Firefighters call for building safety body to be renationalised
BRE to be renationalised
The Fire Brigades Union has committed to fighting for the Building Research Establishment (BRE) to be renationalised (yesterday, 13 May). The commitment came in the form of a motion passed at the union’s annual conference, the first in-person conference since the pandemic. In the union’s view BRE’s private ownership has led to failures of competency, and BRE going too far to please the corporate clients whose products it tested and whom it relied on for income.
The BRE is involved in the testing and certification of materials for the construction industry. It was responsible for testing several of the key materials used in Grenfell Tower’s refurbishment, including cladding and insulation materials, and fire safety tests. BRE was privatised in 1997, and continues to test building materials as a private company today.
In the motion the union describes this privatisation as a “disastrous decision, opening the testing regime to commercial pressures and commercial interests”, and says that renationalisation would “ensure greater accountability, including a clear obligation to act in the public interest and without pressure from business and commercial interest”.
Grenfell Tower London:
In its submissions to the Grenfell Tower Inquiry the union has previously expressed the view (page 38, para 101) that errors and oversights at the BRE contributed to the Grenfell Tower fire, and that BRE testing allowed manufacturing companies to persuade others that their products were regulation-compliant, and that these errors and oversights were caused at least in part by the BRE being privately owned.
Matt Wrack, FBU general secretary, said: “Building Research Establishment private ownership has been a complete disaster. Corners have been cut and building safety compromised as the BRE bowed down to the building material companies which pay its wages. There is even information that suggests that BRE failures may have had a role in Grenfell. It’s time to end this utter mess now.”
The conference motion specified that “Oversight of this restored public testing and research facility should be by a board, representative of tenants and residents, local and national government, trade unions representing workers in Fire and Rescue Services and the construction industry”.

The Grenfell Tower disaster has exposed multiple failings in the building safety regime in the UK, including in the development, testing and certification of materials for the construction industry. The privatisation of the Building Research Establishment (BRE) has been exposed as a disastrous decision, opening the testing regime to commercial pressures and commercial interests.
Conference instructs the Executive Council to lobby for the BRE to be returned to full public ownership. This shall ensure greater accountability, including a clear obligation to act in the public interest and without pressure from business and commercial interest. Oversight of this restored public testing and research facility should be by a board, representative of tenants and residents, local and national government, trade unions representing workers in Fire and Rescue Services and the construction industry.

BRE announces new Director of BREEAM
Ethical and sustainable construction champion Dr Shamir Ghumra takes on a new role at helm of BREEAM – the leading international portfolio of sustainability standards (including CEEQUAL and Home Quality Mark) that has been driving global improvements in buildings and infrastructure for over two decades.
Formerly Director of Sustainable Products at BRE, Shamir has a strong background in ethical construction, leading on the development of BRE Global’s Ethical Labour Standard BES 6002 as a way for organisations to evaluate and eradicate modern slavery from their supply chains.
Shamir said “I am very pleased to take on this role as Director of BRE Global’s flagship sustainability certification scheme BREEAM which is now being actively applied to buildings in over 70 countries around the world. I look forward to meeting and working with our many partners, assessors and international clients as we collectively use BREEAM to Build a better world together benefitting people, businesses and our planet.”

BRE have today announced the launch of its integration of BREEAM, the world’s leading sustainability assessment method for master planning projects, infrastructure and buildings, with Measurabl, the world’s most widely adopted sustainability software for real estate.
The integration automatically syncs BREEAM’s GreenBookLive – a registry of BREEAM certifications – with Measurabl’s platform to improve the accuracy of sustainability reporting to protocols like GRESB and CDP and simplify the tracking and maintaining of sustainability certifications for building owners and operators. GRESB integrates new BREEAM API to enhance green building certification reporting
GRESB and BRE have collaborated to integrate a BREEAM API with the GRESB Portal for the 2018 reporting cycle.
The link unlocks the capability to locate, select and match valid BREEAM certificate entries to specific assets within a GRESB portfolio and help to improve the speed and accuracy of reporting for clients.
GRESB participants can already link building certifications via the ‘Certification’ tab within the Asset Portal. However, the addition of the BREEAM certification dataset via the newly introduced API provides another layer of transparency and efficiency to GRESB reporting.
The new functionality will be live for the 2018 GRESB reporting period and is the first step in connecting GRESB to a BREEAM certification dataset in this way. Further functionality will be added over time as the two organisations continue to build stronger linkages.

