I found on the net the following abstract of the contribution of Antigoni Zournatzi to this volume, having as subject the Persian sources of Herodotus concerning the geography of Asia, although unfortunately for the moment I don't have access to the paper itself and more generally to this very interesting volume:
This paper considers a description of Asia in the work of Herodotus—a description that quite evidently further had implications for the manner in which this Greek historian perceived the shape and order of magnitude of the territories of Europe and Asia, as well as the overall form of the ‘inhabited’ world (oikoumenē). It supports the idea of a close affinity of Herodotus’ views in this instance with ancient Persian ways of looking at the world. Indications that Herodotus’ picture of Asia—and hence, his views about the form of the ‘inhabited’ world that are based upon this picture—must emanate from official Persian definitions of their realm derive, on the one hand, from the general coincidence of Herodotus’ Asia with Persian territorial realities, and on the other hand, from significant convergences that can be traced between Herodotus’ representation of the Asiatic continent and the Persians’ own perceptions and representations of their imperial domain.

Obama admin.’s 35-yr lease of Port Canaveral to Middle East company with Russian ties endangers U.S. national security
Port Canaveral in Brevard County, Florida, is one of the busiest cargo and cruise ports in the world, with fuel accounting for 75% of the cargo in 2011. It is also a naval port adjacent to the U.S. strategic ballistic missile nuclear submarine base, as well as close to U.S. Air Force facilities and NASA’s Kennedy Space Center. As such, Port Canaveral is critical to America’s national security.…

KABUL, Afghanistan – The Taliban announced an “apology” across Afghanistan and urged women to join their government on Tuesday, trying to convince a wary population that they have changed a day after deadly mobs captured the main airport as desperate mobs tried to flee his rule.
After a spate of attacks across Afghanistan in which many cities fell to rebels without a fight, the Taliban sought to portray themselves as more moderate than the one that imposed a brutal regime in the late 1990s. But many Afghans are skeptical.
Older generations remember the ultra-Orthodox Islamic views of the Taliban, which included stoning, amputations and public executions, along with severe sanctions on women, before being pulled out of the US-led invasion following the September 11, 2001 terrorist attacks.
Tumblr media
While there were no major reports of abuse or fighting in the capital of Kabul as the Taliban now patrol its streets, many residents have remained at home and prisons have been evacuated after rebels took over and looted arsenals. went. Many women have expressed fears that two decades of Western experimentation to expand their rights and rebuild Afghanistan will not escape the resurgent Taliban.
Meanwhile, Germany halted development aid to Afghanistan over the Taliban’s takeover. Such aid is a significant source of funding for the country – and the Taliban’s efforts to introduce a lighter version of itself may be aimed at ensuring that the money continues to flow.
The announcement marks the first comment on how this regime might run Afghanistan.
The promise of an apology to Enamullah Samangani, a member of the Taliban’s Cultural Commission, was the first comment on how the Taliban could rule nationally. His remarks, however, remained unclear, as the Taliban are still in talks with political leaders of the country’s fallen government and no formal handover deal has been announced.
Tumblr media Tumblr media
He said, “The Islamic Emirate of Afghanistan has with all dignity and sincerity announced a full apology to the whole of Afghanistan, especially to those who were with the opposition or supported the occupiers for years and more recently. ,” They said.
Other Taliban leaders have said they will not take revenge on those who have worked with the Afghan government or abroad. But some in Kabul allege that Taliban fighters have a list of people who cooperated with the government and are looking for them.
Samangani described the women as “the main victims of more than 40 years of crisis in Afghanistan”.
“The Islamic Emirate of Afghanistan does not want women to be victims of this anymore,” he said. “The Islamic Emirate of Afghanistan is prepared to provide an environment for women to work and study, and the presence of women in various (government) structures in accordance with Islamic law and in accordance with our cultural values.”

