“This is not what I voted for. I voted for Trump because I thought he’d straighten things out, not do something like this,” said Lang, 59, a third-generation steelworker, whose son also works at the same steel mill in Farrell in western Pennsylvania’s Mercer County.

The county voted for then-Republican candidate Trump by more than 24 points in the 2016 U.S. presidential election. Some Republican strategists said Trump’s tariffs appeared partly to be timed to sway voters in Pennsylvania steel country, where a special election is being held for a U.S. House of Representatives seat next Tuesday.

Trump is scheduled to visit Moon Township about 60 miles southwest of Farrell on Saturday to support the Republican candidate and he is expected to be warmly received in an area he also won handily in 2016. U.S. steel companies such as U.S. Steel Corp (X.N) and AK Steel Holding Corp (AKS.N) – seen as winners thanks to the president’s actions – have lauded Trump’s tariff on imported steel.

U.S. Steel said it would restart one of two idled blast furnaces at an Illinois steel plant, creating up to 500 jobs.

But Lang is one of around 780 workers at the Novolipetsk Steel PAO (NLMK) (NLMK.MM) mill, NLMK’s U.S. subsidiary which imports around 2 million tons of steel slabs annually from its Russian parent company. The slabs that the mill rolls into sheets for customers including Caterpillar Inc (CAT.N), Deere & Co (DE.N) Harley Davidson Inc (HOG.N) and Home Depot Inc (HD.N), are almost impossible to acquire from U.S. steel producers.

Bob Miller, Chief Executive Officer of NLMK’s U.S. unit, said if his company’s customers refuse to accept a 25 percent price hike as a result of the tariffs, nearly 1,200 workers could eventually lose their jobs – and the ones in Farrell would be the first to go when supplies of imported slabs run out.

Miller said tariffs will also force NLMK to shelve planned $600 million investments in plants in Pennsylvania and Indiana, around $400 million of which was earmarked for upgrading antiquated equipment at its Farrell plant.

Trump has stood by the tariffs, despite resistance from his fellow Republicans and other countries, which have vowed to respond with levies of their own. On Thursday, Trump pressed ahead with the imposition of 25 percent tariffs on steel imports and 10 percent for aluminum.

Some steel executives such as Miller say this is the ultimate irony: by acting ostensibly to protect U.S. steel jobs with sweeping tariffs, Trump will also kill off some steel jobs.

“The workers here in Farrell are on the front line,” Miller said. “This policy is picking winners and losers and unfortunately, we are the losers.”

The tariffs are good for steel producers that melt and produce their own steel. But for those like NLMK, which is reliant on imported raw materials, they could prove catastrophic.

The mill is the largest employer in Farrell and accounts for more than one fifth of the town’s tax base. Mercer County has a poverty rate that is nearly double the national average.

The area was America’s steel heartland, with mills dotting the landscape until the industry’s decline began in the 1970s because of an increase in global competition. The mill owned by NLMK has existed since the beginning of the 20th century, but experienced two lengthy shutdowns and mass layoffs in the 1990s.

Its blast furnace was sold for scrap and instead of producing steel, its current crop of workers heat 25-ton imported steel slabs to a glowing-orange temperature of 2,400 degrees fahrenheit (1,316 Celsius) before rolling them down in some cases to as thick as a few sheets of paper.

Amid blasts of steam, intense heat, dirt and noise, the mill’s 600 union-represented workers earn up to $27 per hour, a solid middle-class wage.

Terry Day, local president for the United Steelworkers union, said the 1990s shutdowns convulsed the community and resulted in a spate of suicides and divorces.

“This time it will be much worse,” said Day, 53, who experienced both shutdowns. “Back then there were other jobs to go to, but now there’s nothing else here.”

“It would be devastating.”

Steel customers ranging from automakers General Motors Co (GM.N) – which makes its Cruze sedan in Lordstown, Ohio, around 20 miles west of Farrell – and Ford Motor Co (F.N) to soup maker Campbell Soup Co (CPB.N) and brewer Molson Coors Brewing Co (TAP.N) are expected to lose, as tariffs will allow domestic steel producers to raise prices.

