ok, I located this! you can't see all of the directions, but translating while filling in what I can:

prep two sets of hair extensions, one wavy and one curly. these will be the twintails.

get a family member (it specifies this, so I guess you can't be June if you live alone) to french braid your hair on both sides, from the bottom to top, finishing with a ponytail. EDIT: also loosely braid the ponytail.

make a (messy) bun, securing it with bobby pins.

attach the extensions to either side of the bun.

and that's that, seemingly! obviously you're going to have to absolutely ruin those extensions first to get them to stick out on their own. but if they tell you how in the magazine, there's no hint of it in what I can see here (which is typical of these tutorials).
