In the two years since Moscow launched its full-scale invasion of Ukraine, Russia has forcibly deported thousands of Ukrainian children. While the total number of these deported minors is unknown, Kyiv has reported nearly 20,000. After the children are separated from their families and taken to Russia, the Russian authorities begin working to make them forget about their home country, telling them that their parents aren’t coming to get them and that Russia is their home. To learn how this system works, Meduza special correspondent Lilia Yapparova studied thousands of documents and spoke with employees from Russia’s Education Ministry, the main agency responsible for these “reeducation” measures.
Below is a summary of Meduza’s Russian-language reporting on the Kremlin’s efforts to surveil and “reeducate” Ukrainian children. A full translation is forthcoming.
Since the start of the full-scale war in Ukraine, the Russian Education Ministry has been developing a set of methods for “reeducating” Ukrainian children who have been forcibly deported to Russia. The documents outlining these methods state that a “destructive ideology” is widespread among Ukrainian teenagers and that Russian teachers and social workers must “re-educate” the “rising generation” based on the “spiritual-moral values” and “historical and national-cultural traditions of the Russian Federation.” The ultimate aim is for the deported minors to “develop a Russian identity.”
At the same time, employees of Russia’s Education Ministry are genuinely scared of deported Ukrainian children. Ministry staff refer to them as “potential terrorists” who “might start to resist” the Russian authorities with support from “their Ukrainian kin.” In late 2022, the Education Ministry began preparing for potential terrorist attacks and sabotage operations specifically targeting the ministry.
Soon after the start of the full-scale invasion, Vladimir Putin issued a decree creating an agency called the Federal Center for the Development of Teenage Socialization Programs (FTs RPSP). This entity is responsible for coordinating much of the authorities’ “ideological work” with teenagers outside of schools. FTs RPSP has a strong presence in Ukraine’s occupied territories, including an “operations headquarters” in Donetsk, where it coordinates “integration programs for children from the new regions” (i.e. the occupied territories). This network of “adolescent spaces,” which frequently host “patriotic seminars” and “military sports” activities, was created “specifically for Ukrainian children” in an effort to “erase their Ukrainian past” and “create [for them] an image of friendly Mother Russia.”
Russian Children’s Rights Commissioner Maria Lvova-Belova has insisted that Russians are not allowed to adopt children from the “new regions,” claiming they can only serve as temporary foster parents or guardians. This is not true. Meduza has seen “summary reports” from the Russian Education Ministry on the “identification and placement of orphans and children left without parental care” for three quarters of 2023 and discovered documentary evidence of a program for the mass adoption of Ukrainian children.
A Kremlin-funded NGO called the Center for the Study and Network Monitoring of the Youth Environment is slated to receive more than 1.7 billion rubles ($18.7 million) from Russia’s federal budget to open “information security centers” in Ukraine’s occupied territories. These centers’ main purpose is to surveil the online activity of Ukrainian children by “de-anonymizing” their online accounts and analyzing their comments, reposts, and “likes.” In regions of Russia where the organization has already tested its surveillance technology, it has assigned children a “destructiveness score” and an “opposition score.” The aim of these measures is to “help our agencies uncover resistance activists” in the occupied territories, according to Meduza’s sources.
Meduza has also seen documents that discuss the potential creation of a new federal agency for the “support […] of children in difficult life situations, orphans, and children left without parental care.” The agency, which some sources referred to as the “Ministry of Orphans,” is being pushed by former Russia’s Children’s Rights Commissioner Anna Kuznetsova, whose time in the post was marked by a number of ultra-conservative statements and initiatives. The purpose of the agency, according to Meduza’s sources, would be to give Kuznetsova jurisdiction over “all Ukrainian children.” There’s also demand for such an agency from the president, according to sources close to the Kremlin.