Award-winning building designer practice One Creative Environments Ltd. (One) has been awarded BRE Global BIM Level 2 Business Systems Certification.
One is an integrated multidisciplinary building design business working in masterplanning, architecture, landscape architecture, civil and structural engineering and building services both in the UK and abroad. HS2 awarded first BREEAM Infrastructure certificate
Friday 9th February 2018 – HS2 has become the UK’s first infrastructure project to be awarded a BREEAM Infrastructure (pilot) Scheme Certificate for its ambitious sustainability strategy on Phase 1 of the project.
The assessment demonstrates that HS2 is committed to going beyond enhancement and protection of the environment, to address the key social and economic impacts of the development. It includes features such as working in harmony with communities, being a great neighbour, putting safety and wellbeing at the heart of the project, and building sustainable economic benefits for the whole of the UK, such as better skills and career opportunities for a new generation.

New Special Interest Group to enhance security in the built environment
To help drive better security in the built environment, a new Special Interest Group has been launched by building science centre, BRE, in partnership with the Security Institute – the UK’s largest professional membership body for security professionals.
“Rightly so, security is high on everyone’s agenda,” says BRE Associate Director and Special Interest Group co-chair, Gavin Jones, “We want to see more security professionals engaged both in the development of the built environment, and in helping organisations to operate safe and secure premises. The Group will work to increase opportunities for security professionals and raise the profile of the security industry.”
Mark Tucknutt, Security Institute board member and Special Interest Group co-chair commented, ‘Security is increasingly recognised as a discipline in the built environment, and through this group we hope to promote the benefits of thorough, professional consideration of security in the design process. We invite not only security consultants, engineers and managers but all built environment professionals to participate and help us in designing to reduce the risk of crime and terrorism’.
A recent BRE National Security Survey created to help identify priorities for new research, standards development, campaigns, events and training in the area of protective security has shown that people have become more security-conscious. Out of over 200 participants that took the survey, 81% of participants considered security a factor when deciding which property to rent or buy; and over 50% said they may be influenced by security when deciding whether to attend an event, concert or festival.
Aimed at industry experts across all disciplines, including security experts, architects, planners, manufactures, installers and suppliers, the Special Interest Group was officially launched at the ‘Planning Today for a Secure Tomorrow’ event at BRE, Watford on 2 November 2017. The event focussed on the future role of the planning system in creating safe and secure urban environments. It gained the views of both the public and private sector, including key representatives from the Department for Communities and Local Government, the National Counter Terrorism Security Office and the Planning Officers Society.

BRE Global BIM Level 2 Business Systems Certification News
International Well Building Institute and BRE collaborate to advance human health through better buildings
In an environment where partnership is the new leadership, the International WELL Building Institute (IWBI) and BRE used the recent Greenbuild in Boston Nov. 8-10 to demonstrate to the market the value of collaboration.
“Our relationship with BRE is in evidence across several categories,” said IWBI Chairman and CEO Rick Fedrizzi. “We’re proud of the pioneering work we’ve done by developing a crosswalk between the WELL Building Standard (WELL) and BREEAM, simplifying for the market opportunities to use these two leading building standards in tandem to achieve both sustainability and human health goals.
“Additionally, we’ve partnered with BRE to undertake practical performance verification research as we are developing WELL v2,” said Fedrizzi. “Onsite performance verification is a unique hallmark of WELL. When it comes to human health, good intentions and checklists are simply not enough to ensure that a building’s performance is in a position to improve human performance. Our shared commitment to this idea of verified performance is why leadership companies are committing to the high bar that WELL provides.”
A key resource used by BRE in undertaking this performance verification research is the room-sized environmental chamber in which known concentrations of volatile organic compounds (VOCs) or other indoor air pollutants may be introduced into the space at controlled temperature, humidity and ventilation rates. The chamber, built to the “standard room” specifications prescribed in the European Standard CEN/TS 16516: 2013, was designed, built, and commissioned as part of a recent collaborative European Commission (EC) research project.
Two VOC source chambers are used – one to trial the VOC sources and one through which air is passed to carry the VOCs into the chamber. In the current, research the chamber is used to compare VOC measurement methods and technologies for the determination of ‘TVOC’ (total VOC) in air at given concentrations of selected VOCs.
The current research initiatives being undertaken jointly by BRE and IWBI also involve evaluation of monitors used to measure particulate matter in air, and evaluation of the methods used to measure light levels and to use the data in order to assess circadian lighting.
“We see the value of successive rounds of collaborative research in pushing the envelope when it comes to ensuring that performance verification methodologies are robust and fit for purpose,” said Dr. Andy Dengel, CChem MRSC, Director, BRE Environment. “That’s why we’re excited to showcase this work to WELL practitioners and power users who are contributing to the development of WELL v2.”
“We had tremendous response to BRE’s presentation at the first of our v2 Roundtables, which was held at Greenbuild last week,” said IWBI Chief Product Officer Rachel Gutter. “BRE is a great partner for this work, and we look forward to sharing their methodologies at other v2 Roundtables in the coming months.”

