DU approves implementation of NEP from 2022-23 session
The Delhi University on Tuesday approved the implementation of the National Education Policy (NEP), and four-year undergraduate programme at its executive council meeting, according to a senior official. Registrar Vikas Gupta said that NEP will be implemented from the 2022-23 academic session. He said three members dissented against the implementation.

A study published in the scientific journal Molecules this month found that the molecule produced by the jararacussu pit viper inhibited the virus’s ability to multiply in monkey cells by 75%. “We were able to show this component of snake venom was able to inhibit a very important protein from the virus,” said Rafael Guido, a University of Sao Paulo professor and an author of the study.

CBI sentences eight in Vyapam Scam
A Central Bureau of Investigation (CBI) court on Tuesday sentenced eight people to seven years of imprisonment each for rigging a Police recruitment test conducted by Madhya Pradesh Professional Examination Board in 2013, better known by its Hindi acronym Vyapam. The convicts have been penalized with Rs 10,000 each. The Vyapam scam involved fraud in Madhya Pradesh Professional Examination Board that was unearthed in 2013.
New IT Rules prevent fake news, misuse of freedom of press: Centre
The Centre, in its counter affidavit filed on a challenge to the constitutional validity of the new IT Rules, has submitted that although the right to freedom of speech and expression, including the freedom of press, is critical for a vibrant democracy like India, citizens “cannot be treated as passive consumers.” While submitting that there have been “past incidents of disinformation on digital media leading to disturbance of public order”, the Centre has asserted that digital media “allows sensational content being re-circulated in a different context leading to misinterpretation by the audience”, making it susceptible to being used as fake news.

Shocking footage has surfaced on social media from reportedly Afghanistan’s Kandhar in which an American Black Hawk chopper is seen flying with what seems to be a body dangling from it. The video that has been shared widely on social media appears to show the Taliban flying seized US Black Hawk helicopters over Afghanistan, including one in which someone is seen hanging below one from a rope, The New York Post reported.
LPU rewards 13 Olympic medalists with Rs 1.75 crore
While Neeraj Chopra was awarded Rs 50 lakh and a ‘gold javelin’ for winning the only gold for India in Tokyo, Manpreet Singh and nine other members of the hockey team received Rs 85 lakh. The university also announced a reward of Rs 10 lakh for bronze medal winner Bajrang Punia and Rs 25 lakh for paralympics high jump silver medal winner Nishad Kumar. Both are students of the university. A ceremony was held on LPU campus to celebrate the return of its Olympic champions to their alma mater with NITI Aayog CEO Amitabh Kant as the chief guest.

Organisers of the Tokyo Olympics discarded 5 million yen ($45,508) worth of surgical masks, gowns, and disinfectant after the Games, held practically with no fans amid the pandemic, left much of that medical equipment unused, media said on Tuesday. The Asahi daily quoted an organising committee official as saying 33,000 masks, 3,420 gowns and 380 bottles of disinfectant were discarded when they closed down operations at some of the venues used for the Olympics, which ran from July 23 to Aug. 8.

Johnson & Johnson said on Tuesday its experimental vaccine failed to provide sufficient protection against HIV in sub-Saharan Africa to young women who accounted for a large number of infections last year. Taliban in talks with Qatar, Turkey about Kabul airport management, says France
The Taliban are in talks with Qatar and Turkey about the management of Kabul airport and should secure the airport as soon as possible so that people who want to leave Afghanistan can do so using commercial flights, French Foreign Minister Jean-Yves Le Drian said on Tuesday.
“The Security Council resolution about securing the airport must be implemented. There are talks under way with the Qataris and Turks about management of the airport. We must demand that access to the airport is safe,” Le Drian said on France 2 television.
Le Drian also said that France must continue to put pressure on the Taliban but is not negotiating with them.

