I FIGURED IT OUT. if the bad kids and ostensibly a LARGE percentage of the student [read: voting] body are in mid air aboard a hijacked hangman (the ship-house) then they (and the voting with all of their collective ballots) cannot get to aguefort adventuring academy before midnight when the votes are due to be counted, meaning that the only the ballots at the remaining viable polls (at aguefort) (controlled, presumably, by kipperlilly and containing primarily votes for her) will be counted, and therefore mean that kipperlilly will be elected by default (because all the votes for Kristen are lost in midair aboard the flying hangman ship-party-house)