"Oleksandr Halunenko is glad to hear Ukrainian President Volodymyr Zelensky talk about building a new An-225 cargo jet to replace the only one ever built that was destroyed during the Russian occupation of Hostomel airport. But Haluenko - the first pilot of the world’s biggest operational airplane known by its nickname Mriya - Ukrainian for dream - said any replacement will never be the same. 'It will be a completely different aircraft,' Halunenko told The War Zone Saturday afternoon. And if anyone should know, it would Halunenko. He helped design Mriya. For one thing, the aircraft he piloted on its first flight - December 21, 1988 - was built largely from systems made in the then-Soviet Union. 'In Mriya-2, they will need to be replaced by European, American or some other systems,' said Halunenko.
Last week, Zelensky announced his intentions of building a new Mriya during an online meeting with Ukrainian students. 'We wanted to build it, we needed $800 million,' he said, according to the Interfax Ukraine news agency. 'I appealed to the President of Turkey with a proposal to build the 2nd MRIYA, but we did not find the money,' he said. 'But in this case, it's not a matter of money, it's a matter of ambition. We were approached by Ukroboronprom, the Antonov team. This is a question of the image of our country and all the excellent professional pilots who died in this war.'
The idea, said Zelensky, is to dedicate the new aircraft to Ukrainian pilots who have been killed defending their country since Russia launched its invasion on Feb. 24. 'How much they have done, and today we can already say how many lives of people who remained in Mariupol, especially in Azovstal they saved ... How many pilots gave their lives to bring everything there, from weapons to water. And how many wounded they took from there. A large number of these people died heroically,' Zelensky said. 'To build a Mriya for the sake of the memory of heroes is the right state position.'

Zelensky’s estimate to build a new Mriya, however, is far less than what Ukroboronprom, the Ukrainian defense industry conglomerate of which Antonov is part, said it would take. Ukroboronprom said on Feb. 27 that building a new Mriya will cost more than $3 billion and take five years. This seemed like a massive figure at the time. The funds, it said, will come from Russia via war reparations. 'Ukraine will make every effort to ensure that the aggressor state pays for these works,' Ukroboronprom states optimistically on its website. 'The occupiers destroyed the airplane, but they won’t be able to destroy our common dream.' The aircraft known as 'Mriya will definitely be reborn. Our task is to ensure that these costs are covered by the Russian Federation, which has caused intentional damage to Ukraine’s aviation and the air cargo sector.'
The Antonov design team created the first Mriya by expanding the An-124 Ruslan. The fuselage and wingspan were lengthened, two additional engines were added, fuselage barrel extensions were placed fore and aft of the wings, the iconic tail with twin vertical fins was crafted, the number of landing gear tires was increased to 32, and the rear cargo doors were removed. Mriya’s six Ivchenko Progress/Lotarev D-18T, three-shaft turbofan engines each produced a maximum thrust of nearly 52,000 pounds-force. The plane's twin tail enabled it to carry large, heavy external loads — like the Russian Buran space shuttle — which would normally disturb the airflow around a conventional central vertical tail.
During its years of flight, Mriya set a number of world records, including the greatest weight. On Sept. 11, 2001, with Halunenko piloting, Mriya flew five tanks weighing a total of more than 250 tons. After the collapse of the Soviet Union, Mriya shifted from transporting space equipment to serving as a charter cargo jet, working for civilian companies as well as governments and militaries. Before it was destroyed, it provided a lot of lift for COVID-related supplies, including a flight carrying medical supplies from Germany to Namibia in July, 2021. One of its last missions was delivering 110 tons of Covid-19 testing kits from Tianjin, China, to Linz, Austria in October, 2021.
Unlike the Ruslan, Antonov only produced one finished An-225 and one additional fuselage.

That unfinished fuselage is stored somewhere in Ukraine, but it is unclear whether it can or will be used for a new Mriya. Neither Zelensky nor Ukronboronprom specifically addressed that. Halunenko, who likened the destruction of Myria to a child being killed, said any effort to build a new version of such a huge aircraft won’t be easy. 'It would be very good if it worked out,' he said. 'But it is very difficult.'
'Unfortunately, it needs a lot of investment,' he said at the time, adding that Ukraine does not have the funds for such a project. 'It can only be built with donations.'

