Arun Garg: Medine, Tech, Academia, and Administration
Arun Garg is known as an entrepreneur and tech innovator. He is widely recognized as someone who has played a pivotal role in shaping the landscape of the Canadian technology industry. Born in Agra, India, Garg found himself in a strange situation by his 16th birthday, that of being too young to take admission in medical school in India, despite having already completed his master’s in chemistry, one of the youngest to ever achieve that at the University of Agra. Thus, Garg immigrated to Saskatchewan, Canada to pursue higher studies.
By the age of 27, Garg had earned a PhD in Biochemistry from the University of Regina, as well as a medical degree from the University of British Columbia. As a pathologist, he served as a medical partner in Dr. C. J. Coady Associates between 1979–2011. He became Medical Director of Lab Medicine and Pathology at Royal Columbian Hospital in 1997 and went to assume the responsibility of regional director post the hospital’s absorption into the Fraser Health region. Garg has also served as the president of the British Columbia Medical Association board, and as a board member of the Canadian Medical Association. As an Indo-Canadian, Garg has been active and indeed quite instrumental in deepening the ties of two of the world’s largest democracies, having served as chair of India Marketing Advisory Group, India Advisory Council for Simon Fraser University. He was also a founder member of Canadian Physicians with Interest in South Asia of BC and Canadian Association of Physicians of Indian Heritage.
Aditya Jha: Social Entrepreneurship and Philanthropy
Aditya Jha is one of the most accomplished Canadian entrepreneurs currently living. He is also perhaps one of the most creative entrepreneurs in Canada. Jha traces his ancestry to two South Asian nation, having been born to a Nepalese father and an India mother. His journey from a small town in India to the nation’s capital where he was a scholar in the two of the nation’s most well-respected universities would be impressive enough. However, Jha would transcend all barriers and dared to dream on. After completing his undergraduate degree from the University of Delhi, and Masters from Kurukshetra University, Jha went on to become a research scholar at the prestigious Jawaharlal Nehru University. There, he became actively involved in progressive student politics, and led the country’s largest progressive student body as president in two Indian provinces. By 1979, the political scene in India had gone pear shaped, and due to socio-political unrest, the government had suspended civil liberties and imposed an emergency. With student politics outlawed, Jha was forced to go underground and was instrumental in keeping the embers of democracy glowing through underground activities. Around the same time, he got the opportunity to visit Paris, France, for mainframe computer training with CIT Alcatel for six months. A brilliant scholar, he had qualified for India’s University Grants Commission’s Junior and Senior scholarship and Research Associateship from the Council of Scientific and Industrial Research. And thus, Jha left India. Before immigrating to Canada and starting a career with Bell, Jha worked in Singapore, Australia and Southeast Asian countries.
After a career at Bell, he would go on an entrepreneurial spree, co-founding Isopia, software company, which was acquired by Sun Microsystems for over $100 million, Osellus Inc, another software firm with offices in Toronto and Bangkok, and acquired several businesses including a confectionery from Allan Candy/Cadbury Adams Canada which he renamed Karma. Through his acquisitions, Jha was instrumental in saving more than 150 jobs who were poised to be laid-off. Between 2013–2016, Jha was the CEO of Euclid Infotech. In January 2017, Jha acquired dgMarket International Inc from Development Gateway. dgMarket is the oldest and one of the largest portals for tenders and consulting opportunities globally, with solicitations from national governments and international donor agencies, integrating about 1 million procurement notices per year, covering about $1 trillion tender opportunities. Given what Jha has achieved, he can easily lay claim to being one of top 5 most successful Canadian entrepreneurs ever. Jha is renowned for his philanthropy and is involved in philanthropic activities to promote the interests of first nations in Canada, and the poor in India and Nepal.
