HMO’s (House in multiple occupation)
Licensing is mandatory for all HMOs which have three or more storeys and are occupied by five or more persons forming two or more households. 
To protect tenants in HMOs from poor conditions, the government regulates:
the quality of the accommodation
that you or your representatives are suitable to manage a HMO
that you do not have too many people living in your HMO
that HMOs considered high-risk are monitored.
Can Councils set minimum room sizes?  There are other powers available to the local authority based on Part 10 of the Housing Act 1985 which puts down overcrowding standards applicable to all sorts of property. This then sets a minimum room size of 6.5 sq/m for adults. For any House in multiple occupation license and any local ‘standard’ it is essentially for guidance purposes. It cannot be used as a substitute for the local authority considering an application on an individual basis whether the particular property to be licensed is suitable by a set number of residents. The decision as to the fitness of premises has to take into account the premises as a whole; not just individual room sizes. 
National Minimum Room Size Standards: You should be aware that there are national minimum room size standards on overcrowding. Part X of the Housing Act 1988 sets a minimum room size for overcrowding which applies to all dwellings including HMOs and will be the basis of most local authority guidance on licensed HMOs. 
Is a HMO licence transferable when the property is sold? A licence lasts for a maximum of five years, in some cases it may be for a shorter period. The law requires that a new licence is applied for on, or before, the expiry date of the previous licence.The licence applies to both the property and the licence holder. This means that when the licence holder changes a new licence application is needed. The licence cannot be transferred.

Sustainable Design : Attached is a project we did (four town houses) using  low-energy design principles and investment in the building fabric, we used the fundamental principle of sustainable design by working with nature rather than against it, we looked in to harnessing the solar energy, keeping the house warmer in the winter ad cooler/overheat prevention in the summer. We used high levels of air-tightness, screening for overheating, positioning for solar gain. We're using passive and powered controlled ventilation. We're also taking in to account materials used in the construction of the houses, we are taking the approach of the less energy used in production and transportation the better. Timber will be sourced from managed forests and will be certified as such, and not be from endangered species.

Architectural firm has designs on top awards
Burnley-based design practice have been short-listed for two national awards.
The company is a finalist in the 2015 British Muslim Awards which will be held at the Chateau Impney Hotel, West Midlands.
And their director Saira  has been shortlisted as a finalist in the design category at the 2015 Duke of Gloucester Construction Youth Trust Awards, which will be held in London.
Architectural Designdesigns and builds residential and commercial buildings along with other design and branding work.
They were selected from among hundreds of rival nominees across the country to become one of the five finalists in the prestigious creative and technology design category.
Saira Hussain has worked on projects based in Media City Manchester, Spinningfields, Hackney Wick in London and recently the Aroma Shisha lounge which is ‘the biggest shisha lounge in London.’
Saira, reacting to her nomination, said: “I really did not expect this and am absolutely thrilled, thank you to Charles  at  University for nominating me.”
And on the company nomination, she said: “It’s fantastic to be selected for an award highlighting our achievements in both creativity and technology.”

A director of an architecture practice with offices in Huddersfield has been shortlisted for an industry prize.
S Hussain, who graduated in architecture from Huddersfield University, has been nominated in the 2014 E3 Business Awards, which take place on September 18 at the Reebok Stadium in Bolton.
Miss Hussain is a director of Burnley-based which has an office at New North Road in Huddersfield and provides architectural services, planning permission and construction services.
She was chosen from hundreds of nominations to become one of the four finalists for the prestigious Young Entrepreneur of the Year category.
Saira said the nomination was recognition for the firm’s efforts in the past few years, adding: “We’re absolutely thrilled to be nominated for the E3 Awards.”

Reason for starting: When I graduated it was in the midst of the recession in the UK and, like the quote reads, “If opportunity doesn’t knock, build a door.” Being an architectural designer, I decided to do just that.
How do you define success? There is no secret to success, success is the result of hard work, consistency, commitment, preparation and learning through failure.
Biggest Success: I have been nominated for over 15 awards in the last few years, including The Duke of Gloucester Awards, Red Rose Awards, English Asian Business Awards, and has recently won two awards (Including Innovation in Urban Design Projects) in the Architecture and Engineering categories for Build Magazine.
Some of the highlights have been things such as interviews for BBC Apprentice along with being invited to take part in a Property developing program on ITV. One of our houses just recently featured on BBC House that 100k built.
What is your top challenge and how have you addressed it? I was always told that the construction industry was “no place for a woman,” and I understand that women make up only 11% of the industry, facing massive barriers on a daily basis. However I feel both the image and culture of construction is slowly changing, and as a woman I will continue to work towards fighting for better conditions and more flexible working policies that allow both men and women with other responsibilities to work within the industry. I’ve recently started to carry out design classes/talks in schools and colleges to encourage young females to join the industry.
Who is your most important role model? My mum. All her life she worked so hard so me and my siblings would have everything we needed to achieve our goals. In the architecture world, Zaha Hadid! Without a doubt. The greatest female architect that ever lived/lives! Also the first woman to win RIBA’s Royal Gold Medal.

HAD were finialist of the British Muslim Awards 2015.
The evening was one of recognition; celebrating the great success of innovations that are shaping our world for a more sustainable future and the business achievements of entrepreneurs from the business community based throughout England. Accolades included Business of the Year, Entrepreneur of the Year and Young Achiever of the Year, amongst many others.
Amongst the awards presented on the evening Hussain Architectural Design were finialist in the service to creativity and technology category.
Among the high profile attendees and business personalities were Zaha Hadid, Politician Sajid Javed, James Caan from Dragon's Den and many more.
“It was a fantastic evening and a great pleasure to be amongst some truly inspiring individuals. Inspiring a new generation of Built Environment professionals
Design Engineer Construct is an accredited learning programme for secondary-school age students and has been expertly developed to create and inspire the next generation of Built Environment professionals. Through a project-based approach, DEC! applies pure academic subjects to the latest construction industry practices. The result is young people with real-world practical experience and employ ability skills.  Hussain Architectural Design was part of the Design/Engineering/Construct workshops at Blessed Trinity RC College in Burnley.

Planning permission for day nurseries
Hours of operation Clients will not need planning permission to use a building as a Nursery, as long as the current use is lawfully within the D1 use class. 
When checking that the building use is lawful, clients should at the same time check to see if there are any planning conditions, preventing or restricting the use of the building. Examples of these conditions may include:
Limits on opening hours
Limiting the use of premises to one specific D1 use, such as a Doctors Surgery, but prohibiting changes to any other uses within the D1 class
Planning permission that has expired i.e in three years
Most Nursery proposals will require planning permission as they would be more likely to alter the character of the building and produce an impact on the area.