September 30th, 2023:
I congratulate you on the occasion of the Day of Reunification of the Donetsk and Lugansk people’s republics, and the Zaporozhye and Kherson regions with Russia.
A year ago, on September 30, a defining and truly historic event took place when agreements were signed to incorporate four new constituent entities into the Russian Federation. Millions of residents of Donbass and the Kherson and Zaporozhye regions made their choice to be with their Fatherland.
This conscious, long-awaited, hard-won and genuinely popular decision was made collectively through referendums in full compliance with international norms. People showed courage and integrity in the face of attempts to intimidate and deprive them of their right to determine their own future, their destiny, and to take away something every person values, namely, culture, traditions, and mother tongue, in a word, everything that was loathed by nationalists and their Western patrons who orchestrated a coup in Kiev in 2014 and then unleashed a full-scale civil war and terror against dissenters and organised blockades, constant shelling, and punitive actions in Donbass.
But nothing and no one can break the will of millions of people, or their belief in truth and historical justice. The free and unequivocal choice of our brothers and sisters was wholeheartedly supported by the Russian people. We understood and deeply felt the most important thing: by defending our compatriots in Donbass and Novorossiya, we are defending Russia itself. Together, we are fighting for the Motherland, for our sovereignty, spiritual values, unity, and victory. I thank all the citizens of the country for this solidarity and patriotism.
Today, we are also building our common future together, rebuilding and building schools and hospitals, housing and roads, museums and memorial sites. All our regions are providing truly fraternal assistance to the cities and towns of Donbass and Novorossiya. Volunteers, civil and religious organisations, parliamentary parties, entrepreneurs, and labour collectives all contribute to this work and common cause. Our entire large and united country is working together.
The recent elections in the Donetsk and Lugansk people’s republics and the Zaporozhye and Kherson regions were an important step in strengthening our common state and the political and legal space. Just like a year ago during the historic referendums, people once again expressed and reaffirmed their desire to be with Russia, and supported their fellow citizens who earned the people’s trust through hard work and real achievements.
Much work lies ahead of us to address complex challenges and implement a large-scale programme for the revival and socioeconomic development of our historical regions. We will by all means achieve our goals.
I would like to address the residents of the Donetsk People’s Republic, Lugansk People’s Republic, and the Zaporozhye and Kherson regions specifically. Thank you for preserving and passing on your love for the Fatherland to your children despite all the trials. Thanks to you, your fortitude and determination, Russia has become even stronger. We are one people, and together we can overcome anything and meet any challenge.

After recent drone attacks on Russian airfields in Soltsy and Shaykovka, Moscow now has no more than 27 Tu-22M3 operational strategic bombers at its disposal, said the head of Ukrainian Defense Intelligence.
Kyrylo Budanov said in an interview with RFE/RL on August 23 that a total of 436 Russian aircraft are involved in the military campaign against Ukraine.

"That's a lot; but if you ask how many of them are Tu-22, it will be just a few," he said.
"They had about 31 Tu-22 in operation, now - 29, and two less that will need repairs, that is, 27. Therefore, there are not many who can really fly."

He also reported that as a result of operations in Soltsy and Shaykovka, two aircraft were completely destroyed, while two others were damaged. Budanov noted that the damaged aircraft would eventually be repaired. Russia no longer produces Soviet-era Tu-22 aircraft.

The head of the intelligence agency said that the attacks were carried out by "individuals who performed certain tasks in the territory of the Russian Federation".
On Tuesday, the UK Ministry of Defense said that Russia's claim about a helicopter-type drone hitting Soltsy-2 “adds weight to the assessment that some UAV attacks against Russian military targets are being launched from within Russian territory. It is unlikely that helicopter UAVs will have range to reach Soltsky-2 from outside Russia."

“This is at least the third successful attack on LRA [Long Range Aviation] airfields, again raising questions about Russia's ability to protect strategic locations within the country,” the UK Ministry of Defense added.

In the coming days, the Japanese state may become one of the countries actively using outer space for scientific purposes. The day before, official Tokyo announced that its Smart Lander for Investigating Moon (SLIM) probe was successfully launched into orbit of the Earth’s natural satellite. It is assumed that the device will be on the Moon no later than January 20 next year. Thus, Japan will declare itself as a power capable of implementing the most daring space exploration projects. Representatives of the Japanese Space Agency (JAXA), who were directly involved in the development of the project, have already expressed confidence in this. The rocket with the SLIM module was launched from the Uchinoura spaceport on the island of Kyushu in the Pacific Ocean three months ago. The launch was broadcast live, and, according to some sources, more than 1.5 billion were able to watch it. In the Land of the Rising Sun, the action was celebrated almost as an event of national scale. It should be especially noted that the SLIM program is not the first project for the Agency. In November 2022, JAXA already tried to “land” the Omotenashi (Hospitality) probe, but communication with it was interrupted shortly after entering space due to problems with the batteries. According to some information, this happened as a result of general problems in the American carrier. “This time we used domestic production capacity,” the organization said in a statement. If the module successfully completes its preliminary mission and lands on the lunar surface with an accuracy of even 100 meters from its target, it will be able to begin exploring the northern part of the lunar Sea of Plenty, as well as search for possible underground minerals in the region. In addition, he will transmit the latest photographs of the ENS to the control center. The first Japanese astronaut is expected to set foot on the lunar surface in 2025. This could happen as part of the American manned Artemis mission.