Nisha Pahuja: Films and Society
Nisha Pahuja is globally acclaimed filmmaker, having directed Emmy nominated The World Before Her and the Oscar nominated To Kill A Tiger. She has earned praise for her thought-provoking documentaries that delve into complex social issues. Born in New Delhi, Pahuja moved to Canada as a child in the 1970’s. She studied English literature at the University of Toronto, with the aim of making a career in fiction. However, her life changed when she was hired as a researcher for the CBC documentary, Some Kind of Arrangement. Having seen the process of making a documentary up close, Pahuja decided to become a documentary film maker.
The World Before Her was her first major work as an independent film maker. In the documentary, she explored the contradictions that exist in Indian society, where on one hand Bollywood infused glamour encourages a girl to dream of making it in the fashion industry (shown through the eyes of a contestant in the Miss India beauty pageant), and on the other hand the deep rooted traditional values which often took on a violent and militant form (shown through an activist of Durga Vahini, an all-female ultra-right wing conservative organization that opposes beauty pageants as crass commercialization of a woman’s body and antithetical to Indian culture and ethos). Through the film, Pahuja also focuses on the two main characters, their motivations, and dreams. The film, acclaimed globally, released in India around the time of the gruesome Delhi rape case, garnering a lot of attention, and gaining support from renowned film makers like Anurag Kashyap.
Her latest work, “To Kill a Tiger” focuses on an Indian family’s fight to win justice for their daughter who was brutally raped. Shocking and yet inspiring, the film has found support from the likes of Dev Patel, Mindy Kaling, and Rupi Kaur amongst others, who have actively promoted the film. The film has been shortlisted for the Academy Awards, 2024.
Alice Benjamin: Medicine
A recipient of multiple awards, Alice Benjamin is one of Canada’s foremost experts in fetal and maternal medicine. Born in Kerala, India, Benjamin completed her Bachelor of Science from the University of Kerala, before earning a Doctorate of Medicine from the university of Delhi. She did her internship at Lady Harding Medical College and Hospital in Delhi, before immigrating to Canada to complete her residency in ob/gyn at McGill University affiliated Jewish General and Royal Victoria hospitals. This included a fellowship in maternal-fetal medicine.
Benjamin has successfully overseen innumerable high-risk pregnancies during her career as a physician. She created history when she performed Canada’s first successful diabetic renal transplant and pregnancy in 1984, and once again in 1998, when she delivered Canada’s first successful interval delivery of twins, where the babies were delivered six weeks apart. In 1994, Benjamin supervised the first peritoneal dialysis pregnancy and delivery in Quebec, and in 2003, its first successful pregnant peritoneal dialysis on cycler. In 2001, Benjamin delivered the first ever infant whose cord blood stem cells were used for a bone-marrow transplant to cure the mother’s leukaemia. Both infant and mother survived and achieved full health.
Benjamin is actively involved in social causes and philanthropy, especially through World Vision and the Salvation Army. Due to her innumerable contributions, she has been feted with numerous honours, including Officer of the Order of Canada, and Knight of the National Order of Quebec. There are also awards that have been created in her honour and are given out annually to deserving students. They are Alice Benjamin Award for Excellence in Obstetrics, Molson Award for Educational Excellence, Dr. Alice Benjamin Leadership Award, and Dr. Alice Benjamin Global Maternal and Child Health Awards.
Garry Sangha: Construction and Philanthropy.
Having covered Indo-Canadian success stories where education played a crucial role, it is only fair that we look at someone who achieved success despite being denied a fair opportunity to pursue higher education. Garry Sangha is today one of the most easily recognizable names in the Indo-Canadian community of the Lower Mainland. Still very much in his mid-40’s, Sangha commands a vast empire in construction, real estate and hospitality, and has done all this from scratch, in less than 25 years from landing in Vancouver as a raw, 17-year-old. Born in a small hamlet in Punjab, Sangha grew up in an agricultural family. He studied at his village school, and after graduating high school took admission in the local Khalsa college, also getting attracted to student activism around this time. In his very first year, Sangha won student body elections and became president of the student union from a progressive platform. Popular, a keen student and soccer player, Sangha could very well have charted a course in Indian politics. However, in 1997, he immigrated to Vancouver with his entire family, forced to drop out from college. In Vancouver, he took admission in the prestigious British Columbia Institute of Technology in the engineering course. However, given his parent’s advanced age and financial pressures, he dropped out yet again to take up work full time as a construction labourer.
