The Missing Scripts program aims to preserve the rich diversity of the world's languages and protect indigenous scripts, ensuring their existence in the digital sphere.

This initiative, launched as part of the International Decade of Indigenous Languages (IDIL 2022-2032), was presented at the UNESCO World Conference on Cultural and Arts Education (WCCAE) in February 2024 in Abu Dhabi, United Arab Emirates.

The Missing Scripts started from the alarming realization that nearly half of the world's writings remain absent from digital platforms. Among these are not only ancient scripts, some of which remain undeciphered, but also a large number of minority or Indigenous writings still in use today. Neglected by the digital industry, these writings, along with the languages they represent face the threat of extinction. How can we fix this situation? The initial step involves encoding these scripts, a process that entails standardizing them by assigning a numerical identifier to each symbol.

This crucial task has been carried out by the Universal Unicode Standard since the early 1990s. However, mere encoding is insufficient. Equally imperative is the development of input methods such as keyboards to ensure compatibility across various operating systems, as well as the creation of appropriate fonts. Designing these “digital fonts” requires specialized expertise, involving collaboration with experts, including linguists, developers and native speakers. This is the mission led by the Atelier national de recherche typographique (ANRT), housed in a public art school, to allow these writings to be accessible on computers and smartphones. This approach thus makes a strong case for an interdisciplinary artistic education that combines technology, art, culture and typography.

This is an essential issue of digital empowerment. Without proper encoding, not only is the publication or exchange of texts is impossible, but also the construction of vital datasets essential to current technologies, such as automatic translation, voice recognition, machine learning and AI becomes unattainable. It was therefore a natural progression for The Missing Scripts project to join hands with the International Decade of Indigenous Languages, to draw global attention to the plight faced by numerous Indigenous languages. The Global Action Plan for the International Decade of Indigenous Languages provides enabling conditions for digital empowerment, access to information and language technologies, and artistic creation in Indigenous languages. In this context, The Missing Scripts project fits seamlessly with the proposed outputs in the Global Action Plan, contributing to the goal of enhancing the practical use of Indigenous languages.

On 14 February 2024, the event “Digital Arts and Cultural Inclusion: Navigating the Intersection of Technology, Identity and Dialogue” took place alongside the thematic sessions of the the UNESCO World Conference on Cultural and Arts Education (WCCAE). The speakers presented various initiatives in artistic education and digital creation focused on intangible heritage. Among them, Thomas Huot-Marchand, Director of the ANRT, presented the International Decade of Indigenous Languages, and spotlighted the work of the ANRT, a laboratory of the National School of Art and Design of Nancy, France. Founded in 1985, the ANRT welcomes student researchers from all over the world every year. One of its flagship programs, The Missing Scripts, has been developed in partnership with the Script Encoding Initiative (University of California, Berkeley) and the University of Applied Sciences Mainz (Germany) since 2016.

From 13 to 15 February 2024, the UNESCO World Conference on Cultural and Arts Education was held at the National Exhibition Center in Abu Dhabi, United Arab Emirates. The event brought together nearly 1,000 culture and education stakeholders, including 90 ministers and 125 representatives from UNESCO's member states. At the closing of the conference, UNESCO Member States unanimously adopted a new Global Framework for Cultural and Arts Education. Notably, this framework prioritizes the enhanced promotion and preservation of Indigenous heritage and cultures.

Neom is the biggest, and most ambitious, in a series of futuristic cities that Gulf leaders have developed to help diversify away from oil dependence. In the United Arab Emirates, Dubai and Abu Dhabi have become major commercial hubs, as has Qatar’s capital, Doha.

Saudi Arabia’s crown prince wants to fill a barren stretch of desert with a Jetsons-style city-state of the future. The project, outlined in planning documents produced by a group of U.S. consultants, is so ambitious that it incorporates some technologies that don’t even exist yet.

1. Flying Taxis: Scientists might take a flying taxi to work. “Driving is just for fun, no longer for transportation (e.g. driving Ferrari next to the coast with a nice view),” planning documents show.

2. Cloud Seeding: The desert won’t always feel like the desert. “Cloud seeding” could make it rain.

3. Robot Maids: Don’t worry about household chores. While scientists are at work, their homes would be cleaned by robot maids.

4. State-of-the-Art Medical Facilities: Scientists would work on a project to modify the human genome to make people stronger.

5. World Class Restaurants: There would be fine dining galore in a city with the “highest rate of Michelin-starred restaurants per inhabitant.”