On Oct. 3, Elon Musk outlined a four-point proposal for achieving peace in Ukraine. His plan involved concessions to Russia on a scale instantly deemed entirely unacceptable by the official Kyiv. The Kremlin, on the other hand, appears to be delighted by Musk’s “initiative.”
Musk’s plan for regulating the current situation in Ukraine consisted of four points, to quote straight from his tweet:
Redo elections of annexed regions under UN supervision. Russia leaves if that is will of the people.
Crimea formally part of Russia, as it has been since 1783 (until Khrushchev’s mistake).
Water supply to Crimea assured.
Ukraine remains neutral.
Following the tweet proposing these deep concessions to Russia, Dmitry Medvedev, deputy head of Russia’s federal Security Council, compared Elon Musk to Shtirlits, the iconic (though fictional) undercover Russian spy. “Well done, Musk, it must be said,” Medvedev wrote on his Telegram channel. “He’s worthy of a promotion to the next officer’s rank. In his next post he might say something like ‘Ukraine is an artificial state’.”
The Russian presidential Press Secretary Dmitry Peskov said that the Kremlin has “noticed that Musk’s initiative made many lose sleep in Europe, in Ukraine, in Poland, and in the Baltic republics.” Peskov also attributed the results of the poll, organized by Musk on Twitter, to an influx of “bots.”
“It’s actually quite positive that someone like Elon Musk should look for a path towards peacefully resolving the situation,” Peskov said. “Unlike professional diplomats,” he went on,
Musk tries to find a way towards reaching peace. And reaching peace is completely impossible without meeting Russia’s conditions. Many [of Musk’s] ideas deserve attention. With regard to the referendums, the residents have already expressed their opinion.
Sergey Tsekov, the Russian senator representing the annexed Crimea, called Musk’s idea of new referendums “utopian.” Nevertheless, he thinks it “fine” that Musk “unequivocally recognizes the Crimea as a Russian region.”
Dmitry Rogozin, the former director of the Russian space agency Roskosmos, guessed that Musk’s statements on Ukraine were prompted by the fact that the Russian astronaut Anna Kikina is slated to be on the SpaceX’s Oct. 5 Crew Dragon flight. “That’s what a Russian woman has done to the American.”
Earlier, Musk’s proposal provoked a wave of internet criticism.

On How to Completely Resolve the Current Global Economic, Political and Military Conflicts
— Conducting Exploration of Alien Intelligent Life by All Mankind Referring to the Age of Exploration by the European
Mankind becomes the master of the earth is largely because we have more complex and­­ advanced subjective consciousness than other life on the earth, so that we can efficiently use language to communicate, establish organizations and cooperate unitedly, develop science and technology to transform nature, etc. However, things often have two sides. The complex and advanced subjective consciousness also leads to more complex and diverse conflicts among us than other life. For example, current major conflicts such as global economy, politics and military are intertwined, testing our ability to use subjective consciousness to exert wisdom and solve conflicts.
On the one hand, mankind has lived on the earth for millions of years and have thousands of years of written history, leaving a lot of experience in resolving conflicts. For example, the Age of Exploration by the European solved the conflict in economic development and laid the foundation for Europe surpassing Asia in prosperity. On the other hand, the famous cosmologist Hawking pointed out that the universe has 100 billion galaxies, each containing hundreds of millions of stars, so the alien life is almost certain to exist[1]; Former NASA administrator Bolden and former Russian Federal Space Agency chief Rogozin also expressed they believe in the existence of alien life[2]. The famous astronomer Copernicus’s “heliocentric theory” corrected mankind’s narrow and arrogant view of “Earth is the center of the universe”. In the same way, mankind may not be the center of life in the universe — that is, there is other intelligent life in the universe. Currently the world economic recovery is weak, local military conflicts are frequent, and the risk of a new world war is becoming more and more serious. All mankind, who have learned the painful lessons of the two world wars, by learning from the experience of the Age of Exploration by the European, can unite and cooperate in the exploration of alien intelligent life, and then expand investment to stimulate the economy, enhance friendship and dilute conflicts, and transform the major internal conflicts of mankind on the earth into external conflicts in competition with alien intelligent life, which can prevent conflicts inside mankind never reaching an end, and also prevent mankind from becoming “new American Indians” in the future among all intelligent life in the whole universe. The famous physicist Einstein once proposed the hypothesis that although the universe seems to have no end or boundary, it is actually closed and limited[3]. For easy understanding, it can be likened to mankind also thinking the earth surface had no end or boundary before completing circumnavigation of the earth, but in fact the earth surface is closed and limited. Just like mankind has overcome the gravity of the earth to breake away from the surface of the earth and go into outer space, we can assume that intelligent life in the universe also has the potential to overcome the cosmic binding force to breake away from the space and go into “hyperspace”. The essence of space is the subjective consciousness caused by location differences perceived by physical organs. Besides eyes, body organs that can perceive location differences also include ears, skin, nose and other external organs of the body, as well as internal organs such as heart, liver, lung, stomach and kidney. For example, the blind will also have a certain sense of space[4], and pains in different body parts also make people have a sense of space. Considering that blind people have less sense of space yet maintain their memory compared to those with normal vision[5], and taking into account that people’s vision, hearing, sense of space, memory, etc. naturally weaken with age, we can assume that changes in the perceptual capabilities of physical organs affect people’s sense of space. However, only natural, gradual changes affect people’s subjective consciousness, whereas artificial, abrupt changes do not. This inspires us to believe that breaking away from the space is likely to cause a peculiar state in which all physical organs are temporarily and artificially disabled, yet people’s subjective consciousness remains intact. Such an experience may unlock extraordinary mankind potential, holding high research value. But since mankind breaking away from the surface of the earth and going into outer space was realized with the help of full communication among all mankind and development of science and technology after the Age of Exploration, we can assume that mankind leaving space to “hyperspace” can only be realized with the help of full communication among all intelligent life in the whole universe and development of science and technology after the exploration of alien intelligent life.