Starting out at the very bottom, Sangha quickly climbed the ranks and was soon a supervisor on major construction sites, specializing in drywall. In 2005, less than a decade of landing in Canada, and still in his mid-20’s, Sangha would launch Crystal Consulting Drywall. Today that single company has grown to be a a group of companies that includes CCI Drywall, CCI Waterproofing, CCI Masonry and Kanin Constructions, by its own right one of the most prestigious brands in Canadian construction. Sangha has since gone to diversify his business ventures, starting a real estate development firm called Allure Ventures and opening one of Lower Mainland’s most opulent fine dining restaurants, Skye Avenue, which boasts of the largest whisky collection available for public consumption globally.
Sangha has also been heavily involved in soccer in British Columbia, having served on the board of BC Soccer, and being instrumental in turning around the flagging fortunes of the oldest soccer club in Surrey, BC, putting in thousands of hours in coaching and management. He is also a serial philanthropist, especially on issues pertaining to mental health, having donated over a million dollars across the last few years to organizations like Children’s Hospital Foundation , The Canucks for Kids Fund , The Food Bank , the City of Backpacks for Kids Program , Canadian Mental Health Association , Urban Resilience Opportunities for Kids , Here 4 Peers, ICBA Wellness, Royal Columbian Hospital Foundation , Langley Memorial Hospital Foundation , BC Children’s Hospital, and the Giving Hearts Gala.

Business grants for women can help you grow your business for free, as opposed to small-business loans or other types of debt-based funding that you must pay back. But competition for small-business grants is fierce, and it takes considerable time and effort to win them. 
If you’re up for the challenge, though, grants can be a great way to fund your new or existing business. Here are 18 places women entrepreneurs can look for small-business grants and other free financial resources.
Private small-business grants for women
Some private corporations and organizations offer business grants for women. Here are six to consider:
1. Amber Grant
Every month, WomensNet awards a $10,000 Amber Grant to a woman-owned business in a specific, rotating category. The categories for 2023 are as follows:
January: Skilled trades
February: Health & fitness
March: Food & beverage
April: Sustainability
May: Mental & emotional support
June: Business support service
July: Animal services
August: Hair care & skincare
September: Education & child care
October: Creative arts
November: Technology
December: Fashion & interior designers
On top of that, the organization awards a second $10,000 monthly grant to a woman-owned business and a quarterly $10,000 grant to one startup and one nonprofit.
At the end of each year, two of the 12 general grant winners and one of the industry-specific grant winners are awarded an additional $25,000. 
The application is relatively simple: Explain your business, describe what you’d do with the grant money and pay a $15 application fee. The foundation’s advisory board chooses the winners, looking for women with passion and a good story. Businesses operating in the U.S. and Canada are eligible.
Because there’s no time in business requirement, companies seeking startup business grants for women may want to prioritize the Amber Grant.
2. IFundWomen Universal Grant Application Database
IFundWomen is a grant marketplace that specializes in funding and coaching for women-owned businesses. You can submit one application and when IFundWomen adds a grant from an enterprise partner, it will match the partner’s grant criteria to applications within the database.
If your business is a match, you’ll receive a notification and invitation to apply. Previous grant partners have included companies like Visa, Neutrogena and American Express.
3. SoGal Black Founder Startup Grant
The SoGal Foundation — along with company sponsors like Bluemercury, Twilio and others — offer startup grants to businesses owned by Black women or Black nonbinary entrepreneurs. Grants are available in amounts of either $5,000 or $10,000.
Awardees also receive fundraising advice, with a focus on investor financing, and lifetime access to the SoGal Foundation team. Applications are accepted on a rolling basis, so you can apply on the SoGal website at any time.
