The Vietnam War costly in lives, collateral damage and national pride. Even worse, it wasn't a war we had to wage. There was another choice.
News: President Biden goes to Hanoi to promote trade and establish a strategic partnership with Vietnam. Imagine if the United States never fought the Vietnam War. Some 58,000 Americans would not have died and 350,000 would not have been maimed. Up to 2 million Vietnamese would have been spared. The United States wouldn’t have spent $176 billion (the equivalent of $1 trillion in today’s dollars)…

I see a lot of posts that seem to conflate gerrymandering with voter suppression writ large, so I thought I'd take some time to define and explain what gerrymandering actually is.
Keep in mind that gerrymandering is most prominent in America and I'm using an American perspective in this post, but it can happen in any country with single-member electoral constituencies.
Firstly, gerrymandering specifically applies to the drawing of single-member legislative constituencies. Districts for the US House of Representatives, state legislatures, or even local bodies such as city councils can be gerrymandered. When applied to state-level or national-level elections - what we may consider "at large" elections - such as for state governors, US Senators, or the President, the term effectively has no meaning.
There are two basic forms of gerrymandering, which are generally accomplished in one of two ways. I'll break down the methods used first:
PACKING is when a specific bloc of voters are crammed into one district. This can be done either to dilute the voting power of that bloc by ensuring they only hold influence in one district, or to ensure representation of an interest group. This was the intention of Illinois's 4th congressional district, long infamously nicknamed "the earmuffs" because of its shape, which united two otherwise-unconnected Latine communities in Chicago, following a court order to ensure a majority-Latine district in the Chicago area.

Black voters in Alabama were also packed into a single district, in a map that was just struck down by the Supreme Court as a racial gerrymander and violation of the Voting Rights Act. More on this in a bit.
CRACKING explicitly seeks to dilute the power of a particular voting bloc, by shattering it among several different districts such that the bloc becomes a minority in each, and is unable to influence election results, which inevitably favor the preferred majority in each district. In Republican-governed states, this is often employed as a tactic to break the voting power of urban areas, which tend to be more diverse and liberal. For a specific example, look to Texas' capital Austin, one of the state's most progressive cities, which is split between six districts, only two of which are Democratic, and some of which are represented by some of the most conservative members of Congress.

Gerrymandering can also be done via "hijacking," drawing district borders such that two incumbents have to fight over one seat, or by "kidnapping," in which the home of one district's incumbent is redrawn into another, but those are less prevalent.
Now, as stated, there are generally two reasons for gerrymandering: racial and partisan. In the United States, the lines between these are often blurry, because specific racial and ethnic groups tend to lean towards one party or another (i.e. Black voters in general tend to favor voting Democratic, while Vietnamese voters are more likely to favor Republican candidates). Regardless, racial gerrymandering is explicitly unlawful as affirmed in the 1995 Supreme Court case Miller v. Johnson (exceptions have been applied, such as the Illinois example above, where the intent is to ensure representation of an underrepresented group), whereas the legality of partisan gerrymandering is more of a state-by-state affair.
Gerrymandering is not merely a Republican tool of voter suppression - and given that it is only applicable to elections involving single-member districts with maps drawn on a partisan basis, it's not even the principal method of voter suppression they use. Democrats also employ gerrymandering - it's simply a natural feature of a system that uses these kinds of districts! For example, going back to Illinois, the current 13th district cuts a swath through rural downstate Illinois to create a majority Democratic district and dilute the voting power of rural Republicans.

I hope this post has given you a better understanding of what gerrymandering is and what it is not - remember that when discussing voter suppression, we also should be talking about things like voter ID laws, voter roll purges, barriers to registration, the barring of convicts from voting, etc. There's a lot more to voter suppression than just gerrymandering.

Vietnam Relied on Environmentalists to Secure Billions. Then It Jailed Them.
The government is preparing to present its energy transition plan at the U.N. climate talks as it intensifies a crackdown on environmental advocates.

