You can find records of what we would call barbers as far back as 296BC, where Greek men would congregate at the market for a haircut. U.S. to Iran: Coronavirus Won’t Save You From Sanctions

The United States sent Iran a blunt message this week: the spread of the coronavirus will not save it from U.S. sanctions that are choking off its oil revenues and isolating its economy.

Iran is the Middle Eastern nation worst hit by coronavirus, with its death toll climbing to 1,284 and one person dying from it every 10 minutes and 50 becoming infected every hour, the health ministry said.

The United States, which argues that its “maximum pressure” campaign to curb Iran’s nuclear, missile and regional activities does not stop the flow of humanitarian goods, imposed new sanctions this week.

The Trump administration blacklisted five companies based in the United Arab Emirates, three in mainland China, three in Hong Kong and one in South Africa for trade in Iran’s petrochemicals.

“Washington’s increased pressure against Iran is a crime against humanity,” an Iranian official told Reuters. “All the world should help each other to overcome this disease.”

Some analysts suggested the Trump administration should do more to speed the flow of humanitarian goods into Iran, though they saw little evidence to suggest this was in the offing.

“Our policy of maximum pressure on the regime continues,” Brian Hook, the U.S. Special Representative for Iranian Affairs, told reporters. “U.S. sanctions are not preventing aid from getting to Iran.”

On Monday, China called on the United States to give Iran sanctions relief for humanitarian reasons but U.S. officials, foreign diplomats and analysts saw no signs of this.

“While Iran is an epicenter of this virus outbreak and facing true economic catastrophe … there will be no relief on sanctions,” said Elizabeth Rosenberg of the Center for a New American Security think tank.

Hook said Washington sent a diplomatic note to Tehran offering help with coronavirus “and it was quickly rejected.”

He also blamed Iran’s leadership for its coronavirus woes, saying that Iran “spends billions on terrorism and foreign wars” and that if it spent one tenth of this “on a better health care system, the Iranian people would have been much better off.”

In what might be a gesture to Washington, Tehran released U.S. citizen Michael White from its custody though he must stay in Iran.

Suzanne Maloney of the Brookings Institution think tank said Iran allowing White or other detained U.S. citizens to fly home might appeal to President Donald Trump.

“I still don’t believe this administration wants to provide a lot of leeway to the Iranian authorities but that doesn’t mean they can’t or shouldn’t be looking for every opportunity to” get medical supplies into Iran, she said.

The outbreak in Iran was likely to spread as Iranians travel for the Nowruz new year’s celebration, she added, saying this could hurt U.S. security partners across the region.

“Iran is Italy, only on steroids,” Maloney said, alluding to the outbreak in Italy, whose coronavirus death toll on Thursday overtook that of China, where the virus emerged.

Mark Dubowitz, an Iran hawk with the Foundation for Defense of Democracies policy group, said Washington could send medical goods to Iran via private groups but should not ease sanctions.

“At the very time Iranian-backed Shi’ite militias in Iraq are killing Americans and Brits and others, this would be exactly the wrong time to be providing any kind of economic relief to the regime,” he said, referring to last week’s attack on a military camp in Iraq that killed one British and two U.S. personnel..

“We should be sending medical supplies directly to Iranians through non-governmental organizations and bypass the regime.”

Iranians appeared to have mixed feelings about whether Washington was making its outbreak worse.

“America’s sanctions are preventing Iran from getting necessary medicine and equipment to fight against this virus. They have to lift it,” said dentist Arash Hosseini, 52, in Tehran.

But Twitter user @fnikjoo, suggested sanctions relief would just provide “Money to support more terrorists in the region and beyond.”

The desperation in Madrid for Champions League final tickets is proving to be almost as palpable as the desire of Liverpool and Tottenham fans to see their team lift the trophy itself.

Entry to the first all-English final since 2008 is proving to be so elusive that one Tottenham fan is willing to part with £ 10,000 to watch the action unfold. It may be the sun and sangria talking, but he is not alone.

Both teams have only been given a combined allocation of 32,000 so it is no wonder Spanish authorities say the majority of fans are arriving ticketless.

Desperate fans are strolling around the city center, sipping beer and asking passers-by for that all elusive ticket while others become t-shirts or hero placards declaring: "I need a ticket."

British touts huddled on street corners offering tickets for eye-watering amounts, with some asking for £ 10,000. But with rumors abound that there are many fakes circulating, there were few takers.

For some fans, there was already a heart break before a ball has been kicked.

Samy Darwish, a Liverpool season ticket holder for 41 years, missed out on a ticket after the club ruled that he did not qualify for one because he had not been to a away Champions League match.

Mr Darwish, a dentist, flies from his home in Dubai to Liverpool for every home match and has also attended every Champions League home game the team has played.

Standing in the center of Madrid's Puerta de Sol square, wearing a t-shirt emblazoned with: 'I need a ticket 'he moaned:' I'm devastated. I didn't believe the club said I didn't deserve a ticket for the final.

'I just wrote to Peter Moore, the Liverpool chief executive but he said they couldn't help me. I spend thousands of pounds every season watching my promised team. I decided to come to Madrid without a ticket because I hope somebody takes pity on me. "

But he admitted: "If somebody offers me a genuine ticket, I might even pay £ 10,000. I've been watching Spurs for 40 years and I never dreamed we would be in a Champions League final. This is a once in a life time opportunity. "

Mr Burt, aged 54, added:" I'm a single man and Tottenham is the only wife I've got. She's worth spending this money on. ”

A series of concerts featuring some of Spain's leading DJs and singers also helped to keep fans occupied but the majority decided to make the most of the city's atmospheric bars which were doing a roaring trade, helped partly by Spain's reasonably priced alcohol.