Russia plans A-50U 'flying radar' update based on Ukraine's experience

Russia is planning to upgrade A-50U early air alert and control (AEW&C) aircraft after the results of its deployment in Ukraine.
"A-50U aircraft are actively employed to fulfill missions in the special operation. After the results of the use of these aircraft platforms, the Ministry of Defense made a request for its additional update," a source from the Russian defense industry told the government, according to the TASS news agency.

The A-50U was designed to detect, track and identify large air, land and naval targets, transmit relevant data to command posts, direct frontline fighters and aircraft to air, land and sea targets.
The CEO of the Vega Group, Vyacheslav Mikheyev, said in 2021 that seven A-50U aircraft were delivered to Russian troops.

Russian occupation authorities intensify propaganda among youth in Crimea
In the occupied Crimea, Russia is taking measures to strengthen its systemic use of propaganda to influence young people. Ukraine’s Center of National Resistance has noted that as part of such events, a “forum of young professionals” dubbed “The Way of Victory. Zerkalo” was held with the participation of more than 120 students from temporarily Russian-controlled universities of the occupied peninsula, as well as representatives of the Russian occupation forces from the Russian Armed Forces, and the Russian Ministry of Internal Affairs, the Ministry of Emergencies, and prosecutor’s office.
According to the Center, the “forum” was organized by the so-called Federal Agency for Youth Affairs of the Russian Federation with a goal of advancing the integration of young people from the TOT of Crimea into the socio-cultural space of Russia. As a result of the “forum,” the Center reports that an “interagency council” was created to facilitate the implementation of military-patriotic education of youth.

