I have uncovered the reason

one of the online stores states this:

and today I got a marketing email from Random Guy which said he had a Big Bad Toy Store exclusive figure, so I went on that site, and sure enough:

so the mystery is solved. the online stores have to wait for Hasbro Canada to get their shit together, whereas Random Guy just preorders everything on BBTS and hopes someone wants it

I preordered some Transformers last year and a random guy selling toys out of his house here in Ottawa now has them in stock (one of them since two weeks ago) and the online stores don’t. What’s up with that
