New liquefied natural gas (LNG) export terminals are on hold, thanks to an early morning announcement January 26 from the White House. The Biden administration announced that it is pausing decisions on all new LNG export terminals until the US Department of Energy updates its analysis of the projects to include their climate-warming emissions and economic impacts.

The surprise move puts the brakes on 12 proposed LNG facilities, including Calcasieu Pass LNG, an enormous, 1000-acre project proposed for the Calcasieu Ship Channel in Cameron Parish, Louisiana. The CP2 project has been vehemently opposed by climate activists and residents of the frontline community who are already suffering the effects of several other terminals and refineries in the heavily industrialized area. The Department of Energy has never rejected an application for an LNG export terminal. Now, the agency is being directed to consider all of the greenhouse gas emissions associated with these projects, including those created during extraction, transmission, liquefaction, and transportation overseas.

This announcement represents the largest single action any president has ever taken to curb fossil fuels. The new criteria will apply to all 12 proposed LNG terminals that have not yet been approved. It will not apply to those under construction or that have already received permits. The pause will likely stall decisions by the DOE from several months to over a year. Once the agency develops new guidelines, the public will have a chance to weigh in. Activists are urging supporters to keep up the pressure. “We’re glad to know that President Biden and Energy Secretary Granholm are finally listening to us and taking action to protect Louisiana fishermen,” said Travis Dardar, an Indigenous fisherman and activist from Cameron Parish, in a press call Friday morning. But “the thing about a pause ... it can be unpaused at any time.”

Even as activists celebrate, they are clear about their goals: They don’t want to simply stop new proposals, but roll back the active export terminals and those under construction, which have locked us into emissions that will make it very hard to stay below the 1.5°C warming threshold that experts warn could catalyze catastrophic changes across the globe. In an effort to improve the environment, the International Marine Organization (IMO) in 2011 took an important step towards addressing the shipping industry’s carbon footprint, setting targets for greenhouse gas emission cuts. Since then, the IMO has been making further amendments through the years with the aim of moving towards a  carbon neutral future by 2050. 
The introduction of these IMO regulations can be considered as one of the biggest challenges faced by the bunkering industry at present. Therefore, it is vital to have a thorough understanding of the IMO regulations and what it entails. 
Targets Of  IMO 2030 Towards A Carbon Neutral Future
IMO adopted the initial mandatory strategy for the reduction of GHG emissions from shipping in April 2018. This policy framework outlined major objectives, which included working towards phasing out GHG emissions from shipping completely as soon as practicable in this century and cutting yearly greenhouse gas emissions from international shipping in half by 2050 compared to their level in 2008. Furthermore, lowering the carbon intensity of international shipping (to lower CO2 emissions per transport task) by at least 40% by 2030 and working toward a reduction of 70% by 2050, compared to 2008 was also seen as an initial target. 
Instead of putting a limit on the industry’s overall emissions, the IMO 2030 targets carbon intensity, or the amount of carbon produced for every piece of freight moved around the world, thus aiming to aid the shipping industry’s decarbonization efforts, before moving on to the more ambitious goal of reducing the industry’s total emissions in the years leading up to 2050. 
Challenges Faced by the Marine Bunkering Industry due to IMO Regulations
With the established IMO 2020 regulations requiring shippers to switch to low-sulfur fuels, three main strategies had to be met in order to complete it. 
Run on low-sulfur fuels
Install scrubbers or systems for cleansing exhaust gasses.
Switch to dual-fuel engines or liquid natural gas (LNG) vessels. 
The ship owners have to spend more to utilize low-sulfur fuels in order to comply with these standards. Additionally, smaller business credit lines frequently find it challenging to keep up with the high prices of the new very low sulfur fuel oil (VLSFO) blends. With the usage of low and very low sulfur fuel potentially causing system and engine damage, ship managers are also seeing the increase in operating costs as a huge challenge for them to continue with the bunkering services. Therefore, refineries will need to find cost-effective ways to successfully resolve these issues while also finding ways to increase the production of low-sulfur bunker fuels on time in order to meet the demand of the current market.

Russian energy giant Rosneft appoints first Indian on its board
G K Satish, a former Indian Oil Corporation director, is one of the three new faces appointed to the 11-strong board of directors of Rosneft.

NEW DELHI: Russian energy giant Rosneft has appointed a former Indian Oil Corporation (IOC) director to its board in signs it may be looking at boosting trade links with India.
G K Satish, who retired as director for business development at IOC in 2021, is one of the three new faces appointed to the 11-strong board of directors of Rosneft, according to a statement issued by the Russian firm.
Satish, 62, is the first Indian to be appointed to the board of Rosneft.
Rosneft has partnerships with Satish’s former company in oil and gas fields in Russia.
It also sells crude oil to IOC and other Indian firms and has in recent months started shipping naphtha to Gujarat refiners.
His appointment assumes significance as Rosneft is now eyeing more deals with Indian firms including the sale of liquefied natural gas (LNG).
Satish, who has deep insight into the Indian oil and gas market and has expertise in petroleum product marketing, petrochemicals, LNG and international trade, is one of the five independent directors on the Rosneft board.
During his stint at the IOC board beginning September 1, 2016, Satish was also chairman of IndianOil Adani Gas Pvt Ltd — the joint venture IOC had formed with Adani Group for retailing CNG and piped cooking gas.
That venture helped Adani Group catapult into city gas and it is now the biggest operator.
Rosneft said its shareholders at the annual general meeting on June 30 elected a new board of directors consisting of 11 members.
Igor I Sechin, a confidant of Russian President Vladimir Putin, continues to be the CEO and chairman of the management board of Rosneft.
Other members appointed include “Govind Kottis Satish, Managing Director, Value Prolific Consulting Services Pvt Ltd (ValPro),” it said.
ValPro is the firm that Satish joined as Managing Director in 2022.
ValPro advises on mergers and acquisitions and investment banking.
Former IOC chairman M A Pathan is on its board of advisor and its top management include former IOC executives.
Russia sells about 2 million barrels per day of crude oil or 100 million tonne on an annualised basis, to Indian firms.
Rosneft has a term deal to sell 6 million tonne a year of crude oil to Satish’s former company and is eyeing similar deals with other state-owned refiners including Bharat Petroleum Corporation Ltd (BPCL) and Hindustan Petroleum Corporation Ltd (HPCL).
Rosneft is also a majority owner of Nayara Energy, which operates a 20 million tonne a year refinery at Vadinar in Gujarat and owns over 6,300 petrol pumps in the country.
IOC alongside Bharat PetroResources Ltd (a unit of BPCL) and Oil India Ltd in 2016 bought a 23.9 per cent stake in Rosneft’s Vankor oilfield for USD 2.02 billion.
The consortium also took a 29.9 per cent stake in a separate Taas-Yuryakh oilfield in East Siberia for USD 1.12 billion.
IOC is India’s largest importer of Russian oil and the only company with a long-term delivery deal in place with Rosneft.
Rosneft board includes representatives from Qatar and the Philippines. “Mohammed Bin Saleh Al-Sada (chairman of the board of trustees of Dohal University of Science and Technology) has been elected Chairman of Rosneft Oil Company Board of Directors,” Rosneft said.