Last weekend, in an unprecedented move, Russian President Vladimir Putin announced he will deploy nuclear weapons to Belarus, Russia’s closest ally.
Moscow’s move is likely designed to hold more European targets at risk of a nuclear strike amid the conflict in Ukraine, which has entered its second year. A day later, Putin’s ally and Russia’s Security Council Secretary Nikolai Patrushev warned that Russia has “modern unique weapons capable of destroying any adversary, including the United States.” The next day, Russia, which placed its nuclear forces on a heightened alert at the beginning of its invasion of Ukraine, fired several nuclear-capable, anti-ship missiles in the Sea of Japan during a simulated attack.
Meanwhile, in the U.S., which has been fighting a proxy war with Russia over Ukraine, the media are already pushing voters to concern themselves with the presidential election that is still a year and a half away. Between the two expected front-runners for the GOP nomination, former President Trump and Florida Gov. Ron DeSantis (who has yet to announce if he will run for president), one has an extensive track record on Russia, while the other can’t offer those same assurances.
Having spent my intelligence career studying Russian war-fighting doctrine and Putin’s mindset, I am confident Trump is the one U.S. leader Putin fears. He has already established a reputation with Putin that he is not to be messed with and won’t shy away from a “mano-a-mano” battle with the Kremlin’s assassin.
Despite the false narrative spread by the U.S. spy agencies and media, Trump was no friend of Putin’s. The 45th president is the only U.S. commander-in-chief during whose presidency Putin didn’t invade any country. Here are five reasons why the cold-blooded “former” KGB operative feared the brash real-estate mogul from New York.
First, in December 2019, President Trump stood up the first entirely new armed service since 1947, the U.S. Space Force. It was a direct counter to Russia’s space warfare doctrine. Trump understood that the Russians, who formed their space force in 2001, view U.S. reliance on space as an Achilles heel, a strategic vulnerability. Every aspect of U.S. warfighting doctrine is reliant on satellites — missile warning, navigation, reconnaissance, targeting, command-and-control, and precision strike efforts. Putin gave Russia’s space troops the mission to “blind and deafen” U.S. forces by attacking our satellites in wartime.
The 2023 Annual Threat Assessment by the Office of the Director of National Intelligence confirmed Russia is training its space forces and fielding “new antisatellite weapons to disrupt and degrade” U.S. space assets, including the GPS. These weapons include kinetic-kill missiles, ground-based lasers, electronic warfare systems, directed energy weapons, and on-orbit fractional bombardment systems capable of launching a weaponized conventional or nuclear payload. The U.S. Space Force, with its 16,000 active-duty and civilian personnel, has the mission of both protecting U.S. satellites from attacks and also targeting adversaries’ space and counterspace assets with offensive operations.
When Trump characterized space as “the world’s newest warfighting domain,” Putin understood that the fiery New Yorker wasn’t intimidated by Russian space warfare and would not hesitate to authorize a strike on Russian satellites, a decision that could extend the battlefield into the space domain.
Second, in September 2018, Trump authorized offensive cyber operations against U.S. adversaries, and the U.S. military ramped up cyber intrusions into Russia’s power grid. This change in U.S. cyber posture didn’t go unnoticed by Russia, which had been hacking U.S. systems since the late 1990s.
Russia has hacked every major U.S. federal agency, including the U.S. electrical grid and nuclear facilities. But fearing escalation, U.S. presidents — except Donald Trump — abstained from attacking Russian networks. Trump’s move, which untied the hands of U.S. cyber warriors, signaled to Putin that he must think twice before sanctioning crippling cyberattacks on U.S. networks, which Russian doctrine calls for in wartime.

