Jesse likes to do things herself most of the time, but make no mistake, she can and will raise a radio to her lips and send about 150 FBC soldiers/agents/etc to her location (who can get there fast and in a hurry) if people try to get in her way and stop her from fixing a situation. Technically she can get people out of the way herself, but her way is violent and leaves a mess, so if there's civilians involved she'll go the director route. Being a director of the federal bureau of control has its perks.