Women were violently repressed the last time the Taliban came to power
This would be a marked departure from the last time the Taliban came to power, when women were largely confined to their homes. Samangani did not specify exactly what he meant by Islamic law, implying that people already knew the rules. He said that “all parties should be involved” in a government.
In another sign of the Taliban’s efforts to paint a new image, a female television anchor on private broadcaster Tolo interviewed a Taliban official on camera in a studio on Tuesday – a conversation that would have once been unimaginable. Meanwhile, women in hijabs briefly demonstrated in Kabul, calling on the Taliban to “not eliminate women” from public life.
Rupert Colville, a spokesman for the United Nations High Commissioner for Human Rights, noted both the Taliban’s pledges and their fears now under their rule.
“Such promises will need to be respected, and for the time being – again understandably, given past history – these announcements have been greeted with some skepticism,” he said in a statement. “The past two decades have seen many difficult victories in human rights. The rights of all Afghans must be protected.”
Different countries weigh whether to cut or increase their humanitarian aid
Germany suspended development aid to Afghanistan for 2021, which was estimated at 250 million euros ($294 million). The German news agency DPA described Afghanistan as the nation receiving the most development aid from Berlin. Other funding goes to security services and humanitarian aid.
Meanwhile, Swedish Development Aid Minister Per Olsson Friedh said his government would slow aid to the country in an interview with Degens Neuter newspaper. But Britain remains committed to growth.
British Foreign Secretary Dominic Raab said humanitarian aid could increase to 10%. He said the aid budget would be reconfigured for development and humanitarian purposes and the Taliban would not receive any money previously earmarked for security – but added that the aid would not be conditional on how the Taliban governs.
Monday was a day of turmoil at Kabul airport as many Afghans tried to flee
Meanwhile, Kabul’s international airport, the only way out for many, reopened for military evacuation flights under the watch of American troops.
All flights were suspended on Monday, when thousands of people desperate to leave the country arrived at the airport. In shocking scenes captured on video, some of the planes clung to it as it took off and then died. US officials said at least seven people died in the chaos at the airport.
Tumblr media Tumblr media
NATO’s senior civilian representative in Afghanistan, Stefano Pontecorvo, posted a video online on Tuesday that showed US troops emptying the runway. What appeared to be a military cargo transport aircraft could be seen from afar.
“I watch airplanes take off and land,” he wrote on Twitter.
Overnight, flight-tracking data showed a US military plane flying to Qatar, which is home to the advance headquarters of US Military Central Command. A British military cargo plane headed for Kabul took off from Dubai.
Nevertheless, there were signs that the situation was still weak. The US embassy in Kabul, which now operates from the airport, urged Americans to register online for evacuees, but did not arrive at the airport before being contacted.
The German Foreign Ministry said the first German military transport plane landed in Kabul, but due to the continuing chaos, it could only carry seven people before departing again.

Biden sticks to US withdrawal from Afghanistan
Across Afghanistan, the International Committee of the Red Cross said thousands of people have been injured in Taliban attacks across the country in recent days. However, in many places, security forces and politicians surrendered their provinces and bases without a fight, possibly out of fear of what would happen when the last American troops withdrew as planned at the end of the month.
A resolute US President Joe Biden said on Monday he stood “completely behind” his decision to withdraw US forces and acknowledged the “gut-wrenching” images that surfaced in Kabul. Biden said he was faced with a choice between honoring a previously negotiated withdrawal agreement or sending back thousands more troops to start a third decade of war.
Biden said in his televised address from the White House, “20 years later, I’ve learned the hard way that there was never a good time to call back the US military.”
Talks continued on Tuesday between the Taliban and several Afghan government officials, including former presidents Hamid Karzai and Abdullah Abdullah, who once headed the country’s negotiating council. Officials with knowledge of the talks said discussions were held on how the Taliban-dominated government would function given the changes in Afghanistan over the past 20 years, rather than just dividing who controls which ministries. That is, officials familiar with the talks said. He spoke on condition of anonymity to discuss confidential details of the conversation.
President Ashraf Ghani had earlier fled the country amid Taliban advances and his whereabouts are unknown.