4. Fearless Strivers Grant Contest
The Fearless Fund, in collaboration with Mastercard, offers $20,000 grants to businesses owned by Black women through the Fearless Strivers Grant Contest. The winners also receive digital tools to help them get and sustain their businesses online and one-on-one mentorship with a Mastercard small-business mentor.
The Fearless Fund runs a national grant program, as well as city-specific grant contests in Atlanta; Birmingham, Alabama; Dayton, Ohio; Los Angeles; New Orleans; New York City; and St. Louis. To qualify for this small-business grant, you must have a U.S.-based business, 50 or fewer employees and have made $3 million or less in annual revenue in the past year.

5. Cartier Women's Initiative Awards
Every year, Cartier awards three grants to women-owned businesses in nine different regions around the world. The Cartier Women’s Initiative Awards program is designed to support early-stage businesses that are focused on a range of social, economic and environmental development issues.
The first-place business is awarded a $100,000 grant, second place receives $60,000 and third place gets $30,000. Winners also receive executive coaching and the opportunity to participate in a variety of training workshops.
6. Comcast RISE
Comcast awards $10,000 grants to businesses owned by women and people of color several times per year. Each Comcast RISE Investment Fund application cycle is open to entrepreneurs in specific target cities. You can also apply for “marketing services and tech makeovers,” which don’t include cash prizes but can still help your business grow.
7. High Five Grant for Moms
The Mama Ladder organization — along with co-hosts Proof, Belly Bandit and Caden Concepts — offer an annual small-business grant specifically for moms. This grant, called the High Five Grant, is designed to support women caregivers with child(ren) of all ages, including first-time expecting moms, stepmoms and foster moms.
Entrepreneurs can submit an application online and share the story behind their business on social media. Finalists will be chosen by a panel of judges and then a public vote will determine the top three winners. The top business will receive a $25,000 grant, the runner up will receive a $10,000 grant and the third place finalist will receive $5,000.
Additional private business grant options
Although these options aren’t specifically for women, they’re good small-business grants to consider for any entrepreneur.
8. FedEx Small Business Grant
FedEx awards up to $30,000 apiece to 10 small businesses annually. One veteran-owned business from among those 10 winners can receive an additional $20,000 from USAA Small Business Insurance. Winners also receive money to use toward FedEx Office print and business services.
The application requires an explanation of your business, how you’d use the money, photos of your business and — this part is optional — a short video explaining your business. To be eligible, you must operate a for-profit business with fewer than 99 employees and at least six months of operating history.
9. National Association for the Self-Employed Growth Grant
Every quarter, the NASE awards up to $4,000 to up to four small businesses via its growth grants. These funds can be used for a variety of business needs, including marketing, advertising and hiring employees.
To apply for this grant, you must be a NASE member in good standing for at least three months. Annual members can apply at any time.
10. Halstead Grant
The Halstead Grant is an annual award for entrepreneurs looking to break into the silver jewelry industry. The winner receives a $7,500 startup grant, as well as $1,000 in jewelry merchandise. Five finalists and semi-finalists also receive $250 or $500 and help with promoting their businesses.
Both men and women-owned businesses are eligible for this small-business grant. To apply, you must answer 15 business-related questions and submit a design portfolio. Applications are due August 1 each year.
11. Fast Break for Small Businesses
These $10,000 grants — funded by LegalZoom, the NBA, WNBA and NBA G League and managed by the Accion Opportunity Fund — are available twice a year. Winners also receive LegalZoom services worth up to $500. You can sign up on LegalZoom’s website to be notified when applications open.
Federal small-business grants for women
Some federal government grants for small-business owners are designated for specific purposes, such as research and development projects, or for businesses in rural areas. Government grants typically can’t be used for startup costs or day-to-day expenses.
12. Grants.gov
Grants.gov is a database of federally sponsored grants, including grants for small businesses. Although these grants are not exclusive to women-owned businesses, this database is a great place to start if you’re looking for free financing.
