Uruguay Health Declaration

Uruguay has just joined the Group of Industrialised Countries with a view to ratifying the Uruguay Health Declaration. The declaration was made in June 2021 and represents a move forward on promoting health care. Uruguay, like many other countries has a poor record in health. However, it is making an effort to improve its situation. The declaration from Uruguay outlines a commitment to healthier populations. It acknowledges that the social model is the best way to improve health and that the rich must share in the benefits. The declaration makes it clear that all decisions will respect human rights and be consistent with universal values such as dignity, freedom, equality, and justice.
The Uruguay Declaration for a Healthy Society supports community health programs as well as family-based preventive health care services. It also outlines the model of participatory decision-making which enables local communities to control their public health programmes. It encourages community education and awareness as well as community organization and participation, the development of resources, and intergenerational coordination. For its part, the declaration welcomes multidimensional strategies to achieve healthy living. It calls for the reduction of obesity and tobacco use and promotes physical education in primary and secondary school and encourages the inclusion of physical activity in the daily lives of children and adults.
Although the primary duty of Uruguay's government is to protect human rights, it also recognises that economic growth needs to be balanced by ensuring access to affordable health services. This policy is based upon the belief that health equals wealth. It recognizes that poor health can result in high medical bills, intensive care, and a reduced life expectancy. Uruguay is currently working on a new National Health Care System to replace the current system. The declaration notes that the aim is to provide all citizens with high quality healthcare services and that this will not be limited to those who can pay. The goal is to reduce dependence on foreign health care systems, promote primary healthcare and prevent common diseases across the globe.
The declaration also supports alternative delivery methods such as visiting a doctor on referral basis, where only a referral is required. It also welcomes the establishment a coordinated system for health care that coordinates healthcare services, provides information to parents and patients, and facilitates the use of information and products related to health care. It states that there are better models of health care than the use of pharmaceutical drugs. It advocates the adoption of the "holistic model of health care" as a safer and more efficient model of delivering health care.
The World Health Organisation, for its part, notes that Uruguay's model is a significant step towards a healthier global community. The model that was proposed by the parties does not reflect the entirety of the work needed to address the issue of global health. The declaration contains general recommendations regarding the implementation of best practices guidelines and other relevant policies and the development a system for integrated health care with special reference to rural and remote regions.
The World Health Organisation notes that further progress on the issue of health and its care for all will only be possible if and when national and international priorities are addressed comprehensively. It welcomes the efforts undertaken by both parties in this context, and calls for greater commitment from all parties to the future of health care in Uruguay. It also calls for greater co-ordination and communication between different stakeholders to enhance the efficiency of the system and achieve greater consistency of service delivery. It calls for greater transparency in the process of developing a model of health care and highlights the need for an evaluation of the quality and scope of services provided by the Government Health Secretariat in the Uruguay Health Declaration.