'We're having a great time. The sun's out and the beer's cheap, what more could you ask for? ' said Tottenham fan Gary Withers from Enfield, north London.

this is because chewing gum was banned in Singapore in 1992.

The only exception to the rule is if travellers can prove it has therapeutic value.

Since 2004 pharmacists and dentists have also been allowed to sell therapeutic gum, to customers with a medical prescription.

This includes standard sugar-free gum, which many apply to some British travellers.

The first-time penalty for the selling of gum can be as high as $100,000, equivalent to £57,192, or a prison sentence of up to two years.

If they are stopped by police and caught without one, they will be fined.

The AA website details the exact criteria these breathalysers must meet, and things Britons should check when buying one.

They said: “The breathalyser must be unused and show the French certification mark NF.

“It has to be in date too. Single-use breathalysers normally only last 12 months so check yours if you bought it for a trip last year and didn’t use it.”

Swedish dentist Ellie Holman, who lives in Sevenoaks in Kent with her English partner Gary and their three children, was initially denied water and made to clean toilets while in custody, according to human rights group Detained in Dubai. What is the difference between IELTS and OET?

Both IELTS (International English Language Testing System) and OET (Occupational English Test) are used to test the English language of healthcare professionals in different parts of the world.

They are chosen by regulatory bodies to ensure doctors, nurses and other professions have sufficient language skills to communicate at a high level with patients and colleagues, and so ensure safe and effective care.

     Similarities

There are a number of similarities between the two tests. 

Each one consists of four sub-tests, one for each skill: reading, listening, writing and speaking.

A test takes place on one day.

There is no pass/fail, but a graded score – different institutions need test takers to achieve different scores.

In practice, the required scores in the two tests for professions such as nurses are for similar levels of language skill when measured on the Common European Framework of Reference.

Both tests were developed in the late 1980s and are part-owned by Cambridge Assessment English. IELTS ownership is shared with IDP and the British Council. OET ownership is shared with Boxhill Assessment.

However, that’s where the similarities end. As you can see from the below, they are quite different tests in many ways.

IELTS tests academic English – at least the version of IELTS used by Higher Education institutions and healthcare regulatory bodies around the world. This includes the ability to write essays, follow lectures, understand academic articles and discuss a wide range of topics, from the environment to education to social trends to cultural values.

OET tests healthcare English, including the ability to communicate effectively in medical scenarios, write a referral letter, understand a patient consultation, or follow a text taken from a medical journal.

Versions

IELTS offers 2 versions of the test – Academic as described, and General Training, used by organisations to test the more general language considered more appropriate for immigration or vocational purposes. The Listening and Speaking sections are the same for both. The Academic Reading and Writing is more geared to Higher Education than the General Training.

OET offers 12 versions of the test for different healthcare professions; nurses, doctors, dentists, pharmacists, optometrists, podiatrists, occupational therapists, vets, speech pathologists, dieticians, physiotherapists, and radiographers. The Reading and Listening sections are the same for both. The Speaking and Writing sections are tailored to the specific scenarios in which each profession uses English.

Preparation requirements

Preparing for IELTS involves learning huge amounts of vocabulary on a wide range of academic subjects so test takers are prepared to read academic texts quickly and effectively, understand lectures and discussions, talk about abstract questions and give opinions in detail. Test takers need to learn how to write reports on a variety of data and a range of essay types. Written texts need to be at an advanced level and so include complex structures and grammar. Learning a set of key exam techniques is also crucial.

Preparing for OET involves learning a wide range of healthcare-related and profession-specific language, so test takers are able to follow, engage with and participate in a variety of clinical scenarios, as well as understand medical texts and talks. They need to be able to write a healthcare-related letter, such as a referral letter, at an advanced level. They need to acquire a range of exam techniques so they can work quickly and effectively in the test.

As a result, preparation courses for the two tests follow very different pathways and use very different materials.

Scoring

IELTS is marked out of 9, with a separate score for each paper. Half marks are awarded as part of this. OET is graded from A (best) to E.

Healthcare regulatory bodies which use both exams to test English for healthcare professions tend to specify an advanced C1 level of language, i.e. around 7 in IELTS and a B in OET.

The score equivalencies between the two tests are as follows:

IELTS OET 8 – 9 A 7 – 7.5 B 5.5 – 6.5 C 4.5 – 5.5 D 4 E

  Recognition

IELTS is recognised by universities, regulatory bodies, immigration authorities and companies in many countries around the world. This includes universities in non-English speaking countries where a course may be delivered in English. There are over 1,100 test centres in over 140 countries.

OET is recognised by healthcare regulatory bodies and Higher Education healthcare educators in Australia, New Zealand, Singapore, Dubai, and Namibia. There are over 80 test venues in 35 countries.

Numbers of test takers

Over 3 million people took IELTS in the past year, compared to around 25,000 for the OET. This reflects the size and reach of the global Higher Education market on the one hand and the specialist nature of the OET on the other. Until now, the main market for OET has been those professionals wishing to work in Australia.

Preparation infrastructure

IELTS has a global infrastructure developed around preparing learners to take the test, including universities, private language schools, published materials, online content, and thousands of teachers and writers.

OET has a small, specialist preparation infrastructure, with a small number of providers and a minimal materials base.
