Despite the credits, this original splash page was drawn by David Wenzel (pencils) and Duffy Vohland (inks), not Jim Steranko. The page was included in Captain Britain #16 (January 1977), a Marvel UK series which published US reprints. This page preceded the Nick Fury story from Strange Tales #166 (March 1967). It’s a pretty damn good Steranko imitation, though.
