A Decade ago, back in 2014, these Positions would’ve just been a Dream for the Philippine Navy (PN). Now, ten Years later, they are now living the Dream. I imagine these would be among the most sought-after Technical Positions in the PN right now.
The “Torpedoman” is operates and conducts Organizational Level (O-Level) Maintenance of Torpedoes and their Launching Systems and ensures that these are operational for use. They are trained in the Safe Handling, Propulsion, Guidance Systems and Pre-Setting of Data for the Torpedoes.
The "Missileman" tests and operates the Missiles, Decoys and other Associated Equipment and also conducts their O-Level Maintenance. They are trained in the Fire Control Systems, Guidance Subsystems, Aerodynamics, Weapon Damage Effects and Handling of the Missiles/Decoys/Other Equipment

Philippine Navy Gears Up: Modernization Progress

The year 2023 has proven to be pivotal for the Philippine Navy as it advances its modernization program to bolster its naval capabilities and secure the nation's vast waters. From missile corvettes to advanced gunboats, let's delve into the exciting progress of the Philippines Navy's efforts to enhance its defense capabilities.  
Missile Corvettes: Strengthening Naval Arsenal
In a significant development, the Philippine Navy is on track to receive two state-of-the-art missile corvettes. These vessels will complement the existing Jose Rizal-class guided missile frigates, namely the BRP Jose Rizal and the BRP Antonio Luna, already in active service. The construction milestones for these corvettes were marked by the keel-laying ceremony for the first corvette and the steel-cutting rites for the second corvette. These events took place at the Hyundai Heavy Industries Inc. (HHI) shipyard in Ulsan, South Korea, witnessed by high-ranking PN officials, including Vice Adm. Toribio Adaci Jr. The first missile corvette is scheduled for delivery in 2025, followed by the second in 2026. These advanced vessels will significantly boost the PN's naval defense capabilities, aligning with its goal of becoming a modern and multi-capable Navy.  
Acquisition of Advanced Gunboats
In addition to missile corvettes, the Philippine Navy is expanding its fleet with the acquisition of fast attack interdiction craft (FAIC) platforms from Israel Shipyards Limited. The recent delivery of two Acero-class gunboats marked a notable milestone in this acquisition project. Upon acceptance and commissioning, the Philippine Navy will have a total of six FAICs, enhancing its maritime presence and rapid response capabilities. The general cargo ship Kogra Royal delivered these gunboats, also known as the Acero-class, and they are currently undergoing enhancement, maintenance, and training at the Commodore East Posadas Wharf in Cavite City.   Philippines Naval Modernization Program The FAIC Acquisition Project, part of the Revised Armed Forces of the Philippines Modernization Program Horizon 2, includes a total of nine platforms and the transfer of technology to bolster the PN's shipbuilding capability. The acquisition of these FAICs represents a significant step forward in the PN's efforts to enhance its naval capabilities and strengthen national defense. With advanced vessels and assets, the Philippine Navy is gearing up to safeguard the nation's waters effectively. Philippine Navy Fast Attack Interdiction Craft Test-fires Israeli-made Spike NLOS Missile System
The Philippine Navy (PN) has validated the precision strike capability of the newly installed Israeli-made Spike NLOS (non-line of sight) missile system fitted aboard one of its fast attack interdiction craft (FAIC) platforms. The NLOS missile system accurately hit the target at least 20 kilometers away during the firing held in Mariveles. The Navy received the two FAICs, also known as the Acero-class gunboats, from Israel on Nov. 18, 2023. The platforms will be commissioned as PG-906 and PG-907 under the Acero-class patrol vessels of the Fleet’s Littoral Combat Force. A Russian navy task group will arrive in Manila on Sunday (Jan 6) morning for a five-day goodwill visit to the Philippines. Anti-submarine ship Admiral Panteleyev (DDG-548), guided-missile cruiser Varyag and sea tanker Boris Botuma will dock at South Harbor from Jan. 6 to 11, the Philippine Navy said in an advisory. All the three visiting vessels have visited Manila in previous port calls in 2017 and 2018. This will be the first visit of Russian Navy in Manila in 2019 after visiting twice last year.  The visit is expected to highlight the growing defense ties of the two countries, one of the results of President Rodrigo Duterte’s so-called independent foreign policy.   Heightened Presence of Chinese Militia Vessels
Swarming Incidents Raise Alarm In a recent development, the Western Command (Wescom) has expressed growing concerns over the increased presence of Chinese maritime militia vessels and extensive coral harvesting activities near Rozul (Iroquois) Reef. Furthermore, the reef is situated well within the Philippines' exclusive economic zone (EEZ) and continental shelf, which intensifies regional tensions in the West Philippine Sea (WPS).  
