The female Irken is an Overseer, basically the Specialist's boss. Because even a Specialist (this one in particular) needs oversight. Their work falls under the umbrella of the Resisty Resistance Committee (she did not choose that name - you can guess who did. Hint: they are very tall)

The human child is actually a hybrid - and the result of the baffling amount of people who ship Dib/Selpa. That's right! She's a Seldib baby. Dibpa? Anyway, her name is Addy and she eats batteries.