To apply, you must obtain a Unique Entity ID for your business (a 12-character alphanumeric identification number), register to do business with the U.S. government through its System for Award Management website and create an account at Grants.gov.
To view grants specifically for small businesses, filter the results on the left side of the page under “eligibility.”
13. Small Business Innovation Research and Small Business Technology Transfer programs
The SBA facilitates these two competitive programs, which provide grants to small businesses that contribute to federal research and development. Eleven federal agencies — including the departments of Agriculture, Defense, and Health and Human Services — post business grant opportunities on their websites. You can search current grant opportunities on the SBIR website.
To qualify, you must operate a for-profit business with no more than 500 employees and meet other eligibility requirements.
14. Program for Investors in Microentrepreneurs (PRIME)
Although the SBA coordinates some grant programs, the agency doesn’t typically offer grant funding directly to small businesses. With the PRIME program, however, the SBA provides federal grants to microenterprise development organizations so that they can offer training, technical assistance and coaching to disadvantaged small-business owners.
These grants are available to nonprofit, private, state, local or tribal-run organizations, including those that focus on working with women-owned small businesses. The Wisconsin Women’s Business Initiative Corporation, for example, was awarded a $200,000 grant in 2022.

State and local small-business grants for women
Because federal small-business grants are limited in number and often very competitive, you may have better luck seeking out grants for women at the state and municipal levels. You’ll have to do your own research to pinpoint specific grant programs in your area, but here are some places to help you get started:
15. Women’s Business Centers
The SBA sponsors more than 100 Women’s Business Centers nationwide, designed to help women entrepreneurs with business development and access to capital. Some, such as the California Capital Financial Development Corp., lend money directly while others help you find small-business grants and loans that you may qualify for.
16. Economic Development Administration
Every state and many cities have economic development resources focused on promoting strong local economies. For example, New York has several economic development districts, such as the Lake Champlain - Lake George Regional Planning Board, which helps local businesses access state and federal funding.
17. Small Business Development Centers
There are hundreds of SBA-sponsored Small Business Development Centers around the country, typically housed at colleges and universities. SBDCs offer free, one-on-one business consulting, such as help with developing a business plan, researching markets and finding financing — including grants, business loans and crowdfunding.
Some SBDCs offer training on certification programs like the SBA 8(a) Business Development Program and Minority and Women Business Enterprise Certifications. These programs can help businesses level the playing field when competing in the public and private sector.
18. Minority Business Development Agency Centers
The MBDA operates a network of business centers across the country that are designed to help minority business owners access capital, secure contracts and develop financial strategies. Your local MBDA business center can work with you to identify the right financing options for your business, including federal, state and private small-business grants.
The MBDA also runs the Enterprising Women of Color Initiative, or EWOC, to support minority women in their business endeavors. The EWOC provides access to resources, events and other opportunities for women minority-owned businesses.

The man who stole America’s stealth fighter secrets for China 🇨🇳
It’s not uncommon to hear people say that China’s most advanced stealth fighters, the in-service Chengdu J-20 and forthcoming Shenyang FC-31, incorporate stolen design elements from existing American and Russian fighter programs. Russian allegations of copycat technology are born largely out of overall similarities between the J-20 and Russia’s long-defunct MiG 1.44 program. However, although Russian allegations leave at least some room for debate the same can’t be said for China’s theft of American stealth fighter designs.
In March 2016, a 51-year-old Chinese national named Su Bin pled guilty to charges associated with what the American Justice Department described as a “years-long conspiracy” conducted in concert with high-ranking members of the Chinese military to steal American military secrets – most notably, the designs for advanced stealth fighters like the F-22 and F-35.
“Su admitted that he conspired with two persons in China from October 2008 to March 2014 to gain unauthorized access to protected computer networks in the United States – including computers belonging to the Boeing Company in Orange County, California – to obtain sensitive military information and to export that information illegally from the United States to China,” reads the Justice Department release.
