The biggest problem with High School of the Dead is that it's a standard harem. I don't mean generic, as the show is anything but generic.
But, as for the harem itself?
Standard harem anime has a number of girls romantically interested in the leading man. The show will never do ANYTHING to potentially resolve the issue. In this harem is almost always a childhood best friend. The childhood best friend has no development. In real life this works, as you have a lifetime of build up, but in storytelling, the audience never sees why the protagonist is romantic with the childhood best friend. It's simply assumed. In order to allow the harem, they have to not actually be in a relationship, but have her physically assault the leading male if anything remotely sexual or romantic happens with another female.
High School of the Dead makes it even worse. You see, the protagonist WAS in a relationship with his childhood best friend love interest, and then she dumped him for his best friend. And then, once the end of the world happens, she constantly berates him, until she's overcome by her emotions. At which point, she heavily tries to seduce him, while constantly talking about how much better his best friend is. And this toxic relationship stops him from developing a relationship with the girls that would appreciate him.
The worst part is that this girl's actions are incredibly realistic.

High School of the Dead
The reviews I saw about this said it was all flash with no substance, but that just proves they don't know how to tell a story. They think that the volume of story is what's important. Sometimes you want LOTR. Sometimes you want John Wick. For zombie movies, they often get extremely heavy handed and high minded, wanting complex themes or current year politics.
This does not. It instead focuses on the intense, visceral experiences of a handful of survivors. They are intense and brutal. The emotions raw and heady.
The ex-girlfriend bitchy and giving heavy mixed signals.
The survivors have to escape, ditch anyone that would interfere with their survival, (or active hinder it), find a place to hole up, get armed, not make any noise, and realize that they not only cannot save everyone, they cannot save most people.
The whole city is in the midst of the zombie outbreak. The police are trying to create a safe cordon. Trying.
And, of course, there is fan service. The problem isn't the fan service, but how hard they go to create it. At first, whenever a girl's breasts or butt get near the centre of the screen, it does a slow-mo zoom. But, it quickly realizes that this isn't good enough, so it then has a few episodes with the girls in lingerie. The real annoying part is that they don't just show the characters, (and let you see them), but always pick dramatic, perspective, camera angles.
But, that said, in the rest of the anime, the perspective shots are beautiful and visceral.
