for the purpose of as much accuracy and truth as possible, being able to ride a bike means:

you can ride any bike with no training wheels

for the purpose of as much accuracy and truth as possible, Being able to ride a horse means:

you can tell the horse to trot, achieve the trot, and comfortably post the trot

you can return to the walk from a trot, and you can perform a full halt from a walk or a trot

you can half-halt/successfully slow down while trotting

you can steer in both directions with generally good accuracy

you can identify your posting diagonal and switch to the correct one, and be on the correct diagonal for the majority of your time posting the trot

you can maintain a correct position (particularly in your heels and back) so that you are appropriately balanced for most of your time in the saddle, and that your horse is appropriately comfortable

you can maintain a calm enough emotional and mental state during the ride so that your horse does not become detrimentally frightened, nervous, or agitated

you can do all of this WITHOUT being instructed during the ride on how to do any of these things, being lead-lined, being on a lunge line, or being on a trail/following another horse that is in front of you.

Also imagine that the horse you are riding for all of this is of perfectly average standings—their amount of training and riding experience is completely average, being not green, but not incredibly experienced either, and not of bad temperament, but not of completely calm and bombproof temperament either, etc.

(you also can be riding this horse in whatever discipline you want, of course, though some of my bullets may be biased towards english riding!)