But likely job losses within the steel industry run counter to Trump’s professed aims of bringing back manufacturing jobs.

“There is a substantial number of people in the steel industry that could lose their jobs as a result of tariffs,” said metal analyst Charles Bradford of Bradford Research.

Farrell can ill afford to lose its NLMK steel jobs.

The town’s population of under 5,000 is less than a third of what it was in 1920. As of June 2017, there were around 11,000 steel jobs in Pennsylvania, 2 percent of the state’s 546,000 manufacturing jobs. Mercer County had 5.5 percent unemployment in December – above the state rate of 4.8 percent and the national rate of 4.1 percent.

The Farrell mill was originally owned by a U.S. firm that went bankrupt in 1992 and was subsequently owned by British and Swiss companies before the Russians bought in back in 2006. Since then, NLMK has invested around $1 billion in its U.S. operations, U.S. CEO Miller said.

Miller is working to lobby the Trump administration to follow the precedent of former Republican President George W. Bush’s administration, which allowed quotas for slab steel in 2002 rather than applying tariffs as it did for products that were domestically produced.

Those quotas allowed the Farrell plant to keep operating and Miller hopes the Trump administration will follow suit.

The mood in Farrell is grim and fearful. Truckers coming to pick up coils of rolled steel ask when the mill will go out of business and plant manager Bill Benson says workers keep asking him: “What on earth is Trump thinking?”

LUXEMBOURG (Reuters) – Latvia’s ABLV Bank, accused by U.S. authorities of large-scale money laundering, will be allowed to look for new investors for its Luxembourg branch after a court there ruled against forced liquidation by EU authorities, the bank said.

The decision comes after the European Union’s Single Resolution Board and the European Central Bank (ECB) said last month ABLV was failing and would be wound up.

It followed allegations by U.S. authorities Latvia’s third-biggest bank had covered up money laundering, bribed officials and facilitated the breach of sanctions against North Korea. ABLV has denied wrongdoing.

The accusations effectively froze the bank out of U.S. dollar financial markets, prompting its closure and hurting some local peers.

But the Luxembourg court on Friday rejected a request from the financial regulator — Commission de Surveillance du Secteur Financier (CSSF) — to liquidate ABLV’s Luxembourg branch, the court said in a statement.

The CSSF had been made a temporary administrator of the bank. The court said it appointed two new administrators on Friday.

ABLV said its Luxembourg branch had a strong financial standing, which was recognized by the court, and it would now look for new investors.

“The court has appointed two external administrators which will work at the bank during the following six months until the bank finds new investors,” the bank said in a statement late on Friday.

It was “very satisfied that the soundness of the Luxembourg entity has been recognized”, it added.

ABLV could not be immediately reached for further comments.

U.S. President Donald Trump set import tariffs on Thursday of 25 percent on steel and 10 percent on aluminum, to come into force in 15 days. But he exempted Canada and Mexico and held out the possibility of excluding other allies.

After meetings with U.S. trade envoy Robert Lighthizer in Brussels, EU and Japanese trade officials said negotiations would need to continue.

Europe’s trade chief Cecilia Malmstrom described talks with Lighthizer as “frank” and said they had not brought clarity on the exemption procedure. Talks would continue next week.

“As a close security and trade partner of the US, the EU must be excluded from the announced measures,” she tweeted after bilateral and trilateral meetings.

Japanese Trade Minister Hiroshige Seko said he had expressed Japanese concern to Lighthizer and warned of major market disruption.

“We call for calm-headed behavior,” he told reporters.

Seko did not go into what conditions might allow Japan to evade tariffs and, asked if Lighthizer had brought up the U.S. trade deficit with Japan, Seko said no.

“He only explained the schedule and the procedures,” he said.

Any Japanese response, he said, would be in line with World Trade Organization rules: “If there is a violation, then we will seek consultations,” Seko said. “We will look at the impact on Japanese businesses and make a final decision.”

The European Union and Japan, the United States’ top economic and military ally in Asia, also reiterated that their exports were not a threat to U.S. national security, rejecting Trump’s justification for imposing the tariffs.