European Construction Institute joins BRE
The European Construction Institute (ECI) has become part of BRE alongside Constructing Excellence with effect from 1 September 2017.
Working with and for its membership, the ECI mission is to drive project execution and delivery best practice across the international engineering construction sector. The move is designed to strengthen and grow the ECI membership and its positive impact on the sector at a time of significant global challenge.
ECI’s core themes are Project delivery; Leadership and people development; Innovation and technology; and Safety, health, environment and quality (SHEQ). BRE and Graitec partnership set to drive BIM uptake

The announcement, which comes in the form of a letter to the residential property developer industry, indicates that the government will try and secure up to £4bn for cladding repairs to buildings between 11 and 18.5m from developers. The BBC has further reported that the government may pay the costs if the funding cannot be secured from developers. Previously, many leaseholders in these buildings had been set to pay the cost of these repairs.
However, this does not cover other building safety defects in buildings of this height – and existing funding does not cover these other issues in buildings over 18m. Issues with defective fire doors, internal compartmentation, wooden balconies or other construction defects have also rendered many buildings unsafe.
It is not clear that £4 billion will be enough to cover the cost of these repairs. According to the BBC, “experts” have questioned whether this figure will be sufficient.

Matt Wrack, general secretary of the Fire Brigades Union, said:
“This is a result of determined campaigning by leaseholders and tenants. It shows that the government can be pressured into progress, and we commend the efforts of campaigners.
“We have always been clear here – residents should not carry any cost for failure they did not cause. Developers, suppliers and buildings owners are responsible, and they should pay.
“However, this announcement does leave us with cause for concern. This change does not cover all fire safety failings in buildings of this height. Over four years after Grenfell, this means that residents are left desperately short of where they need to be.
“Government failures allowed this to happen – they cannot shirk their responsibility.
“The FBU stands in solidarity with all victims of the building safety crisis.”

Good thing nobody was in the house when it collapsed at around 1am today. A woman who lives near the house which collapsed said she thought the cordon was because of a gas leak.
And Anna Maria Rodi, who lives further up the south west London road where the house collapsed off Kingston Hill.
The said property, which had a swimming pool, was left as little more than rubble after the dramatic collapse in the early hours of Monday morning.

She added: ‘I didn’t know what happened, I thought it was a gas leak but I didn’t hear or see anything. There was lots of scaffolding there and it’s just been sold, I think the new owners were having work done. My kids have been there before to play in the pool.’
London Fire Brigade said: ‘Firefighters attended a house collapse on Derwent Avenue, Kingston Vale in the early hours of this morning. The majority of the two storey house collapsed.

‘Extensive search was carried out and thankfully it appears that no one was in the property at the time of the crash. The Brigade was called at 0110 and the incident was over for us at 0416. Fire crews from New Malden, Wandsworth, Kingston, Battersea and Heston fire stations were at the scene.’
Police spokesman said: ‘Police were called shortly before 01:00hrs on Monday, 3 April, to reports that part of a building had collapsed in Derwent Avenue, SW15. Kingston officers remain at the scene, and cordons are in place for public safety. Nobody is believed to have been inside the property, which had been undergoing renovation. There are no reports of any injuries. The matter has been referred to the London Borough of Kingston-upon-Thames.’

26th September 2021 – The Labour Party has backed action in relation to the building safety crisis that has arisen since Grenfell, calling for “sustained investment” in public services that could help resolve the crisis and prevent it continuing in new buildings.

The party took the step through the passing of a motion at its conference today. The motion calls for “more sustained investment in local authority building control, in fire service fire safety teams, fire inspectors and in other public agencies required to ensure building safety”, and opposes “privatisation, deregulation and contracting out” of these services. These services will help detect building safety issues in existing buildings and help prevent them arising in future buildings.
In the Labour conference debate on the motion Rosa Crowley-Bennett, a serving firefighter and Fire Brigades Union member, said “One story that stays with me is from my old station area in Moss Side, Manchester. My crew and I were carrying out a high rise building visit after the Grenfell Tower Fire. We were knocking on doors and providing safety advice to residents. One resident on the 5th floor told me that she had become so terrified of the fire risk and apparent lack of progress to address this, that she had bought a rope ladder which she planned to use to escape from a window in the event of a fire”.

