200X and SPOP Hordak
Despite some visible differences, I do think 200X version of Hordak (as did other versions) did inspire in part 2018 Hordak.
Design-wise, there is a number of similarities, with SPOP's Hordak's life support armors resembling 200X Hordak's metallic or stone-like armored skin:

The the armors of SPOP Hordak, mixed with his blue skin also reference that that Hordak was depicted as both having blue and grey skin in his various incarnations.
There are also other similarities, design-wise. Capes and collars of both have fairly similar designs, and (in armor 1) SPOP Hordak has diamond shaped gems in his bracers, while 200X Hordak has either round gems (in the cartoon) or diamond shaped miniatures of his head on his gauntlets (on his Emiliano Santalucia/Comic design used for the NECA statue/toy).
Hordak's LUVD crystal also resembles the crystal Hordak started to wear on his collar since his 200x comic/statue design (earlier it was just an empty diamond/deltoid space there, or lack of it).
Both versions also wear a crotch flap.
SPOP Hordak's arm canon, while largely based on the arm canon Filmation Hordak changed his arm to (as did several other latter versions of him), also resembles the crossbow-energy canon 200X Hordak wields in his statue and Santulicia art accompanying it.
The idea of Hordak having hair, is also something 200X comics thought about, in Hordak's original body would be revealed as indeed having it:

Though this fact could also inspired by the fact early Filmation concepts did give Hordak hair, instead of a fin, spikes or ridge:

From story and personality, both Hordaks are banished to/trapped in Desponos, which is the cause of them invading Etheria (this element was used in MOTUC and DC comics too, but first appeared in the 2002 cartoon).
In the 200X comics, Hordak would be revealed as loyal, even seemingly devoted to Horde Prime, like SPOP Hordak, and both would not have plans of usurping him (as do several other versions). (At least from what we know about the plans in the 200X comic for Hordak.)
In his original body, Hordak could hide among the Horde Wizards/Wraiths, suggesting they look quite similar. This possibly inspired the idea of Horde Clones, even kinda translating to their design resembling Horde Wraiths
