, Macmod Dalidig. (PNA)

1. I will maintain an OVERWHELMING DESIRE to become a CPA
- It is my most effective weapon against laziness that will try to conquer me anytime.
2. I will make a COMMITTED DECISION to become a CPA and study with FOCUS
- Only when I commit when I truly begin to shape my destiny. The committed decision will teach me how to acquire the power of purpose and the power of focus; otherwise I can easily be distracted by other forces external or internal.
3. I will develop an UNWAVERING BELIEF that I can make it
- Ultimately, the law of life is the law of belief, whatever the mind of man can conceive and believe, it can achieve said Napoleon hill, one of the most inspirational writer and teacher. The belief however must be unwavering. I will ultimate all doubts about my capabilities. The giant within me will rise the moment I truly believe that I can make it.
4. I will BE CONSISTENT with my desire, decision and belief
- Remember that we are creatures of habit, my desire and belief must form part of the habitual or daily thoughts and prayers so that they will sink in my subconscious mind, the silent architect of my destiny.
5. I will learn to CALM my mind and my body before studying
- Calming my body and mind includes simple relaxation or breathing techniques. A short prayer for God’s guidance every time I study can make a big difference. I will also remember that prayer produces a serene mind paving a way to a powerful mind. A confused and troubled mind is a weak one, which cannot focus or concentrate. Let go of all the negative or disempowering thoughts or emotions when studying.
6. I will not enter the review/classroom UNPREPARED
- Read in advance the handouts. Solve the problems in advance if there is any. I will remember that a prepared mind is better than an unprepared mind and what it hears or sees has more meaning.
7. I will not let the day pass WITHOUT REVIEWING the topics/problems
- Try solving again the problems / exercises answered. The mind’s power to remember lies in repetition. As saying goes, “practice makes perfect.”
- Learn to evaluate also myself by answering past CPA Exams on the said topics. Review again questions where I made mistakes.
8. I will not neglect my SLEEP
- A restful sleep of at least 6 hours at night is essential for my health and for proper performance of my body and mind. Without enough sleep, my mind cannot rejuvenate, hence less efficient and less effective. I cannot concentrate well. Worse my health will suffer; my brain and body will depreciate faster.
9. I will take my PRE-BOARD EXAMINATIONS
- They will formally test how efficient and effective I have been reviewing. Thru the pre-board exams I can also test my physical and more importantly my mental stamina when given successive mental works under time pressure.
10. I will eat NUTRICIOUS FOOD and take NUTRITIOUS DRINKS
- Nutritious foods mean more fruits and vegetables in my diet, avoid fatty foods and junk foods as well as red meat products; fish and white meats are better. Take fruit juice or mineral water; avoid alcoholic beverages and cigarettes as well. They can destroy my body and weaken the immune system. Take supplements if necessary (Multivitamins e.g. BECEDYN, CENTRUM, etc.) Remember, the conditions of the body affect the mind and vice-versa… (MEN SANA ET CORPORE SANO). I cannot effectively review if I am SICK.