When Vietnam was awarded a multibillion-dollar deal by a group of nine wealthy nations last year to work on reducing its use of coal, it agreed to regularly consult with nongovernmental organizations.
Instead, the government has arrested several prominent environmentalists from those organizations who shaped policies that helped secure the funding, prompting concerns over sending money to countries that have violated human rights.
As the country prepares to announce how it will spend the money at the United Nations climate talks that begin on Thursday, activists are saying that Vietnamese officials need to be held accountable for what they are calling a harsh crackdown against those who speak out about the country’s environmental woes.
Ngo Thi To Nhien, the director of an energy think tank, was the sixth environmental campaigner to be detained in the past two years.
She had met with officials from the Ministry of Natural Resources and Environment in March to discuss a plan for the climate deal, the Just Energy Transition Partnership, an effort among the United States, Japan and other developed countries to persuade developing economies to abandon coal. The nine nations had announced in December that Vietnam would receive $15.5 billion in grants and loans in exchange for a commitment to renewable energy.
Ms. Nhien, 48, never got the chance to see Vietnam present the plan. She was arrested in September and remains in a detention center on a charge of “appropriating documents of agencies and organizations.”
The other five who were detained were charged with tax evasion, which rights groups say are trumped-up accusations in response to their advocacy. Four were tried in closed hearings that lasted less than a day each, and given jail time, punishments more severe than the norm. While two activists have since been released, the United Nations high commissioner for human rights said in September that the “prosecutions and the arbitrary application of restrictive legislation are having a chilling effect” on environmentalists in Vietnam.
Activists and academics say that Vietnam appears to be emboldened by its growing importance to the West and has taken the opportunity to clamp down, knowing there will be few repercussions. The country has presented itself as an increasingly important geopolitical player, and one of the few Southeast Asian nations that has publicly pushed back against China. President Biden visited Vietnam in September, elevating ties to a new strategic relationship that he said would “be a force for prosperity and security in one of the most consequential regions in the world.”

“We’re dealing with a juggernaut,” said Phil Robertson, the deputy director of Human Rights Watch’s Asia division. “They have run the table on the international community, and they’re continuing to do so.”
He pointed to Vietnam’s invitation to the Group of 7 summit this year, its inclusion on the Human Rights Council and now the funding from the Just Energy Transition Partnership, despite the country’s troubling human rights record.
Since 2016, when Nguyen Phu Trong, the general secretary of the Communist Party of Vietnam, was re-elected, the space for civil society has shrunk immensely. The country has the second-highest number of political prisoners in Southeast Asia, with more than 160 people currently detained for exercising their basic rights, according to Human Rights Watch.
The authorities in Vietnam have long persecuted people who are viewed as overt threats to one-party rule. But Mr. Trong’s administration has gone much further, targeting people who were previously given some room to operate.
Vietnam rejects any suggestions that the prosecutions are politically motivated. Pham Thu Hang, a spokeswoman for the Vietnamese foreign ministry, said last month that the environmentalists’ cases were “investigated, prosecuted and tried in accordance with the provisions of Vietnam law.”

All six ran organizations that were outspoken about the country's environmental problems. That advocacy ultimately put them on a collision course with the Communist Party.
Their detentions are a signal that the government wants the energy transition to be carried out on its own terms and not on the advice of groups they have long deemed suspicious, said Nguyen Khac Giang, a visiting fellow at the ISEAS-Yusof Ishak Institute, a research organization in Singapore.
On the day Ms. Nhien was detained, Nhan Dan, the official newspaper of the Communist Party, criticized foreign donors who had funded policy research, saying they had directed groups to publish reports with “one-sided, negative content, tarnishing the situation of the country and the people of Vietnam.”
Vietnam, a manufacturing powerhouse that is home to nearly 99.5 million people, is the ninth-largest coal consumer globally. In 2021, Prime Minister Pham Minh Chinh vowed that the country would phase out coal consumption by 2040.

The Just Energy Transition Partnership was first awarded to South Africa in 2021 as part of an effort by wealthy countries to address longstanding inequities in tackling climate change. Activists now see Vietnam as a litmus test for future agreements. Should other repressive governments be given billions of dollars? Should there be specific requirements for countries that receive funding but have poor human rights records?
Several countries behind the climate deal have expressed concern about the detentions in Vietnam, but rights groups say those nations need to predicate their financial support on the release of the environmentalists or a pledge from the government that there will not be additional arrests. So far, the countries have been unwilling to do so, said Ben Swanton, a director at The 88 Project, a U.S.-based nonprofit that focuses on human rights issues in Vietnam.

In one of the harshest penalties in Vietnam for someone convicted of tax evasion, Dang Dinh Bach, 45, was given a five-year sentence in January 2022. He ran a law and sustainable development policy research center that provided legal aid to communities.
Mr. Bach refused to plead guilty. Tran Phuong Thao, his wife, said that she was not allowed to attend his trial and that he has been assaulted in prison by police officers.
“People like my husband have made great efforts to support the government and give suggestions on energy transition policies,” Ms. Thao said.
The arrest of Ms. Nhien, the think tank director, was particularly unusual because she was not a government critic. She led the Vietnam Initiative for Energy Transition Social Enterprise, the first group in the country to specialize in energy transition.
A former civil servant, Ms. Nhien had worked as a consultant at the World Bank and the Southeast Asia Energy Transition Partnership, a program managed by a U.N. infrastructure agency. She championed policymaking based on scientific evidence and was invited in May to speak to the Ministry of Science and Technology of Vietnam. In June 2020, she organized a workshop on integrating renewable energy sources into the country’s grid, presenting information from the state electricity utility.
That was enough to make her a target. On Sept. 15, four days after Mr. Biden left Vietnam, she was detained. The Ministry of Public Security pointed to the workshop as evidence of her “appropriating internal documents.”
Two weeks later, a court in Ho Chi Minh City sentenced Hoang Thi Minh Hong, 51, one of Vietnam’s best-known environmentalists, to three years in prison for tax evasion.