Beneficiaries of Western sanctions and new horizons at the  SPIEF. John Perkins.
The St. Petersburg International Economic Forum has long been known for the variety of venues where hundreds of agreements and investment contracts are concluded. But this year it also appears to be a great launching pad into a new reality. Many participants get the opportunity to become pioneers in mastering those economic niches that are being liberated in the conditions of rapidly changing geopolitical and economic configurations.
Andrei Belousov, First Deputy Prime Minister of the Russian Government, notes: “This year's SPIEF is special - when the first shock of sanctions has passed and there is a period of comprehension of the reality in which Russia, the entire global community and the whole world is. Tectonic shifts in the structure of the world have begun, but where this is going is a big question”.
Probably the answer to this question (Quo vadis?), the direction of the economic vector depends strongly on the broad geography of the SPIEF participants. First, they demonstrate their willingness to be independent players rather than pawns in someone else's game. Second, they are already creating a future force field for a serious game and serious intentions.
More than 17,000 people participated in the forum (3,000 more participants than in 2022) from 130 countries.
The largest delegations were from the UAE (200 people), China (147), India (58), Myanmar (50), Kazakhstan (40), Cuba (39), and the United States (27).
The opportunities during SPIEF are of interest not only to Russia's traditional friends, allies, and partners. The forum was also attended by 150 companies from 25 unfriendly countries.
The SPIEF business program was extremely rich and interesting, including from the point of view of the future. It is noteworthy that against the backdrop of today's global problems, many delegations at the forum demonstrated a focus on emerging prospects, and thus confidence in the future.
This was, for example, the tone of the business dialogue at the Russia-Brazil Council meeting on the first day of the forum. Representatives of business and government agencies discussed cooperation in various spheres, including the agro-industrial complex, pharmaceuticals, energy, and the banking sector.
Economic cooperation between the two countries is developing dynamically. Since 2010, Brazil has been Russia's number one trading partner in Latin America. And 2022, abundant in sanctions against Russia and new challenges for the whole world community, demonstrated the strength of this strategic partnership. The indicators of the Russian-Brazilian trade turnover grew by 13% last year.
Participants of the business dialogue stated that at the moment there are large market niches for both Russian exports and Russian imports. Pavel Kalmychek, director of the bilateral cooperation development department of the Ministry of Economic Development of the Russian Federation, said: “Today we see that the bilateral track has real prospects for increasing trade turnover in the chemical industry, peaceful use of nuclear energy, space technology, energy, oil and gas sphere, rail transport, and pharmaceutical”.
There is a huge potential of the chemical industry. By the end of 2022 Russian companies-exporters of mineral fertilizers delivered to Brazilian partners almost 7 million tons of fertilizers worth over 4.5 billion dollars.
There are great prospects in terms of cooperation in high-tech areas, including space. There are already three GLONASS ground stations in Brazil, and this is not the limit. Negotiations are underway to increase the number of these stations.
Russia is interested in the participation of its energy companies in infrastructure projects, in port infrastructure projects, in projects that involve the modernization of hydro and thermal power plants in Brazil, in expanding cooperation with Brazilian companies in the oil and gas sector. Russian companies are also interested in supplying pharmaceutical products and vaccines to the Brazilian market.
Experts predict that if not this year, then next year the Russian-Brazilian trade turnover may reach 10 billion dollars.  
Director of the Latin American Department of the Ministry of Foreign Affairs of the Russian Federation Alexander Shchetinin reminded that Brazil accounts for one third of Russia's trade with Latin America. He noted the importance of Russian exports of mineral fertilizers and imports of agricultural products from Brazil.
Russia is interested in further diversification of purchases by Brazilian agricultural producers. And the effectiveness of interaction in this area is a common contribution to global food security.
Head of the Moscow office of the Brazilian Export Development Agency Apex Brazil Almir Americo recalled that his country is the largest exporter of beef, poultry, one of the main exporters of pork. Brazil accounts for 80 percent of orange juice exports, 60-65 percent of sugar exports, and 30-40 percent of coffee exports in the international market. “Brazilian agriculture doesn't work without fertilizers”, notes Almir Americo. “Russia is the country that provides the fertilizer needed to feed the world”.
Almir Ameriko says that for more than 10 years Brazil was the main supplier of meat to Russia. Thanks to the development of the meat industry in Russia, these volumes have decreased. But there is still a need for technology in the meat industry. “We are ready to help in its development”, assured Apex Brasil, head of the Moscow office of the Brazilian Export Development Agency. “The meat industry is also genetics, drugs, vaccines, equipment, knowledge. Brazil is a country that has these technologies”.  
Almir Ameriko stresses that there are many problems between the desire to buy and the ability to supply. These include difficulties with product certification and bureaucratic delays. The representative counts on the understanding of the Russian government: in his opinion, flexibility, courage, acceleration in decision making and solidarity are required in this matter.
"We are ready to support your market in the face of sanctions”, Almir Ameriko assures. “Brazil is also interested in Russia as one of the main suppliers of medical and dental equipmen”.
Andrei Guriev, president of the Russian Association of Fertilizer Producers (RAFP), believes that the current situation with the sanctions against Russia and Russian business prompts to look for new alternatives. Participants of the business dialogue reminded that it is Brazil that will take over the G20 presidency from India. There are certain hopes for this to solve some of the knotty problems, in particular in the agro-industrial complex. There is an understanding that it is necessary to prohibit the introduction of any sanctions against the export of agricultural products and mineral fertilizers.
The key message of this business dialogue was that Brazil and Russia are among the main actors in the food security of the world.
