Unpopular opinion, but I don't think that a hypothetical RDR3 should have any Van der Linde gang members (aside from maybe Jack) as protagonists. Their story has been told so well already, why mess with it?

I’d personally like to see Rockstar jump back another decade or two, and we get an adventure with Jim “Boy” Calloway’s gang- maybe explore how they fell out, etc. Hell, maybe even have a few stranger missions with younger Hosea & Dutch (and maybe Arthur) as they’re just getting their footings in the outlaw life.

Alternately though, a 1920s setting with young adult Jack would be epic

There’s a lot of options for a third game, and I hope they don’t go with anything too predictable, I guess.