Dana Fuel plans feasibility research for demerger of upstream enterprise
Tumblr media
Dana Fuel, the Center East's largest regional non-public sector pure gasoline firm, at the moment introduced its intention to pursue a feasibility research for exploring a possible demerger of its upstream enterprise into a brand new firm, which, as a part of the demerger, will even be listed on the Abu Dhabi Inventory Alternate (ADX). At the moment, the corporate owns upstream oil and gasoline producing belongings together with Dana Fuel Egypt and a 35 per cent stake in Pearl Petroleum, its Kurdistan area of Iraq E&P focussed enterprise. These belongings might be collectively often called the "Upstream Enterprise". The corporate's "midstream enterprise" would be the UAE gasoline mission. This mission is at present below arbitration and two separate damages claims are being made in relation to the intervals 2005-2014 and 2014-2030. If the demerger is executed, the present shareholders in Dana Fuel will personal shares in two separate entities. Each corporations would proceed to be publicly listed on the ADX. The upstream enterprise and the midstream enterprise have fairly distinct funding prospects, and the Dana Fuel Board believes that there are an a variety of benefits to be realised by shareholders from structuring these as separate listed companies, which is the rationale the corporate is pursuing a feasibility research on the potential demerger. Hamid Jafar, chairman of Dana Fuel stated: "We're learning the feasibility of a demerger as we consider it could possibly be worth accretive for our shareholders. Our upstream enterprise has grown significantly over the past 13 years and can proceed to ship progress within the years to return. A pure-play upstream firm could entice important new funding each regionally and internationally linked to future manufacturing progress. A pure-play midstream enterprise can be extra steady and have much less publicity to commodity value adjustments. The demerger would offer the choice to shareholders to stay invested in both or each corporations at their discretion, every firm having its personal enterprise technique and alternatives." Iran: Severely ill Iranian-Kurdish woman denied care
Iranian Kurdish woman Zeynab Jalalian, serving a life sentence, is severely ill and requires specialized medical care outside prison. However, the authorities have persistently refused to transfer her to a hospital, apparently to punish her and extract forced “confessions”. In protest, she has been refusing all medications since March 2017. The denial of access to medical care in these circumstances amounts to torture.
Severely-ill Iranian Kurdish prisoner Zeynab Jalalian, 35, who is serving a life sentence in Khoy prison, West Azerbaijan Province after a grossly unfair trial, has been refusing all medications since March 2017 in protest at the authorities’ refusal to provide her with adequate medical care; their false claims to the UN that she is in perfect health and receives regular medical care; and their tampering with her medical records making it appear that she undergoes weekly check-ups. Zeynab Jalalian is at risk of losing her eyesight in prison as she is being denied specialized medical care for a worsening eye condition. She suffers from a serious case of pterygium, a wing-shaped growth of tissue that starts on the white of the eye and spreads across the cornea if left untreated. Since 2014, doctors have recommended surgery to remove the pterygium on her eyes, as it is impairing her vision and causing her severe discomfort. However, the authorities have refused to transfer her to a hospital outside prison to receive the surgery, and have only given her eye drops, which do not treat her condition.
Zeynab Jalalian also suffers from heart problems, intestinal and kidney complications, and an oral thrush condition that has caused painful white bumps on her tongue and interferes with her ability to eat and swallow. Since around March 2017, the right side of her body has gone also numb and the reason remains unknown as she has not received any diagnostic tests. According to her lawyer, over the past two years, she has repeatedly asked the prison authorities to take her to a hospital outside prison for specialized testing and treatment for these health problems but the authorities have ignored her requests. Some of her requests have been rejected outright while others have been accepted on condition that she makes videotaped “confessions”.
Please write immediately in Persian, English, Arabic or your own language:
Immediately provide Zeynab Jalalian with the specialized medical care she needs outside prison, including eye surgery, and protect her from further torture and other ill-treatment, including through the denial of adequate medical care;
Implement the recommendation of the UN Working Group on Arbitrary Detention, which calls for Zeynab Jalalian to be released immediately and accorded an enforceable right to compensation;
Order a prompt, independent and impartial investigation into her allegations of torture and other ill-treatment, bringing to justice anyone found responsible, including those with superior responsibility, in fair trials and without recourse to the death penalty.