Business Is Booming for the U.K.'s Spy Tech Industry

DRIVING INTO CHELTENHAM from the west, it is hard to miss the offices of Government Communications Headquarters, or GCHQ, the United Kingdom’s surveillance agency. The large, doughnut-shaped building sits behind high-perimeter fencing with barbed wire and many levels of security. The facility – used to eavesdrop on global emails and phone calls – is located on the edge of the sleepy Gloucestershire town, which feels like an incongruous location for one of the world’s most aggressive spy agencies.

Cheltenham has a population of just 117,000 people, and GCHQ’s presence has turned the area into one of Europe’s central hubs for companies working in the fields of cybersecurity and surveillance. GCHQ says it employs almost 6,000 people in Cheltenham and at some smaller bases around the U.K., although the agency has in recent years secretly expanded its workforce, reportedly employing thousands more staff.

People in the area are now talking of a cyber “corridor” that stretches for 50 miles from Malvern, just north of Cheltenham, all the way to Bristol, where the Ministry of Defence has its equipment and support headquarters at Abbey Wood. Many quaint English towns, known for their farming and country pubs, have seen an influx of companies dealing in cybersecurity and electronic spying. Even office space on former farms is being used for this burgeoning industry.

Chris Dunning-Walton, the founder of a nonprofit called Cyber Cheltenham, or Cynam, organizes quarterly events in the town attended by politicians and entrepreneurs. “Historically, there has been a need for the companies that are working here to be very off the radar with their relationships with GCHQ and to some extent, that does exist,” says Dunning-Walton. But since Edward Snowden leaked information in 2013 about GCHQ’s sweeping surveillance activities, the agency has been forced to come out of the shadows and embrace greater transparency. One consequence of this, according to Dunning-Walton, is that GCHQ is now more open to partnering with private companies, which has helped fuel the cyber industry around the Cheltenham area.

Northrop Grumman, the world’s fifth-largest arms manufacturer, has located its European cyber and intelligence operations in Cheltenham, where it has two offices in the center of the town. In the nearby city of Gloucester, a 20-minute drive west of Cheltenham, Raytheon, the world’s third-largest arms company, in 2015 opened a Cyber Innovation Centre that it says is focused on “big data, analytics and network defense.” BAE Systems Applied Intelligence, the cyber arm of the world’s fourth-largest arms company, also has offices in Gloucester, where it says it “delivers information intelligence solutions to government and commercial customers.”

Many of these companies are secretive about the work they do – especially when it concerns surveillance technology – and refuse to speak to the media. But L3 TRL Technology – which is based in Tewkesbury at the northern tip of this new cyber corridor – does grant an interview via email.

L3 says it provides “electronic warfare” equipment that can jam communication signals and gather intelligence. A spokesperson for the company says it plays “a crucial role in counter terrorism and the protection of military forces with our electronic warfare solutions.” He declines to provide any information about any of the company’s customers. But a video posted on YouTube by a Middle Eastern news agency reveals one potential client: It documents a recent meeting between L3’s parent company and Mohammed bin Zayed, the crown prince of Abu Dhabi and deputy commander of the UAE military.

According to government records, the U.K. has sold weapons and other equipment worth £7.3 billion ($9.9 billion) to the UAE in the past decade, including components for telecommunications eavesdropping technology and “intrusion software,” which is used to hack into targeted phones and computers.

Another Cheltenham-based company is CommsAudit, whose flagship product is a surveillance system called Spectra Black, a portable device that can monitor cellphone calls and other wireless communications. CommsAudit did not respond to a request for comment and does not publicly disclose the identities of its customers. The company was, however, showcasing its products at the 2017 DSEI arms fair in London, which was attended by government delegations from across the world.

Latching onto this wave of innovation, last year, the British government pledged £22 million ($30 million) in funding for a new cyber business park on a patch of land close to GCHQ’s headquarters. “It will act as a ‘honeypot’ for cyber security and high tech supply chain businesses,” the promotional literature said, creating 7,000 jobs, while boosting the number of private companies in the area that can then potentially become GCHQ’s clients. There is a lot of largesse to go around. GCHQ takes the majority of the share of the roughly £2.8 billion ($3.8 billion) budget for Britain’s intelligence services and has twice the number of personnel of MI5 and MI6 combined.

David Woodfine, a former head of the Ministry of Defence’s Security Operations Centre, worked inside GCHQ’s Cheltenham headquarters for two years. He left in September 2013 to found Cyber Security Associates, a Gloucestershire-based company providing cyber consultancy services to the public and private sector.

Woodfine says toward the end of his tenure at GCHQ, there was a realization that the agency needed to partner more with private industry. “From a GCHQ perspective, I think their whole attitude has changed from quite a hard approach – ‘we’ll keep everything in-house’ – to ‘actually, we need to open up.’ They changed their recruiting, their apprenticeship schemes, so they are attracting more young talent into their organization.”

