In 1948 the Labour government introduced the "British Nationality Act 1948", which came into effect in January 1949. This act introduced the status of "Citizen of the United Kingdom and Colonies" (CUKC), essentially putting all residents within Britain's colonies on an equal footing with existing residents of the British Isles[10] and gave every person within the British commonwealth the right to move to the UK, if they so wished. Within the Caribbean community, new arrivals from Jamaica were sometimes referred to as "Yardies" due to reference of Jamaica as "back a yard" (or "back home"). A large influx of inner city Jamaican immigration to Britain during the 1980s led to the rise of gang violence or behaviour on the part of Jamaicans which became known in wider British society as "Yardie culture" and the participants "Yardies". The terms "Yardie gang" or "Yardie gun violence" were largely used by the British media to describe violent crimes in London's black community. The gangs in London are specifically known to have occupied and operated in Brixton, Harlesden/Stonebridge, Hackney, Tottenham, Peckham and Notting Hill.[6]

Hard times in London town
Reggae soundsystems in 1980s London have had their cinematic moment recently with Yardie, Alex Wheatle and (last year’s best film, according to me at least) Lovers Rock. If you’ve seen any of those, you will have seen the towering speakers in unpainted wood, the jealously guarded records, the DJs* chatting on the mic. But the original, made at the time and on the spot, was Babylon. There are direct connections between Babylon and the more recent films: Martin Stellman, who co-wrote this, worked on the script for Yardie. And Dennis Bovell, perhaps the greatest single figure in British reggae, provided the score for Babylon and has a cameo (along with his music) in Lovers Rock.

Babylon is bookended by two sound clashes** featuring the Ital Lion soundsystem from Deptford in south-east London. In between, we get to know the Lion crew as they prepare for their next clash but also as they go about everyday life. There’s messing about and the guys taking the piss out of each other. But as the film goes on, mostly there’s the stress of being a young black man in a racist society – ‘Babylon’ in rasta terminology – felt most acutely by Lion’s DJ Blue (Brinsley Forde).

Blue has a wild younger brother he doesn’t want to have responsibility for, a stepfather (I think) who disapproves of him and a racist boss (Mel Smith – yeah that one). His best mate is Ronnie (Karl Howman), who is the one white guy in Ital Lion (at least, he’s always when they perform and rehearse etc, but I’m not sure he has an active role in the sound).

Is Ronnie an essential part of the story – or was he there to reassure and provide a way in for the white audience?*** It should be noted the director – Franco Rosso – and his co-writer Stellman – were also Caucasian. If you’re looking for a pioneering film about black London made by Caribbean Londoners, that’s Horace Ové’s Pressure from a few years earlier.

But Babylon feels right. London looks mostly dingy and cold but Brixton’s bustling. (The film was shot by Chris Menges, whose long career includes everything from Kes to The Mission).  The sound clashes are loud and exciting but overwhelmingly – exclusively? – male. You believe that the Lion crew have all known each other for a long time, are close, get on each others’ nerves. Archie Pool is stylish and commanding as their leader.

And Forde is a good lead, showing how Blue starts the film as gently cocky and is pushed towards breaking point. Forde had been a child actor in the late 1960s and early 1970s but by the time of Babylon was in the band Aswad, in those days a tough roots reggae group before their later incarnation as bland pop stars. That makes him perfect for a film like this because he’s convincing in the performance scenes but could also act, unlike a lot of musicians.

And ultimately, Babylon is a strong piece of work, one that earns its growing bleakness and that doesn’t forget to include some good jokes along the way.
*In Jamaican music, not the guy who plays the record, rather the guy who chats over the tunes,

Scotland Yardie is the first UK, Black, urban graphic novel that takes on institutionalised racism, police brutality, Brexit and the gentrification of Brixton through the lens of satire. It has been described as a ‘Black Lethal Weapon in Sarth London.’
A bit about the character…
  Scotland Yardie was the break-out character from the controversial cult, comic classic Skank Magazine from the nineties. After twenty years, the character returns in his first graphic novel written by comic book author Bobby Joseph (the creator of Skank Magazine and Black Eye comic) and illustrated by Joseph Samuels (vice.com).

The £10.99 london-based graphic novel, is published by Knockabout Comics – Britain’s biggest independent comic book publisher. Scotland Yardie is available in all good bookshops (and some bad ones too).

A Brixton tale 
It’s a rare day indeed when I complain about any work of art being too short. But while Lovers Rock – the second of Steve McQueen’s Small Axe films – was pretty much perfect at 70 minutes, Alex Wheatle could have easily been 20 minutes longer. It feels like there’s more to tell, more to explore. 
The beginning is bleak: we’re cutting between the title character’s arrival in prison and his childhood in what’s euphemistically known as ‘care’. With McQueen’s track record, I was bracing for something properly traumatic. But although, yes, there are tough moments – really tough moments, this isn’t a mostly a downbeat story. It’s a positive tale of identity and self-discovery…

Alex (Sheyi Cole) – or Wheats, as he becomes known – emerges from his institutionalised childhood superficially a successful product of the system: polite, respectful, talking textbook English. But underneath, he’s traumatised and full of rage. Moving from Shirley on the distant outskirts of south London to Brixton in its heart, he learns to talk differently, walk differently, to be – as they used to say – street smart.
The language stuff is important because in the minds of old-school racists, black English is a failed attempt to talk ‘correct’ English. I’m going to assume that if you’re reading this review, you know that’s bullshit. But the film shows what Wheats gains from acquiring another language, another way of thinking, a culture, his culture.

And at the centre of that culture, at least for him, is the music – this is another sound-system film. One that fetishises not just buying vinyl and playing tunes, but Wheats and his mates building monster speakers.  The party scenes don’t have the power of those in Lovers Rock, but then Lovers Rock is exceptional. This is merely excellent. 
As with Mangrove, there are a few moments when it feels like McQueen is pushing at the limits of what can he show with the budgets he’s working with. But that’s a small, grudging thought that drifts through and then vanishes.

There are things I noticed here that can feel like layers and connections with Small Axe and McQueen’s work more widely, but maybe they just reflect the importance of certain people and texts. In Mangrove, CLR James was one of the characters and his book The Black Jacobins got a mention – it’s given prominence here as well. But that’s not McQueen forcing a link – the book was a huge influence on the real Alex Wheatle – as he told Linton Kwesi Johnson in a discussion* 10 years ago. As it happens, a stunning section of this film, meanwhile, is built around a LKJ poem. And Johnson’s main musical collaborator was Dennis Bovell, who had a cameo role in Lovers Rock. It all links. There’s even a hunger striking prisoner in here, which echoes back to McQueen’s feature debut, although things play out very differently this time.

And when it came to the end, I was left feeling I would have happily spent more time with Wheats and Simeone and Dennis and all. *And if you read that piece, you’ll see that Wheatle and Johnson chat about Courttia Newland, who co-wrote Lovers Rock and Red, White And Blue (Small Axe 3). Again, I want emphasise this is a 2010 article, not publicity for the films. They also, incidentally, discuss the importance of Victor Headley’s Yardie.