It is symbolic that it was at the St. Petersburg Economic Forum in 2006 that the BRICS, whose acronyms include Brazil and Russia, was founded.  
It is possible that in the near future the acronym BRICS may be supplemented with another letter. At the St. Petersburg International Economic Forum, the president of Algeria, Abdelmajid Tebboun, announced his desire to join the BRICS.
While the collective West is preoccupied with the sanctions fight against Russia and, in fact, with the deconstruction of the former economic reality, Russia is successfully building relations with new partners and harmonizing ties with economic allies. For example, Algeria has traditionally been Russia's strategic partner in Africa: the history of their bilateral relations is more than sixty years old. In 2023, trade and economic turnover between Russia and Algeria increased by almost 74% compared to the same period last year. This is one of the many evidences of how healthy pragmatism and sensible, balanced approaches contribute to a comprehensive business partnership, despite the political agenda imposed by the West on the rest of the world.
The president of Algeria noted Russia's efforts to help poor countries most affected by the current global crises. According to Abdelmajid Tebboun, there is an undeclared cold economic war going on in the world. The Algerian president calls Vladimir Putin: “A friend of all mankind. One example of this friendship is the supply of Russian grain to Algeria”.
As noted above, the largest delegation at the forum was from the United Arab Emirates. The UAE is Russia's largest economic partner in the Gulf Cooperation Council (GCC). Over the past 5 years the trade turnover between Russia and the UAE has grown almost 5 times. In 2021, when trade turnover between Russia and the UAE increased by 64.34% to $ 5.4 billion, the United Arab Emirates ranked first among Russia's trade and economic partners from the Arab world. The UAE is also the leader among the Arab countries in terms of investments in the Russian economy.
Promising areas of cooperation between Russia and the UAE include: space technology; energy, including renewable energy sources; medical technology; digital technology; and the agro-industrial complex. After 2022, the mutual interest of the two countries in cooperation has not changed. For example, in February 2023, Yuri Borisov, director general of the state corporation Roscosmos, visited the UAE to discuss the prospects for cooperation in the space sphere.
During the thematic session at SPIEF it was said that the economic system of the Emirates allows choosing the most appropriate preferential regimes for Russian companies.
Khalid Al Marzouki, vice-president of Khalifa Economic Zone Abu Dhabi (KEZAD) said: "We have long and effectively developed business relations with Russia, Russian companies. Bilateral investments from Emirates to Russia and back are going on actively. What can we say about our industrial cluster? At KEZAD and at the Port of Abu Dhabi it is very important to provide comprehensive solutions for business projects and support the Russian business community. Over the last decade, we have created a whole conglomerate of Russian companies at the Port of Abu Dhabi. We promote their products in the local market and help companies that are located in our zone to promote their products in the global market in a broader aspect.
KEZAD includes 11 ports, its own sea carrier and other infrastructure elements. All this contributes to effective cooperation with the Russian Federation. “We connect to the ecosystems of other countries, such as India," says Khalid Al Marzouki. - We also provide industrial preferences to carriers and create a Russian hub in order to support Russian companies, offer new business solutions, and promote business culture, language, and minimize the barriers that could arise between Russian suppliers and international markets”.
The Russia-China Business Dialogue discussed the prospects for relations with Russia's main trading partner (and China has always been such over the past 13 years). In 2022, the volume of Russian-Chinese trade increased by 29.3% in annual terms and set a historical record of $190.271 billion. Thus, we can once again see who becomes the beneficiary of cooperation after the collective West curtailed economic contacts with it. The whole period since the beginning of 2022 is marked by new points of growth in bilateral cooperation.
Chinese Ambassador to Russia Zhang Hanhui said that in the first five months of 2023, trade between the two countries increased by 40.7% over the same period last year to 93.8 billion dollars. The goal for this year is to reach $200 billion.
The organizers of the business dialogue report that Russian-Chinese trade and economic cooperation is steadily progressing and is expanding from traditional areas of energy, forestry and agricultural resources to many new industries, such as cars, household appliances, and food processing. There are trends of increasing grain exports to China via the "New Overland Grain Corridor Russia - China". Cooperation in information technologies, cross-border e-commerce, digital economy and biopharmaceuticals is also becoming more active..
Speaking to the forum participants, President Vladimir Putin said that Russia is open to cooperation with states that are willing to determine their own future. This fully applies to such a SPIEF participant as India, which maintains an independent political and economic course, guided by state interests rather than geopolitical considerations. The recent global turmoil and the West's break with Russia have in no way prevented Russia's exports to India from growing fourfold (to $40 billion) in 2022).
The organizers of the Russia-India business dialogue note that the current volume of trade between the two countries is growing at an accelerated rate due to the rapid increase in supplies of Russian energy resources, fertilizers, iron, steel and other goods to India.
During the business dialogue, Mohit Singla, chairman of the Trade Promotion Council of India, came up with an initiative to develop motivational measures for businesses to reduce the trade imbalance. Namely: to introduce a lighter tax regime; to create a green customs corridor; to improve the system of contract manufacturing.
More than 900 agreements totaling 3 trillion 860 billion rubles were signed on the sidelines of the SPIEF, including 43 agreements with representatives of foreign companies. Two of them were with Italy and Spain. This is a kind of illustration to the statement of the Russian president, made during the SPIEF: “We never kicked anyone out of our market, out of our economy. On the contrary, we even offered them to weigh all the pros and cons and to think carefully about our Russian partners and the possible consequences of such a step. Each of our partners had the right to choose”.
The SPIEF demonstrated a wide range of areas of economic partnership, opening up new prospects for those participants who correctly exercised the right to choose and correctly interpreted the Russian proverb: “The throne is never vacant”.