The National Cyber Security Centre – which opened in 2016 under the remit of GCHQ – is currently piloting new “Cyber Schools Hubs” in Gloucestershire. The idea is to send staff into local schools to “encourage a diverse range of students into taking up computer science,” in effect grooming the next generation of cyber-competent spies.

GCHQ offers meager salaries compared to the private sector, but the agency can offer prospective employees the chance to work with technologies that they could not use anywhere else – because if they did, they would be breaking the law. “That’s a good way of retaining people on public sector pay,” says Woodfine. “So you can argue that they don’t join for the money, they join for the ability to learn and to test their techniques and their abilities.”

A GCHQ employee can work with the agency for a few years, learn about its tools and methods, and then take that knowledge with them to a job in the more lucrative private sector, where there are plenty opportunities for surveillance innovation. According to the London-based advocacy group Privacy International, the U.K. has 104 companies producing surveillance equipment for export to foreign governments and corporations. Only the United States – with 122 companies – has more.

SINCE 2013, SALES of surveillance and hacking technology have been controlled under the Wassenaar Arrangement, which was signed by 42 countries, including the U.S. and most of Europe. The arrangement is intended to prevent authoritarian regimes from obtaining arms and sophisticated spy tools that could be used to commit human rights violations. However, it is not legally binding. And the U.K. has continued to sell eavesdropping equipment to a number of countries with questionable human rights records, such as Honduras, Bahrain, Saudi Arabia, China, and Qatar.

Inside the bustling Victoria train station in central London, Digital Barriers, the world’s premier video analytics company, has its offices. Video analytics sounds like an arcane branch of the high-tech industry, but in terms of surveillance technology, it is a field that has rapidly advanced in recent years. Zak Doffman, chief executive at Digital Barriers, founded the company in 2010 after recognizing that in the area of video intelligence, there was a gap in the international market. Digital Barriers’s technology is designed to analyze video – and identify people’s faces – in real time, where the cameras are placed, rather than having to rely on retrospective analysis.

In its London offices, the company demonstrates to this reporter how even with a scarf wrapped around a person’s face, its software can successfully identify them within a few seconds using a standard surveillance camera. Facial-recognition technology is notoriously inaccurate and can produce false positives, but Digital Barriers claims its software can pick out obscured and blurred faces in crowds and match them with photographs that are held on databases or published on the internet. It is, the company says, most useful for counterterrorism operations. But in the wrong hands, wired up to a nationwide camera network, the technology could potentially be used to trace the movements of millions of people in real time. “We built the business primarily in the public sector working for government agencies,” says Doffman. “We are now working increasingly in the private sector with the commercial customers.”

Digital Barriers’s website boasts that it has clients in more than 50 countries. Doffman won’t reveal the names of his customers, and when questioned about the export licensing process, he says the company’s products are exempt. “It’s not export control per se,” he says, “so there’s no formal restrictions on the technology.” What would he do if countries with authoritarian governments wanted to buy the system? Doffman says only that Digital Barriers has a “moral code on this stuff.”

People within this industry want the technology to remain uncontrolled; they argue that countries with authoritarian governments don’t want this type of video surveillance anyway. “Countries where you have a lot of corruption, the last thing they want is facial recognition,” says one industry source, because of elite factionalism. But that seems scant reassurance for dissidents living in dictatorships that can now freely access this technology at the right price.