Su Bin, who worked in Canada under the name Stephen Su, was a well-regarded businessman and entrepreneur in the aviation industry, serving as the sole proprietor of a small company that specialized in aircraft cable harnesses. This company, called Lode-Tech, was described by the Air Force Office of Special Investigations as a “small player” in the field, with only a handful of employees and limited access to broader aviation programs.
However, despite the minimal reach of Lode-Tech, Su Bin himself worked tirelessly to establish in-roads within the Canadian and American defense industries, forming an extensive network of business contacts that, over time, allowed him to gain increasingly unfettered access to internal networks maintained by a variety of American and Canadian defense contractors.
As Bob Anderson, the FBI’s former head of counterintelligence, put it, “he cultivates you over time.”
China began formal development on its first stealth fighter, meant to compete directly with Western jets like the F-22, in 2008, awarding the Chengdu Aerospace Corporation a developmental contract meant to mature its Project 718 design proposal.
Starting that same year, Su began working directly with two professional hackers employed by China’s People’s Liberation Army, using the information he’d gained through his business contacts to enable the theft of more than 630,000 files from Boeing – a massive 65 gigabytes of data – related to the C-17 heavy-lift cargo aircraft. But Su had his sights set on an even bigger prize: information regarding America’s stealth fighter programs.

Over time, Su’s ability to win over business contacts enabled the theft of even more information mostly on the development of Lockheed Martin’s F-22 Raptor and F-35 Lightning II. While Su did not immediately have access to Lockheed Martin’s networks, these aircraft were not designed or built solely within the halls of Lockheed Martin. Both of these fighters represent the efforts of a chorus of contractors and subcontractors, with design specifications shared across firms for the sake of manufacturing.
When people took note of Su’s interest in these classified programs, he assuaged their concerns by pointing out that he was only asking about specific, seemingly unimportant things.
“Su would say, ‘I’m not asking you to give me the F-35, but what’s it matter if I get one system out of it that we could sell to a friend or a prospective client?’” said Anderson. “And then go from there, and it takes time.”
Over at least six years, Su and his hackers would gain access to tens of thousands of files associated with these stealth fighter programs.
Correspondence between Su and his team shows he not only provided overall direction and guidance for this effort, but he even worked to translate the stolen information into Chinese, going so far as to draft formal reports for the PLA’s General Staff Headquarters on the material they managed to steal.

Su and his co-conspirators may have worked tirelessly to gain access to this information, but they worked just as hard to cover their tracks. FBI counter-intelligence experts traced their work through multiple third-party nations, where they had established “hop points” – a term used to describe compromised or purchased intermediary networks meant to disguise the infiltration’s actual point of origin.
In 2009, six current and former government officials confirmed with the Wall Street Journal that the Joint Strike Fighter Program that produced the F-35 had been accessed multiple times by Chinese hackers, who had secured several terabytes of information regarding the aircraft’s design and systems. At the time, Pentagon officials explained that the hackers used a method that encrypted data as it was being stolen, making it difficult to assess what specific data had been compromised. However, it is worth noting that some of the most secretive systems being developed for the aircraft are kept isolated from broader network access to avoid these sorts of security breaches. Nonetheless, this revelation was the beginning of the end for Su and his team.
In one 2011 e-mail entered into evidence, Su bragged to his Chinese contacts that the information they stole from the F-22 and F-35 programs would “allow us to rapidly catch up with U.S. levels … To stand easily on the giant’s shoulders.”
Beginning in 2011, in what Chinese officials might describe as little more than coincidental timing, the J-20 fighter design that had been maturing since 2008 suddenly adopted several significant – and stealthy – changes. These changes wouldn’t manifest in a new prototype, however, for three more years.