Ms. Hong’s husband, Hoang Vinh Nam, called his wife’s trial a sham and said the tax department did not send anyone to testify against her. When her peers started being arrested two years ago, Ms. Hong called the tax bureau to ask whether she owed anything and was assured that she did not, he said.
In December, Ms. Hong decided to shut down her environmental nonprofit, citing government pressures. She was arrested in May.

 What is the koinos kosmos (common world) and mutually assumed knowledge the series shares with viewers? 
The show Watchmen (2019) is set in the universe of the comic with the same name but takes place 30 years later. The “koinos kosmos” is that due to having the superhero abilities of Dr. Manhattan the US was able to win the Vietnam War in one month and Nixon instead of being impeached became very popular and amends the constitution to allow presidents to run for more than two terms. He then remains president until the late 80s when Robert Redford was elected president. The show starts in 2019 and Robert Redford is still president. He is very liberal and has passed The Victims of Racial Violence Legislation which grants a lifetime of tax exemptions for victims and descendents of racial justice in America, known as “Redfordations”. This and his other liberal policies have led to more white supremacist backlash against these victims and a white supremacist group known as The Seventh Cavalry is at large in Tulsa, Oklahoma where the show takes place. The history of the Tulsa Race Massacre of 1921 is central to the plot.   
How does the series depict cultural hybridity through the altered history’s role in reflecting and reshaping cultural assumptions? 
In the beginning of the first episode cultural hybridity occurs when the main character is showing her son’s class how to create a Vietnamese dish she learned how to make while living there. What starts out seeming just like any normal presentation in our world changes when the teacher asks her if she was born before or after Vietnam was made a state? In the background of this shot there is also a poster that states “Four Important Presidents” with Robert Redford and Nixon being the top two.

The setting of an elementary school classroom is a great place to demonstrate the cultural hybridity as the cultural changes from the altered historical timeline are subtly showcased through the educational set design and questions asked. 
How does the series depict the power of understanding world-creation? 
A sacred “text” that is seminal to world creation in Watchmen similar to “Grasshopper'' in The Man in the High Castle, is the lore of the superhuman “Minuteman group” that was the originator of the events that led to Dr. Manhattan and the altered history of the Vietnam War. The influence of them is implemented in the show as a recurring motif via a made for TV special that dramatizes the story of the Minuteman through propaganda. Segments of the special are shown in the series via the TV or the audio serving as a narration for scenes of the present day masked vigilantes. Similar to TMITHC the world-creation being shown through the visual media demonstrates that “[w]what we understand to be ‘real’ or what ‘truly’ happened is determined by what and how we see, read, and hear”(212).

In what ways do formulations of the past, present, and future engage with prospective realities of what might have been and what might be in the series’ alerted history? ​​
The series focus on how the altered history impacts race relations in America is interesting because there are many different ways the show could have explored the previous Watchmen universe events on the future of that reality. By focusing on the Tulsa Race Riots, an event that occurred before Watchmen’s timeline got altered, the show is anchored with something canon in both of our realities. This makes the fictional white supremacy plotline of the show all the more real as it has roots in actual events. While the show is not meant to take place in the future, the altered world is still very “rooted in the present of its time of creation”. The show aired in 2019 fresh off of Republic president Trump where open displays of white supremacy took place often with things like “The Unite the Right” Rally. By focusing still on white supremacy in a universe where an extremely liberal president has been in place since the 70s the show demonstrates that racism is still a systemic part of the present and history of the US no matter the historical changes and liberal policies that have been enacted since the timeline changed.  
How do multiple realities or contemplations of multiple realities merge with questions of authenticity? 
Similar to TMITHC Watchmen also deals with, ‘“a litany of duplicities” within the reality that merge with questions of authenticity. In the first episode we meet the chief of police that is in charge of the task force against the white supremacist group​ The Seventh Cavalry.  The episode ends with him being found violently hung from a tree. While he and the main character who also works for the police (named Angela played by Regina King) were very close, someone at the murder scene calls into question the chief of police’s nature. Angela then investigates him and finds a Seventh Cavalry Klan hoodie in his closet.  This uncertainty and lack of authenticity within people who seemed on the right side initially flips the new reality of the world even more. Making it hard to know who is really who they say they are, and who the bad guys and villains really are. If even the chief of police who openly is against racism is secretly a white supremacist in this world that has a more liberal facade, then the authenticity of the cause and what people claim to champion is all called into question. @theuncannyprofessoro

