I think this is less that the developers can't optimize it, and more that they don't have the time to.
Optimizing a game isn't something you can convince management is profitable, since it doesn't directly lead to more sales or anything. Post processing does. Hiring Hollywood actors (even though the devs would be in no way related to this) does. Microtransactions do. Making dlc does. Overhyping a game before release (i.e. lying) does (even though again the devs are in no way related to this. That would be the marketing department).
I'm sure more than anyone else developers want the game they worked on for years to be good, complete games. That's why developers are overworked to the point of quitting, because companies know they'll do it. And when it finally becomes too much to bear they can just hire someone new and do it again.
Yes there are definitely incompetent devs. I'm sure there are many cases in which the devs are at fault for a game being poorly optimized. But the bigger problem is on the corporate side. Now it's an industry which means development of video games is far more focused on what will get profit rather than what will be a good product. Sometimes the two things align, but the distinction is important since it is what directly leads to the problems in gaming that consumers are starting to get fed up with.
That's just my opinion on it as a random guy on the internet. You'd need to talk to the actual devs to see if my perspective lines up with reality or not.