The motion states that there “remains a deep, unresolved crisis in building safety”, and notes that hundreds of thousands are “trapped” in unsafe buildings, with “tenants and leaseholders expected to pay the price” for the crisis.
The motion also recognises that “four years on from the Grenfell Tower fire, there is still no justice for the bereaved, survivors and residents”, says that the party “stands in solidarity with the firefighters who attended” the fire, and backs cladding campaigners.
The motion was brought to Labour Party conference by the Fire Brigades Union.
Matt Wrack, general secretary of the Fire Brigades Union, said that: “People up and down the country are stuck in homes, schools and offices which are death traps. To say that is unacceptable is a huge understatement, and we are glad that the Labour Party has come together and backed action that will help resolve this situation.
“More than four years after the fire, the courage and strength of the bereaved, survivors and residents of Grenfell as they fight for justice and safer buildings is clear to all of us. We at the FBU stand shoulder to shoulder with them in their fight.”
Rosa Crowley-Bennett, a serving firefighter and member of the Fire Brigades Union, said in her speech to conference proposing the motion: “On the 14th June 2017 the fire at Grenfell Tower claimed the lives of 72 people. It devastated a close-knit, working class community in the heart of London. My colleagues in London worked tirelessly in impossible conditions in the face of an unprecedented fire.
“This tragedy also marked the beginning of a national scandal which still continues to unfold in front of our eyes.
“In all the discussion of regulation and legislation, we must never forget that this debate is about real people, with real fears, suffering grave injustices in what should be one of the most basic of rights: the right to a decent and safe home.”
The building safety crisis
• In the years following the Grenfell crisis it has become clear that many buildings across the country are unsafe in relation to fire safety, with issues including flammable cladding, issues with building cavities, and issues with escape routes.
• This crisis has had two main impacts, with homes, schools and offices continuing to be unsafe and some homeowners facing potential costs of tens of thousands of pounds to remedy the issues.
• The government has committed around £5 billion to go towards fixing the crisis. But there are limitations around this money, including limited availability for social housing providers and the fact that the fund is only meant for cladding. Moreover, the Housing, Communities and Local Government has estimated that the crisis will cost £15 billion to fix – and that’s just for residential buildings alone.

Grenfell Tower fire: hold ministers and contractors to account
Conference notes that more than four years after the Grenfell Tower disaster there remains a deep, unresolved crisis in building safety, trapping hundreds of thousands in unsafe buildings, with tenants and leaseholders expected to pay the price for rectifying safety problems caused by building owners, developers and contractors.
On 14 September, the Building Safety Bill committee heard witnesses arguing to continue with the deregulated, privatised regime, which undermined local authority building control and fire inspectors.
The Grenfell Tower Inquiry, which resumed on 20 September, is reaching a critical stage. Four years on from the Grenfell Tower fire, there is still no justice for the bereaved, survivors and residents.
Conference supports tenants and residents campaigning for remedy as a result of the cladding scandal.
Conference commends the work of Labour’s shadow team and Labour MPs scrutinising the government’s Fire Safety Act and Building Safety Bill, to ensure the public are protected by building safety regulation.
Conference stands in solidarity with the firefighters who attended the Grenfell Tower fire.
Conference supports the work of the FBU and other core participants representing the bereaved, survivors and residents in the Inquiry, who are fighting for politicians and contractors to be held to account for the cladding and other safety breaches.
Conference resolves to campaign for more sustained investment in local authority building control, in fire service fire safety teams, fire inspectors and in other public agencies required to ensure building safety.
Conference further resolves to oppose privatisation, deregulation and contracting out of such services.

Of the two ambitious projects from the same client to make the shortlist, the Town House is the more conventional architectural project. It is very accomplished. The challenging brief framed a bold aspiration to design the beating heart for Kingston University within a building worthy of the international stage. Combining two dynamically opposed uses – dance studio and library – the result is both technically and spatially excellent, generating a warm, dynamic energy that truly captures the spirit of learning.

Conceptually, the building exploits two key devices: the colonnade and the courtyard. Wrapping the building in a tall colonnade gives it presence on the street, successfully balancing the need to make a landmark statement with the wider need to respond respectfully in size and scale to its context. This objective is further aided by the exquisite detailing of the exposed concrete frame, its language running inside and out, replicated and rotated at each junction but never repeated.

The collision and separation of opposing uses, like a dance itself, creates endless connections through voids, views, stairs and windows. When occupied by people, the dynamic interplay will prevent the building from feeling sterile or institutional. The acoustics, too, are expertly controlled, with quiet and noisy uses set symbiotically side by side. Spaces flow freely around the inner courtyard where students meet, surrounded by creativity on all sides.
The building performs well environmentally, achieving BREEAM Excellent in design. Its embodied carbon has been reduced through structural efficiency, the use of better concrete mixes, and designing out the need for a carbon intensive basement. As well as performing architectural and aesthetic functions, the concrete frame’s thermal mass helps to regulate indoor temperatures, reducing the overall energy load.

This building is about high quality at every scale, from the choice of materials, to the more abstract characteristics of warmth and flow. The muted colour palette and detailing too is controlled and expertly executed: nothing is out of place, everything is considered, and the result is a rich, beautiful canvas against which to set young creative minds free.