Please check with your section office if sending appeals after the above date. This is the second update of UA 151/14. Further information: https://www.amnesty.org/en/documents/mde13/4931/2016/en/ ADDITIONAL INFORMATION Zeynab Jalalian was arrested in March 2008 for her social and political activities with the political wing of the Party for Free Life of Kurdistan (PJAK), which aimed at the empowerment of women belonging to Iran’s Kurdish minority and Kurdish self-determination. PJAK is a Kurdish political opposition group which also has an armed wing. Zeynab Jalalian was held in solitary confinement for eight months without access to a lawyer. She has said that during this period, intelligence officials tortured her including through flogging the soles of her feet, punching her in the stomach, hitting her head against a wall, and threatening her with rape. She was sentenced to death in early 2009 on the charge of “enmity against God” (moharebeh).
Zeynab Jalalian’s trial was grossly unfair and lasted no more than a few minutes. Branch One of the Revolutionary Court in Kermanshah Province claimed that she had “taken up arms against the state” despite the absence of any evidence linking her to the armed activities of PJAK. Noting her “alleged membership in the political wing of PJAK” and her movement between Iran and Iraq, the court reasoned that “she may have been indeed involved in terrorist operations but is refraining from telling the truth.” This is a violation of the right to presumption of innocence, which requires that everyone charged with a criminal offence is presumed and treated as innocent until and unless a court has judged after a fair trial that the charge has been proved beyond reasonable doubt by the prosecution. Zeynab Jalalian’s lawyer, whom she had only been allowed to appoint a few weeks prior to the trial, was denied the opportunity to represent her at the trial as he had not been informed of the date for which it had been scheduled. Her death sentence was upheld on appeal in May 2009 but was commuted to life imprisonment in December 2011 after she was granted clemency by Iran’s Supreme Leader.
Since her arrest, Zeynab Jalalian has consistently been under pressure from the authorities to make videotaped “confessions”. In May 2016, she was featured in a state television programme called “The Shadow of Terrorism”. It denounced PJAK as a “deadly terrorist group” bent on “brainwashing” and recruiting “gullible” youths and children and killing women and children. The programme referred to reports about Zeynab Jalalian’s denial of access to medical care as “a typical propaganda tactic by the terrorist PJAK to take advantage of a victim”. Zeynab Jalalian was shown in the programme saying: “The reports about me having lost my sight, my life being at risk or that I am sick are not true. I have had some medical problems but they have been minor.” This account was reinforced with lengthier interviews with the head of Khoy Prison, a prison social worker, and a woman introduced as Zeynab Jalalian’s cell mate whose face was blurred. They claimed that Zeynab Jalalian has had full access to medical care and her eye pain has been resolved with the use of eye drops. Her sister has since told Amnesty International that Zeynab Jalalian has retracted her statements in this programme, saying that she was coerced into making them. Following the broadcast, Zeynab Jalalian’s lawyer stated in an interview that both her eye condition and her mouth infection were worsening, the basic treatment provided in the prison clinic was insufficient, and she required specialist treatment in a hospital.
In April 2016, the UN Working Group on Arbitrary Detention called on Iran to release Zeynab Jalalian immediately as she had been detained only for peacefully exercising her rights to freedoms of expression and association through “her activities as a social and political activist for the rights of Kurdish women” and “her involvement in political activism… with the non-militant wing of the PJAK”. The Working Group stated that she had been denied the right to a fair trial and that her treatment violated the prohibition of torture and other cruel, inhuman or degrading treatment or punishment. The refusal of authorities to provide prisoners with medical care constitutes torture if such deprivation is intentional and inflicts “severe pain or suffering” for such purposes as punishment, coercion or intimidation, obtaining a “confession”, or for any reason based on discrimination of any kind. Dubai Bank Wins Right to Swap Abraaj Debt
Noor Bank PJSC, which provided a $100 million loan to the collapsed Abraaj Group, won the right to swap the debt for stakes in some of the Dubai-based buyout firm’s funds, according to people with knowledge of the matter.
Privately-held Noor Bank won approval from a court in the Cayman Islands, where Abraaj is undergoing a supervised restructuring, to take ownership of stakes in the funds that were pledged against the loan, the people said, asking not to be identified because the process is private.
Noor Bank will hold the stakes alongside other investors and limited partners, the people said. The lender may eventually be able to recover more than it lent to Abraaj when the assets in the funds are sold, one of the people said.

Abraaj was one of the most high-profile private equity companies in the Middle East until its dramatic collapse last year. The firm owes banks more than $1 billion and is being restructured after it defaulted on loans and was found to have borrowed money from some of its own funds to meet operating expenses without investors’ consent, people with knowledge of the matter have said.
Asset Sales
Court-appointed liquidators are now seeking to sell its funds and assets to repay investors. Noor Bank declined to comment, while Abraaj’s liquidators, Deloitte LLP and PricewaterhouseCoopers LLP, didn’t respond to emails seeking comment.
Other creditors to Abraaj include the Kuwait Public Institution for Social Security, Dubai-based Mashreqbank PSC, Sharjah-based Crescent Group Chairman Hamid Jafar, Commercial Bank of Dubai PSC, Societe Generale SA and discount carrier Air Arabia PJSC, according to a PricewaterhouseCoopers report.
Noor Bank, controlled by Dubai’s government and ruling family, is one of seven Islamic banks in the United Arab Emirates. In the first-half of last year, it posted a 76 percent increase profit to 321 million dirhams ($87 million).