https://grahamperryonchina.com/?p=2092 COVID AND DEMOCRACY PART 4 - VACCINATION, INDIA, AND RACE HATE IN THE USA MAY 2021 This is the last in a series of four articles on the topic of Covid and Democracy. Democracy is often used by the US/UK and other countries as the point of significant difference relied upon by the West to undermine and belittle China. The West’s thinking is along with the following; The West is democratic; it has one man, one vote; tyranny has been overcome; the people are in control; they are free to elect their governments; democracy has trumped autocracy. In these articles, I have argued that democracy is about freedom. Still, it is also about governance and the government’s credibility, and when Covid-19 challenged all governments the world over, why did the US/UK perform so badly and, relatively speaking, China perform so well? And in support of my argument, I looked at the death count in the three countries. In the US/UK, with a combined population of 400m, why was the death count as high as 730,000 and in China, with a population of 1.41bn, why was the death count as low as 10,000? One person questioned my personal sense of morality in comparing the figures for loss of life. But democracy is about the ability of governments to look after the safety, health and well-being of their people and by that standard, the US/UK failed, and China succeeded. As China is battered for its reliance on the leadership of the Communist Party and its alleged totalitarian apparatus, which, the critics say, denies freedom to Chinese citizens and condemns them to servitude, hardship and oppression, it is worth asking the question which population was better looked after by its government? One government, after initial hesitancy, took decisive action, imposed a lockdown, closed the streets and the parks and the airports whilst two other governments were indecisive, gave contradictory messages and were, ultimately, casual with the lives of their two peoples. Individuals, CEO’s, heads of schools, parents, hospitals, plants and all organisations are in one way or another put to the test. The question is asked – Can they rise to the occasion and provide leadership when danger threatens? It is for these reasons that reviewing the figures for loss of life is a very correct and relevant format to use in assessing leaders’ abilities to lead. Xi Jinping rose to the occasion. Johnson and Trump fell short. So how do we assess the role of vaccinations in the pandemic? In one sense, Johnson had a big achievement. He was able to secure the jabs and make them available in an organised manner to the UK people. Trump was slower, but Biden has made vaccination the main policy and has provided increased protection to US citizens. And, of course, looking after your constituents is an achievement. It is part of the test of the Government to protect its people, and providing vaccination is evidence that the people have been protected – even if the same government was very slow in imposing lockdown as late as March 2020, causing unnecessary deaths. But UK vaccinations have gone to UK citizens, and US vaccinations have overwhelmingly gone to US citizens. China, with a population of 1.4bn, has pursued a quite different path. First, it attacked the pandemic – relentlessly and aggressively. Contrary to the casual approach of Trump and Johnson, Xi Jinping closed down cities, airports, trains and shops. Citizens were instructed, not asked, to remain indoors on pain of arrest. Two large hospitals were built from scratch with 8 days. The pandemic was beaten back. Strong and decisive action protected the people of China, and deaths have been restricted to less than 10,000 people. Second China, instead of setting about the vaccination of all its people, decided on a dual policy. Vaccinations were necessary for China, and vaccinations were necessary overseas. The numbers tell a story about governance and democracy. 7 May 2021 was a significant date – the WHO added Sinopharm’s vaccine to its emergency use list for the Covid-19 pandemic – the first from a developing country. Sage experts conducted on-site inspections at the production facility in China before approving worldwide distribution. The FT recently reported that Chinese jabs were dominating vaccination campaigns in Latin America. China has shipped more than half of the 143.5m doses of vaccines delivered to the region’s 10 most highly populated countries. China – 75.8m doses; AstraZeneca + Pfizer – 59m doses and Russia 8.7m. The Turkish Health Minister, Mr F Koca, said Turkey prefers China’s “inactivated vaccines” to the technology of Pfizer/Moderna because the latter “require difficult and costly cold-chain handling compared with China’s inactivated vaccines”. The UAE and Bahrein have officially registered the Sinopharm vaccine, and inoculations have already started for residents in Abu Dhabi. Morocco has ordered 10m doses, and Jordan is carrying out Sinopharm clinical trials. Clare Wenham, Assistant Professor of Global Health Policy, said,” We see increased Chinese dominance as a health power”. This reflects Xi Jinping’s Win-Win philosophy – a recognition, like the Belt and Road Initiative (BRI), that the World prospers if progress is shared. The West will misrepresent China’s policy because the West is challenged by China. Why doesn’t China use all its vaccine for its 1.4bn people? Because of China-controlled Covid-19 by decisive action in February/March 2020. US/UK deaths – 730,000. China deaths – less than 10,000. The numbers matter. They tell a story. Whereas the US and the UK, with one eye on electoral popularity, are gobbling up every jab available without supplying to the rest of the world, China has maintained tight control over Covid-19 at home while distributing considerable doses to the world at large. They also tell another story. China has been represented as a mass manufacturer of soft consumer goods as Western companies piled into China from 2000 onwards – sweaters, trainers, deckchairs, trinkets, fireworks. Now Made in China will be remembered for life-saving vaccinations and drugs. Beijing’s strategic pivot away from low-tech manufacturing to quality construction projects, highways, new ports, and now vaccinations will change how developing countries view China. The West will say that China seeks political leverage and power in political circles. Actually, No. China’s achievement will be the reputational gain – a country fully aware of the vital need to help and assist the world’s