The Sun City Escapes: One Instance of a Bigger Problem
On Monday, April 9, sixteen prisoners escaped from the Johannesburg Correctional Centre. The prisoners escaped through a pipe shaft where they broke through a wall in order to proceed to the fence. On Tuesday night, two of the suspects were caught by the police. When they saw the police, they began the open fire. Police immediately retaliated with gun fire, which killed both of the suspects. All of the escapees were on trial for various serious crimes, such as murder, robbery, and others.
Now, Parliament in demanding answers from the prison. They want to know how and why events like these have been occurring more frequently. Correctional Services Minister Michael Masutha and deputy ministers Thabang Makwetla and John Jeffrey are being asked to speak before parliament this week. Correctional Services and Justice Portfolio Committee chairperson Mathole Motshekga claimed that escapes like these put citizens at risk. He stated that “This has been continuing for some time and poses a great risk to the general public. It is unacceptable. The committee will also enquire about the extent to which the department have implemented policy guidelines that are clear as to what needs to be done.” (Mphahlele). In the past year alone, approximately 1,000 prisoners have escaped from prison.
The number of escapes per year is not the only problem facing South African prisons. Human rights violations, overcrowding, inaccurate data, and the spread of disease continue to burden South Africa’s prisons (“The State of South Africa’s Prisons.”). Even though parliament is calling on Thabang Makwetla and John Jeffrey to speak on behalf of the problem with escapes, they need to address the other underlying problems in prisons. Not only are these other problems important, but they are also potential causes of the impending escapes. Instead of only addressing the effects of these problems, they should get to the root of the problems. Prison reform has been in need in South Africa for many years, however it has not been a priority. Although the country faces many problems due to ongoing corruption, prison reform affects the safety of citizens.

Previous Mozamique financing preacher purchase much better nation to be extradited to
Former Mozambique finance minister Manuel Chang is “shopping” for a more lenient country to be extradited to, and seems to have settled on his home country over the US.
He said this through his advocate Willie Vermeulen, SC, in the Kempton Park Magistrate’s Court in Ekurhuleni, where Chang is fighting his extradition.
The former cabinet member was arrested on December 30, in terms of a US warrant of arrest, on “allegations of conspiracy to commit fraud and taking millions of dollars in bribes in a $2bn loan scandal”, News24 earlier this year. 
Chang was on his way to Dubai when he was detained.
The Mozambican government’s warrant of arrest for Chang, dated March 4, was cancelled by the court, as he was already detained.
“He prefers to be extradited to Mozambique, and it makes no sense to be tried in the US,” Vermeulen said.

But State advocate JJ Du Toit, SC, hit back, saying Vermeulen was doing everything in his power to ensure that his client is sent to Mozambique, and that that desire should not be considered by the court.
“The client wants to dictate to the court where he wants to go.
“Every country should be given an equal opportunity to have their extradition request tested fairly with its merits, and not have them both heard at the same time” said Du Toit.
“But the minister (Justice Minister Michael Masutha) will not consider either application unless a ruling has been made by the court,” Du Toit argued.
Chang wanted his extradition matters (to the US and Mozambique) to be heard concurrently.

Magistrate William Schoutte did not mince his words in his judgment, and said that the “law does not provide for a consolidated hearing into the extradition matter, and both matters should be heard separately, taking into considerations their merits”.
“In my order, the court cannot order if both (extradition requests) should be consolidated into one proceeding.
“The application from the government of Mozambique should run separately from that of the USA.”

Earlier on Thursday, a concerned group of NGOs from Mozambique applied to become friends of the court in support of Chang’s extradition to the US, but the application was turned down by Schoutte.
It is now up to the court to determine whether Chang should be extradited or not.
From March 11, the court will begin to hear arguments from both the State and the defence as to whether the US’ extradition request meets requirements set by the South African Constitution.

Once that process is completed and the magistrate has given a ruling, the Mozambican government’s request will then be heard and also tested.
Both, either or neither of the requisitions could be granted or denied. Should both extradition requests be granted, then Masutha will have to make a decision as to which country Chang should be extradited to.

Rains on Saturday on put out part of the huge fire on Kirinyaga Castle Forest on the southern side of Mt Kenya National Park
The wildfire has engulfed the Mt Kenya National Park for the last eight days and consumed many hectares of vegetation as well as killed many animals.
The blaze was first reported in Moorland near Lake Ellis in Tharaka-Nithi County and spread to the neighbouring Embu, Meru, Kirinyaga, Laikipia and Nyeri counties.

Prisons minister Michael Masutha and deputy Makwetla must go, because of their alleged connections with embattled company Bosasa, The Congress of the People “Cope” said. So, he will ask President Cyril Ramaphosa to remove them.
Masutha detailed, in a parliamentary reply last week, how he spent a weekend in 2016 at a property belonging to Watson, the controversial Bosasa CEO.
Evidence at the state capture commission last month revealed that Makwetla unduly benefited from security upgrades at his home from Bosasa.

Itoruboemi Benson Lobia, a man suspected of being the head of a Nigerian pirate syndicate will likely be heading to the Netherlands for prosecution, after the Kempton Park Magistrate’s Court in South Africa on Friday ruled in favour of his extradition. Itoruboemi, believed to be the mastermind of a month-long Dutch hostage drama, was captured by SA’s Interpol branch at OR Tambo International Airport last November, while fleeing to Mauritius following his most recent attack. Itoruboemi fled from Nigeria and is wanted in the Netherlands following his alleged involvement in the kidnapping of 11 crew members of a Dutch cargo ship. The crew of the Dutch cargo ship FWN Rapide was kidnapped in April 2018 while travelling between Ghana and Nigeria, held hostage for three weeks before being released following an intensive negotiation process. The Dutch government has insisted Lobia was the leader of the pirate group, and suspects he may have also been responsible for other similar attacks and running a syndicate with international connections. Throughout his extradition proceedings, Lobia has claimed the authorities have the wrong man, this week insisting he is actually in the employ of the Nigerian army. Lobia said he was hired as a ships security officer, in charge of protecting the Nigerian waterways, and that the army had hired him as a consultant. He also claimed he was not fleeing to Mauritius, instead meeting a security contact there who had offered him a job. Lobia believed the contact’s insistence that they meet in person in Mauritius was part of an elaborate plot by authorities to set him up as the leader of the pirates who kidnapped the FWN Rapide crew. However, on Friday morning, magistrate William Schutte said it was not up to his court to determine if Lobia was guilty of his maritime crimes, simply to determine if the Dutch government did indeed have enough evidence to prosecute him. “Extradition proceedings are not a criminal trial, and aren’t concerned with determining guilt or innocence,” he said in his ruling. He noted that the Dutch government had sent a series of authenticated documents, including a forensic report that consisted of witness statements from the Rapide’s crew, and the investigators looking into the case. He also noted that Lobia’s defence team had never disputed the documents’ authenticity, and that his only defence had been that he was not the man authorities were looking for. He referred to the Rapide witness statements that had described the pirate leader, and noticed how these descriptions accurately portrayed the man in court, including his height, his one pierced ear, his complexion and estimated age. “The remarkable similarities between his appearance and the witnesses’ descriptions is an inconvenient truth (for Lobia),” he said. Because of these factors, he ruled that Lobia should be extradited. However, the magistrate did inform Lobia that he had 15 days to lodge an appeal against the ruling. In the absence of such an appeal, it will be up to justice minister Michael Masutha to sign off on the extradition and send Lobia directly to the Netherlands.
