Headcanon: Omega hasn't actually removed the tracker Eggman stuck in him. Eggman and every Badnik in the empire know his location at all times.

Eggman sent squads of Badniks after him for months before getting wise to the fact that Omega looked forward to every next delivery of robots for him to destroy. (Like doordash but for knuckle sandwiches instead.)