Lighthizer did not make any immediate comment after the meetings.

The three parties did agree on joint steps to tackle global steel overcapacity and distorted market practices, including stronger rules on subsidies and more sharing of information about market abuse.

The visit had been planned for weeks as a follow-up discussion on overcapacity, seen by observers as a swipe at China. However, it took on more urgency after Trump’s tariff move.

Commission Vice President Jyrki Katainen warned Washington on Friday not to expect any concessions to win an exemption.

“This is not a trade negotiation,” he said. “We are talking about unilateral action against international rules.”

The European Commission, which coordinates trade policy for the 28-nation EU, the world’s biggest trading bloc, has said it is ready to impose safeguards, tariffs or quotas to protect its own steel and aluminum industries from products diverted to Europe because of the U.S. measures.

It has already started monitoring incoming metal flows to see whether a surge occurs.

The EU is also maintaining a threat of counter-measures that would target U.S. imports ranging from maize to motorcycles, and may publish its list next week to allow industry and other interested parties to give their input. Under World Trade Organization rules, such counter-measures have to be in place within 90 days of the U.S. tariffs entering force.

European steel and aluminum associations have warned that the U.S. tariffs could cost their sectors thousands of jobs.

Export credit agency UK Export Finance said the financing for jets being delivered to Korean Air (003490.KS) would support jobs in Belfast, where the Canadian planemaker operates a state-of-the-art wings plant.

The move comes weeks after Bombardier won a shock reprieve from severe U.S. import duties on the 110-130-seat CSeries when a U.S. tribunal ruled Boeing had failed to prove it had been harmed by low prices of CSeries sold to Delta Air Lines.

The Boeing-Bombardier dispute raised questions over jobs at Northern Ireland’s largest industrial plant and drew warnings to Boeing over its UK ties from Prime Minister Theresa May, who depends on a Northern Ireland party for her majority.

Although Bombardier receives some UK development funding, UKEF had long resisted Canadian requests to finance CSeries exports that partly compete with those of Airbus (AIR.PA), the European plane giant which employs 12,000 people in the UK.

The decision to provide support reflects a power shift in the aerospace industry after Airbus agreed to buy a majority of the struggling CSeries last year, and is viewed by some experts as a reminder of ongoing UK interest in the CSeries’ future.

“It is a small amount of money but a signal to Boeing,” a European trade source said, asking not to be identified.

For its part, Boeing has signaled it would sue Bombardier again if provoked to do by what it regards as unfair pricing of CSeries jets. But there are signs it is trying to defuse the row as it highlights investments in Canada and Britain.

Chief Executive Dennis Muilenburg told Reuters last week Boeing was still examining whether to appeal the International Trade Commission decision to overturn CSeries duties.

APPEAL DEADLINE

However, trade analysts say an appeal looks increasingly unlikely, ahead of a March 12 deadline, as Boeing seeks to smooth over a row which soured relations with Canada and Britain and resulted in the loss of a Boeing fighter sale to Canada.

“We are very mindful of the relationships that we have in Canada and … we do about $4 billion of supply chain work in Canada every year,” Muilenburg told Reuters.

“But we also want to make sure that we continue to set a standard for a fair playing field and that we all play by the same rules, and that will be our consistent theme.”

Other potential obstacles to UK CSeries aid were lifted when UKEF eased a two-year ban on Airbus funding, resulting from misleading bids that triggered an Anglo-French corruption probe.

Airbus said last month it had reached agreement allowing the funding to resume on a case-by-case basis.

Korean Air took delivery of its first CSeries in December, becoming the first Asian operator. Its order for 10 jets, with options for at least another 10, suggests the main beneficiary of UKEF support will be Airbus rather than Bombardier. The Airbus CSeries tie-up is expected to be approved in a matter of months.

Last July, Boeing itself became an indirect recipient of UK export support when UKEF said it was backing two Boeing 787s to Poland’s LOT Airlines. However, the aid is tied mainly to Rolls-Royce (RR.L) engines rather than the airframes.