countries in achieving mutual prosperity. This is not hegemony but a realisation that the long-term gain to the world community is to facilitate well-being, growth and progress. Past world powers have all been hegemonists and imperialists. The significance of China will be that “Win-Win” prevails over “All-For-Me”. China will not exploit weaker countries for their own benefit. This will only become apparent when historians come to write the history of the current century. But significant world changes are taking place now that will grow in importance as the Century progresses, as the US settles in at #2 economic power. China champions a new attitude to world development. China and India are often thrown together in comparison. Both have large populations – 1.4bn/1.3bn – both are non-White countries – both became independent at the same time, China in 1949 and India in 1947 – and both countries expelled the British. It was not an accident of history that the British took the opium seeds from the hills of India and converted them into the drug that created addicts the length and breadth of China. The similarities disappear when it comes to the Pandemic as we view the distressing Indian TV footage of families carrying their dead ones to crematorium only to be turned away at the gates; the individual Indians pleading for help with oxygen, hospital beds, and medical treatment. The loss of life is considerable, and on 27 April, India recorded 3,876 deaths according to the Health Ministry – statistics likely to be very under-expressed as they will not include deaths at home or full burial numbers. India is grappling with the world’s worst Covid-19 epidemic as cases on 27 April rose by 329,942. Hospitals are full. Supplies are short, and human misery is on every street corner. On 20 May, India reported 276,110 cases over the last 24 hours and 3,874 deaths, bringing the country total to 25.77 million infections and 287,122 fatalities. Chinese people are not better than Indian people. There is no racial argument here at all. But Chinese authoritarianism is better than Indian democracy when it comes to governance and the protection of the public. Having “One Man, One Vote” counts for nothing if the government cannot organise oxygen supplies, deliver hospital beds; procure vaccinations; set up vaccination centres; provide emergency crematoria, arrange home visits, organise mourning periods; protect schools; arrange on-the-spot testing. It is back to the wider question of What Works. When crisis comes, and a Government has to look after its people, the system of Indian democracy failed the Indian population, and as we advance, this lesson will not be lost on developing countries trying to find the right formula for bringing law, order, prosperity, housing and medical supplies to their people. Finally, I want to comment on the surge in anti-Asian racism in the US since the pandemic commenced. On 29 March 2021, 65-year-old Vilma Kari was brutally assaulted on her way to church in New York. The crime made headlines in her home country of the Philippines, where Vice President Robredo and Senator Pacquiao, both prospective presidential candidates, were quick to pick up on video film that showed the assailant, Brandon Elliott, a 38-year-old homeless man, yelling, “You don’t belong here” before kicking and punching the victim in the face. The incident was part of a recent spike in anti-Asian violence across the US. Even as overall hate crimes declined in 2020, it is the case that anti-Asian hate crimes reported to the police rose nearly 150% in 16 of the largest US cities, according to a report by the Center for the Study of Hate and Extremism in California State University, San Bernandino. The trend was underlined by the 16 March 2021 killing of six women of Asian descent near Atlanta, Georgia, which ignited protests in the US and sent shockwaves through Asia. Specifically, to China, an assault on a 76-year-old woman in San Francisco triggered anger when shown on video in China, which led to a strong narrative about the US abusive treatment of native Indians, African slaves and Chinese labourers. Many blame former President Trump, who appealed directly to white nationalism and stirred anti-China sentiment at home and abroad, often referring to Covid-19 as the “China virus” and attacking China’s trade policies as “economic rape”. And the incidence of hate crimes has not abated under President Biden. Yuen Yuen Ang is a Politics Professor at the University of Michigan. He writes that “It is common to portray US-China relations as ‘a clash of civilisations’ – two cultural opposites with nothing in common. This narrative is unhelpful and misleading. It induces Americans to perceive the Chinese as weird and consequently threatening…While most people avoid overt racism, orientalism creeps in easily and unconsciously as people view China as the land of lanterns and dragons. Imagining an entire race of people as strange and exotic dehumanises them. Once a person ceases to see other people as human, it becomes easy to hate and inflict violence. Racism stalks the streets of US cities. It was there before Trump, but his free-wheeling right-wing US First agenda has fired up racial antagonisms with the last year of his term in office dominated by an anti-China agenda. “Reds Under the Beds” was a term from the Cold War of the 1950s. It has been revived as Pompeo and now Blinken claim that China is a genocidal nation. It is not a surprise that the Ash School of Government at Harvard University found that Chinese students and tourists returning home after a visit to the US had an even greater commitment to China and its style of democracy. Covid-19 is a pandemic that has thrown up many questions about individual well-being, public health policies, government capability and democratic effectiveness. There will be investigations into the origins of the virus, the performance of governments, the policies on vaccination and vaccination distribution. There will be allegations and counter-allegations. Big issues are on the table with important consequences for the long term well-being of the Earth’s inhabitants, and answers will be sought to key questions relating to the ability of democratic and authoritarian governments to handle the demands made upon them by the virus. There is an indication that control of the virus may now be underway. The focus will switch to how governments discharged their primary responsibility to maintain the safety and well being of their populations.