Swarming Incidents in the West Philippine Sea
At a weekly news forum held in Quezon City, Vice Admiral Albert Carlos, Commander of Wescom, reported a concerning "resurgence" in swarming incidents within the WPS. He noted that as of September 15, approximately 40 Chinese fishing vessels (CFVs) were observed near Rozul Reef, which is located south of Recto Bank. This figure marked an increase compared to 33 vessels spotted on August 24 and 24 on September 7. Swarming incidents were also recorded in Escoda (Sabina) Shoal, where five CFVs were sighted, and in Baragatan (Nares) Bank, where two CFVs were present, according to a Wescom news release dated September 14. Carlos acknowledged the presence of Philippine Navy (PN) and Bureau of Fisheries and Aquatic Resources (BFAR) vessels in response to these incidents, stating, "So, we are addressing the issue on this swarming."  
Coral Harvesting Concerns
In addition to the vessel presence, Vice Admiral Carlos highlighted concerns about coral harvesting activities. He disclosed that in July, the PN deployed divers to conduct an "underwater survey" in the swarmed area and reported a disheartening discovery: "There were no more corals" in Rozul Reef.   Assessment of Coral Depletion The military is actively collaborating with scientists and experts to assess the extent of coral depletion in the area. Their primary objective is to verify the divers' assessment, specifically the suspicion of recent massive coral harvesting. "We are not making any conclusion at this time. It’s a work in progress but we just want to report coral harvesting in the area where (they were) seen loitering and swarming," Carlos remarked.  
Keeping the Peace in the West Philippine Sea
Despite the recent incidents, Vice Admiral Carlos emphasized the government's commitment to "keep the peace and avoid miscalculation" in the WPS. He assured the public of an increased military presence in Philippine waters.   Sovereign Rights and Alarm Over Coral Harvesting Carlos underscored the significance of upholding sovereign rights in the country's EEZ, stating, "The presence (of Chinese vessels) is already alarming because we have the sovereign rights in our exclusive economic zone." Regarding the coral harvesting issue, he clarified, "Ito naman (coral harvesting issue) ay suspetsa pa lang natin (is just a suspicion). We are not saying that they are harvesting our corals. We suspect that somebody is harvesting our corals, and that means that they are violating our sovereign rights." Carlos stressed, "Tayo lang ang may karapatan sa resources sa (We have the exclusive right to exploit resources in the) West Philippine Sea," emphasizing the need to protect territorial interests and EEZ resources.  
Exploring Joint Patrols and International Cooperation
In response to growing concerns, Carlos mentioned that the government is carefully evaluating offers from other nations to conduct joint patrols with Philippine forces. Presently, the military conducts unilateral maritime patrols in the WPS, working in coordination with the Philippine Coast Guard and the BFAR, while refraining from foreign involvement. Carlos noted that while the Philippines appreciates the willingness of other nations to assist, there has been no directive to engage in joint patrols with foreign countries. He clarified, "We are in engagement with whoever offers to help us, whoever shares our desire, our objective to establish a rules-based international order. We are studying carefully. All the offers are on the table."  
In Conclusion
The heightened presence of Chinese militia vessels and coral harvesting activities in the Philippines' EEZ has raised concerns. In response to these developments, the Western Command is conducting a closer assessment. Furthermore, the Philippine government remains steadfast in its commitment to upholding sovereign rights in the West Philippine Sea.