KOLKATA: Hitting out at the BJP-led central government for abolishing the Planning Commission conceptualised by Netaji Subhas Chandra Bose, West Bengal chief minister Mamata Banerjee on Monday said that her government would come up with a similar body to take ahead the national hero’s ideas and vision. She urged Nobel laureate economists Amartya Sen and Abhijit Banerjee and Bose’s grandnephew Sugata Bose, a historian, to advise the state government on this. “Netaji’s Planning Commission has been dissolved by the central government. They have named it (the new body which replaced the institution) Niti Aayog or Niti Niyog, I do not know. Earlier, I used to go for meetings of the Planning Commission which sought suggestions from each state. Now we cannot share our views,” Banerjee said. The Planning Commission, a government institution which formulated India’s Five-Year Plans besides performing other functions, was set up in March 1950. The Narendra Modi government disbanded it in 2014 and formed Niti Aayog. “So, let’s take some initiative. We will start Bengal Planning Commission to take Netaji’s vision to the world level,” Banerjee said at the state secretariat. “I will request Amartya Sen, Abhijit Banerjee, Sugata Bose to advise us on this,” she said and demanded that Netaji’s birthday on January 23 be declared a national holiday. She was talking to reporters after a meeting of a committee set up by her government to plan year-long celebrations to mark the occasion of the great freedom fighter’s 125th birth anniversary from this January 23. Abhijit Banerjee and other members of the committee attended the virtual meeting. The day will be celebrated as “Desh Nayak Divas” in West Bengal, Banerjee said adding that a “Jai Hind Monument” will soon be erected in Rajarhat area near Kolkata. The slogan ‘Jai Hind’ was popularised by Netaji. The chief minister also proposed to form a National Cadet Corps (NCC) like organisation in state-run schools and colleges and name it ‘Jai Hind Bahini’. “If there is the NCC, why cannot we have a Jai Hind Bahini in every school and college? We should have a short film or a documentary on Netaji which school children can watch. A CD of songs related to Netaji will be brought out,” she said. Banerjee also said that the state government will set up a “national university” which will be named after Netaji. “There are several universities named after Netaji. We will set up a national university without taking help from anybody. The West Bengal government will do it. This university will have links to world class universities like Havard, Cambridge and Oxford,” she said. The chief minister said that a rally from Shyambazar in north Kolkata to Red Road in the central part of the city will be organised on January 23. The CM also stressed on her demand that the Centre declassify the files which might lead to the unravelling of Netajis disappearance. “We have already declassified (some files). We are demanding that the Centre declassify all files related to Netaji Subhas Chandra Bose,” she said after the meeting. Besides economist Abhijit Banerjee, eminent personalities such as painter Suvaprasanna, theatre personality Rudra Prasad Sengupta, author Sirsendhu Mukherjee, actor and danseuse Mamata Shankar took part at the meeting and shared their views.

Union Home Minister Amit Shah on Sunday held a meeting with top functionaries of Delhi's three municipal bodies along with Lieutenant Governor Anil Baijal and Chief Minister Arvind Kejriwal to take stock of the COVID-19 situation in the national capital.
This was the second high-level meeting held during the day in the wake of rising cases of the novel coronavirus. The first meeting Shah took was with Baijal, Kejriwal, Delhi Deputy Chief Minister Manish Sisodia, and senior officials of the Union Home and Health Ministries and the Delhi Disaster Management Authority.
The key objectives of the second meeting were to review the steps taken by the municipal bodies and how to check the further spread of the virus, a government official said.
Apart from Shah, Baijal, Kejriwal and Union Health Minister Harsh Vardhan, mayors of Delhi's North and East municipal corporations -- Avtar Singh and Anju Kamalkant respectively -- attended the meeting. A representative of the South Delhi Municipal Corporation was present.
Commissioners of the three municipal corporations also attended the meeting.

Earlier Sunday, the home minister announced that Covid-19 testing will be doubled in Delhi in the next two days and subsequently increased by three times.
Announcing a slew of measures to check the spread of the virus in the national capital after he held a meeting with Baijal and Kejriwal, Shah also said COVID-19 tests will be started at every polling station in containment zones and a comprehensive house-to-house health survey will be conducted in the hotspots for contact-tracing.
In view of a shortage of beds for coronavirus-infected patients in Delhi, the Modi government has decided to immediately provide 500 railway coaches which will be equipped with all facilities, he said.
Shah said a committee has been constituted under the chairmanship of V K Paul, a member of the NITI Aayog, to ensure the availability of 60 per cent beds by private hospitals at lower rates and fix the rate of coronavirus testing and treatment.
The committee will submit its report by Monday.
The Covid-19 tally has reached nearly 39,000 in Delhi and the virus has claimed more than 1,200 lives in the capital.