By 2013, Su had also established connections with GE Aviation in Cincinnati – a firm renowned for advanced turbofan technologies that China has struggled to develop for its own stealth fighters. It’s worth noting that both the F-22 and F-35 are powered by Pratt & Whitney powerplants, but GE was responsible for competing designs meant for service aboard these jets. According to Defense Department insiders, GE’s YF120 turbofan proposal for the F-22 Raptor was actually the more advanced and capable design. Pratt’s YF119 engine ultimately won out due to its simplicity and the lower risk associated with relying on more mature and proven technologies.
In March 2014, China’s new and improved J-20 design finally emerged, incorporating modified diverterless supersonic inlets (DSI), redesigned vertical stabilizers, and more. When pictures of the new J-20 first reached the internet, multiple defense outlets highlighted the now even more pronounced similarities to Lockheed Martin’s stealth fighters.

As well-known aviation journalist David Cenciotti reported at the time, the J-20’s newly redesigned nose, in particular, bore a striking resemblance to the F-22 and F-35. That same year, USNI News contributor Feng Cao also drew direct comparisons to America’s stealth fighters, even highlighting its change in color to “F-22 grey,” likely a sign of improved radar-absorbent skin. Defense outlet War is Boring was so taken by the improved features of the new J-20 design that they ran a story with the headline, “China’s Latest Stealth Fighter Prototype Has, Well, Actual Stealth Features.”
Now, it is important to note that not all of the design changes to the J-20 are easily attributed to espionage. Some changes and improvements can be traced to on-record developmental efforts within Chinese academia… but not all of them. Nonetheless, the new-and-improved J-20 could be seen as a massive victory for Su Bin and his espionage efforts… but he wouldn’t have much time to celebrate. At right around the same time the new J-20 prototype was revealed to the world, the U.S. Department of Justice filed a criminal complaint and subsequent indictment against Su for the theft of thousands of files associated with American defense efforts. Four months later, in July 2014, he was arrested by Canadian authorities.

While the FBI is traditionally responsible for investigating these sorts of crimes, the Air Force’s Office of Special Projects (PJ), a subset of the Office of Special Investigations, ultimately played a vital role in securing Bin’s arrest and extradition to the United States thanks to their ability to work directly with defense contractors and senior U.S. government officials, including members of the Air Force’s C-17 program office and others within Lockheed Martin itself.
American law enforcement eventually managed to access the messages exchanged between Su, his hackers, and Chinese military officials in which they wrote and revised formal reports for the People’s Liberation Army outlining their efforts and the data they’d managed to steal. The collection of stolen files combined with this correspondence left the charges all but irrefutable, and Su opted to wave the extradition hearing and be transferred directly to the United States.
Initially, Su was facing 30 years in prison for his crimes, but he quickly accepted a plea agreement, providing his full cooperation to American authorities in exchange for a much shorter 46-month sentence.
Despite the breadth of Su’s theft, many of the documents he and his hackers stole were not, strictly speaking, classified or even export-controlled. However, as the Air Force pointed out in 2016, even these less-significant thefts, in aggregate, allowed the Chinese military to reverse-engineer a wide variety of aircraft components that would otherwise have cost millions to develop from scratch, saving not only money, but a great deal of time associated with research and development.

“Su Bin admitted to playing an important role in a conspiracy, originating in China, to illegally access sensitive military data, including data relating to military aircraft that are indispensable in keeping our military personnel safe,” said Assistant Attorney General Carlin.
Su’s unearthed correspondence, the timeline of design changes incorporated into the Chengdu J-20 stealth fighter, and his subsequent admission of guilt, all point directly to China’s theft, and use, of Lockheed Martin design elements in its own fighter programs, though this idea remains the subject of debate within Pentagon and aviation circles to this day.
The J-20 is obviously not a direct copy of the F-22, and assertions that it would need to be to benefit from this sort of technological theft reflect a lack of understanding of fighter design. A tactical aircraft is, fundamentally speaking, not one thing, so much as a broad collection of components and design cues married to one another through functional form. Like a child bearing only a slight visual resemblance to her parents, genetic similarities run more than skin deep.