-In the case of foreign individuals married to a citizen of Vietnam or hitched to a Vietnam resident got an outside country, they can possess the houses for a long and stable term. Additionally, like Vietnamese citizens, they enjoy owner rights;
Foreign organizations shall have the right to own a house in accordance with the contract of sale, lease, donation, or inheritance, but not longer than the period outlined in the certificate of ownership, which may include an extended period. While Bloc 1.1, which represents delegates from Colombia, stated that "Carbon storage capture technology has the potential to be continuous for reducing carbon capture produced by coal and other industries," they also believe that sustainable transportation, particularly electric transportation, is out of step with reality. Coal is the most effective source of electricity. They are encouraged to pursue sustainability by improving negotiations and capabilities with green investors.
On the other hand, the Bloc 1.2 symbolizes the forefront of sustainability by achieving energy security. As the Vietnamese delegates declared, "Our Bloc's position is to achieve energy security through the use of renewable energy with a smooth transition." Their regulation indicated that carbon capture and storage is unsustainable and causes significant losses. So I feel like I come from a diverse background. … I worked harder than anybody in high school athletically. I worked harder than anybody. I couldn’t beat my Black friends. Why? They were just better than me. I don’t believe in equity. They were just better than me. Didn’t matter how hard I worked, they were gonna outrun me and they were just better athletes than I was.”

-In the case of foreign individuals married to a citizen of Vietnam or hitched to a Vietnam resident got an outside country, they can possess the houses for a long and stable term. Additionally, like Vietnamese citizens, they enjoy owner rights;

Oregon Legislature: The 82nd session of the Oregon Legislature is the most diverse in the state's history, with 19 members of colour, including African Americans, Latinos, and Asians. On Monday, January 9, five Vietnamese American legislators were sworn in, which marked a significant milestone in the country’s history. The number of Vietnamese Americans serving in Oregon’s state legislature is now the highest of any other state in the country.

Representative Daniel Nguyen is of Vietnamese and American ancestry and also owns a small business. United States of America The United States of America has its own unique set of regional languages and dialects, many of which are still spoken today by its citizens. The two most prominent languages in the country are English and Spanish, both of which represent over 70% of the American population’s native language (native Americans/English speakers). Perhaps you have been wondering what native language Americans speak, here’s a breakdown of some of the most commonly spoken Native American languages in the U.S. How many American citizens speak English at home According to the 2016 American Community Survey, 58.7 percent of American citizens in Central America speak English at home. Of those who don't, the most common languages spoken are Spanish (21.4 percent), Chinese (2.9 percent), and Tagalog (1.6 percent). There are also a handful of speakers of indigenous languages, like Hopi, and foreign languages like Arabic and Vietnamese. While English is the common language in the United States, it doesn't have official status. That distinction belongs to 19th-century legislation which declared that the official language for all government business shall be English. However, according to the same 2016 survey, only 37 percent of American citizens are fluent in English. The Administration for Native Americans aims to provide assistance to native peoples by helping preserve their cultures, traditions, and languages. Filipino Americans represent one of the fastest-growing immigrant groups in the U.S., with about 3 million people identifying as such. The Hopi language is isolated within the Uto-Aztecan family, meaning that it has no known living relatives; this makes it an invaluable piece of cultural heritage, with fluent speakers now aging out and dying off. More than 1/3rd of Central America's population speaks indigenous or mestizo languages; in Guatemala alone, 44% speak an indigenous language as their mother tongue. How many U.S. citizens speak English as a second language There are an estimated 37 million people in the United States who speak English as a second language. This represents about 12% of the population. However, there is no official language in the United States. English-only laws have been proposed from time to time, but they have never been enacted. Individual states are free to set their own language policies. California has chosen not to translate its state documents into languages other than Spanish or any other indigenous language spoken by more than two percent of its citizens. The U.S. government does not require American schools to teach any particular foreign languages, though some schools may offer them and most public universities will accept credits earned at another institution if they are taught in that university's primary language. This was when America's borders were closed during World War II, which led to a resurgence in French speakers after 1945 when many Latin Americans migrated to America for better economic opportunities. The laws passed today differ from those from the 20th century because now everyone has their own interests at heart: protecting individual rights against discrimination, preservation of ethnic identity, and maintaining heritage cultures.   Where are all these languages spoken? According to the Census Bureau, more than 60 million people in the United States speak a language other than English at home. That's more than one in five of us!