KOLKATA: West Bengal Chief Minister Mamata Banerjee on Friday wrote to Prime Minister Narendra Modi expressing her inability to attend the Niti Aayog meeting on June 15, saying it is "fruitless" as the body has no financial powers to support state plans. "Given the fact that the Niti Aayog has no financial powers and the power to support state plans it is fruitless for me to attend the meeting of a body that is bereft of any financial powers," Banerjee said in a letter to the prime minister. Earlier too, Banerjee had skipped meetings of the policy think-tank, expressing her displeasure over the dissolution of Planning Commission and creation of a new structure. NEW DELHI: The government is exploring the modalities of emergency authorisation and usage of anti-coronavirus vaccines pending completion of phase-three clinical trial and regular licensure. The issue of advance purchase commitment for vaccines, including pricing, was also discussed in a recent meeting attended by NITI Aayog Member (Health) Vinod Paul, Principal Scientific Advisor to the government K VijayRaghavan and Union Health Secretary Rajesh Bhushan. “It was decided that the PMO-constituted Vaccine Task Force (VTF) will lay down the principles for emergency use authorisation while the National Expert Group On Vaccine Administration for COVID-19 (NEGVAC) should take the lead in setting the principles for advance market commitment, including vaccine pricing,” a source said. These developments assume significance against the backdrop of Pfizer seeking emergency use authorisation of its COVID-19 vaccine from the US regulators. Another US-based biotechnology giant, Moderna, said it also intends to apply for an emergency use authorisation (EUA) with the US Food and Drug Administration (USFDA) in the coming weeks. Meanwhile, five vaccines are under different phases of clinical trials in India. The Serum Institute of India is conducting the phase-three trial of the Oxford-AstraZeneca COVID-19 vaccine, while Bharat Biotech and ICMR has already started the phase-three trail of the indigenously developed COVAXIN jab. An indigenously developed vaccine by Zydus Cadila has completed phase-two clinical trial in the country. Dr Reddy’s Laboratories will soon start combined phase two and three trials of the Russian COVID-19 vaccine Sputnik V in India. According to the source, an urgent meeting of the vaccine task force (VTF) with experts will be convened to review the scientific status of vaccines globally and whether, if so how and when should the decision on emergency authorisation of vaccines be taken. The terms of references for two major bodies dealing with vaccine introduction — the National Technical Advisory Group on Immunisation (NTAGI) and the Central Drug Standards and Control Organisation (CDSCO) — will be set and their roles clearly defined for authorisation and emergency authorisation. It was also agreed at the meeting that one point of contact will be responsible for examining and responding to authorisations given (or in the pipeline), globally, the source said. Towards advance market commitment, NEGVAC should lay down principles for procurement and price negotiations. Using these principles, negotiations should be speedily initiated. It was also decided at the meeting that a NEGVAC group should be proactively reaching out to each company as their results from phase three are announced, a source said. Pfizer and its German partner BioNTech have announced that its vaccine appears 95 per cent effective at preventing mild to severe COVID-19 disease in a large, ongoing study. Moderna has also announced that its COVID-19 vaccine has shown to be 94.5 per cent effective in preventing the deadly disease

Prime Minister Narendra Modi and Union Finance Minister Nirmala Sitharaman will again meet on Friday to finalise a second stimulus package for industry, the poor, and farmers.
An announcement is expected within the next 24-48 hours. Friday’s meeting follows a wide range of deliberations held within the government and with eminent experts. However, there may not be a “big-bang” stimulus package and the government thinking is to go for smaller, targeted announcements.
Senior officials in the Prime Minister’s Office had a videoconference with those in the finance ministry, NITI Aayog, members of the Economic Advisory Council (EAC) to the Prime Minister, and independent experts.
Those who are learnt to have participated in the meeting include former Reserve Bank of India (RBI) governor Urjit Patel, EAC Chairman Bibek Debroy, EAC Member Sajjid Chenoy, 15th Finance Commission Chairman N K Singh, and National Institute of Public Finance and Policy Director Rathin Roy.

On the government’s side, those who attended included Cabinet Secretary Rajiv Gauba, Principal Secretary to PM PK Mishra, Economic Affairs Secretary Atanu Chakraborty, NITI Aayog Vice Chairman Rajiv Kumar, NITI Aayog Chief Executive Officer Amitabh Kant, Ratan Watal (also of the NITI Aayog), and Chief Economic Advisor Krishnamurthy Subramanian.
“We have got a lot of feedback from states and industry bodies from the ground and other stakeholders. There have been wide-ranging deliberations,” said a senior official.
The upcoming package will again be aimed at the urban and rural poor, including migrant labourers stuck away from their homes; other disadvantaged sections of society; micro, small and medium enterprises (MSMEs); and some of the worst-affected sectors.
For industry, the aim will be to provide easier and cheaper access to credit, and could also mean the Centre pumping in more money into the credit guarantee fund trust for small and medium industries.
The measures being finalised could include easier access to credit for MSMEs and further cash and food transfers. There is a proposal for another hike in payments under the Mahatma Gandhi National Rural Employment Guarantee Scheme, and disbursements under the PM-Kisan scheme could be further expedited.

The upcoming package could be roughly similar in size to the Rs 1.7-trillion stimulus announced by Sitharaman in late March. That package was around 0.8 per cent of GDP, much smaller than the ones of most other G-20 nations.
The US’ stimulus package was pegged at 11 per cent of GDP, Australia’s at 9.7 per cent, and Brazil’s at 3.5 per cent, according to data portal Statista.
Chambers like Assocham and Ficci have been asking for big bang packages, ranging from Rs 9 trillion to Rs 23 trillion.
Last week, the government allowed economic and industrial activity to resume in rural areas, where harvesting for rabi crops has begun. This has been done primarily with the intention of “rural and agricultural development and job creation”.
Prohibition will not be entirely lifted in commercial and manufacturing but production units in rural areas, industrial estates, and export zones can reopen if workers stay on their premises or nearby.
