The Chairmen at the tops are so paranoid compared to the other families and I couldn’t place why until I actually focused and listened to a lot of their idle dialogue.
Of all the three families in New Vegas, The Chairmen were the most nomadic in their tribal days. They were the boot-riders after all. A lot of their comments when the battle for the dam picks up lament on not being able to leave and avoid major conflicts. Benny and Swank both make it clear they don’t trust the other families at all and they have strong values of loyalty within their group. So much so Swank will let you kill Benny when he’s convinced he’s a traitorous fink.
They likely weren’t and still aren’t used to remaining in the same place, so close to another separate entity for so long. The impersonal chain of command with house and the clear longing a lot of them have for the old day just create this group of high-strung stir crazy dudes whose whole gimmick is being chill.
Mix in the fact they likely only speak amongst themselves it’s just an echo chamber of paranoia, sad nostalgia and being territorial that just don’t mix.