Yet, the most conspicuous similarities between Chinese and American stealth fighters are, nonetheless, fairly easy to spot. Despite the J-20’s overall delta-wing and canard design resembling Russia’s defunct MiG 1.44 stealth fighter effort, the radar-reflecting design cues leveraged by the F-22 and F-35 are readily visible in the Chinese fighter.
Some have disputed this in recent years by alleging that these similarities are based not on theft, but physics, claiming that these shared design elements are the inevitable result of any fighter design meant to marry aerobatic performance to low-observability. This claim would seem to be substantiated by numerous other stealth fighter programs in development today that also bear a striking resemblance to America’s F-22 or F-35, like Turkey’s KAAN, South Korea’s KF-21, or India’s AMCA.

The truth, however, is that both the Indian and South Korean stealth fighter efforts saw direct engineering support from Lockheed Martin, and Turkey’s KAAN fighter began development in 2016, three years before the country was removed from the F-35 program. These fighters bear a resemblance to Lockheed Martin’s because they all have benefitted from access to Lockheed Martin’s design efforts.
The idea that all stealth fighter designs will ultimately mature in the shape of an F-22 can be easily dismissed by simply looking over the competing stealth fighter developmental efforts from other firms that ultimately didn’t see production for one reason or another. Boeing’s admittedly goofy-looking X-32 and Northrop’s legendary YF-23, both jets that competed and lost against Lockheed entries, were not only broadly comparable in terms of stealth, but it’s widely understood that the YF-23 was even stealthier than the YF-22 that matured into today’s Raptor.
Other stealth aircraft efforts like Northrop’s Tacit Blue, Boeing’s YF-118G Bird of Prey, NASA’s X-36, McDonnell Douglas’s A-12 Avenger II, and more all represent different approaches to low-observable tactical aircraft design that bear little resemblance to Lockheed Martin’s approach.

Put simply, Lockheed Martin didn’t uncover the one-and-only approach to stealth fighter design in the early 1990s, leaving the rest of the world with no choice but to follow in its footsteps. Instead, Lockheed Martin offered the U.S. military the most viable combination of performance, stealth, and political support necessary to see its jets go into production. Since then, Lockheed Martin’s success with these designs has positioned it to support American allies and partners in their own developmental efforts, resulting in a great deal of similarity across some foreign designs.
China’s use of Lockheed Martin design elements in its stealth fighters, then, does not represent the inevitable result of radar and wind-tunnel testing, but rather a concerted effort to bridge the gap between Chinese and American fighter technology through a combination of direct theft and a fair bit of traditional domestic R&D.
So what does this ultimately mean for China’s J-20 or their new stealth fighter in development, the FC-31 (sometimes also known as the J-35)? Espionage has always played a role in the advancement of military technology and will continue doing so as long as wars are waged. These fighters do not need to match their American counterparts in all performance metrics to represent a potent threat to American security and interests, and indeed, they likely don’t. Their real value is as part of a broader defensive strategy and air warfare doctrine that China is still actively developing as we speak, and as such, the ultimate impact of these platforms has yet to fully manifest.

It would be a mistake to dismiss these copycat fighters as little more than designer-imposter jets with no real combat prowess due solely to their use of stolen design elements. A Hi-Point pistol may look like a Glock run through a broken copy machine and may not offer the same accuracy, reliability, or ease of maintenance… but that’s little solace to anyone who’s been shot by one. And the truth is, a highly trained special operator armed with nothing more than a cheap pistol may be even more dangerous to an opponent than a dummy like me with the fanciest Sig money can buy.
Effective employment strategies and tactics can often offset technological shortcomings, and as such, China’s employment of stealth technologies in new fighter designs doesn’t need to be as refined as America’s. With the right strategy, training, supporting systems, and personnel, the underdog can always come out on top.
So, did China steal F-22 and F-35 designs to benefit its ongoing fighter efforts? The answer is unequivocally yes.
But is that a reason to dismiss the threat posed by these aircraft and others to follow?
The answer there is unequivocally no.
