A grassroots group estimates that UK cannabis laws cost taxpayers approximately $4.25 billion (£2.5 billion) since 2015. Harry Fone, Grassroots Campaign Manager, said that UK cannabis laws cost taxpayers too much. “Leaving the moral arguments aside, it is clear that the prohibition of cannabis costs taxpayers a fortune every year,” he said. “Legalization would release hundreds of millions of pounds to be spent on other priorities.” However, there is also a strong moral argument. The Liberal Democrats, a political party in the UK, said that UK cannabis laws are doing more harm than good. “The UK’s outdated cannabis laws are doing enormous damage to our communities and the lives of young people,” said party spokesperson Luciana Berger. “Particularly for black people, who are 12 times more likely to be convicted for possession of cannabis than white people.” The TaxPayers’ Alliance, which campaigns for lower taxes and greater transparency, calculated what the public pays for illegal cannabis. Up to 8,000 people every year are detained for breaking UK cannabis laws. It costs on average £37,543 per year to house an inmate in prison. The Times of London reported that the UK government spent more than £181 million on cannabis prisoners since 2015. But when you add in police, legal, and probation costs, that total balloons quickly. About 1 per cent of prisoners in the UK are detained due to cannabis-only offences.
UK Cannabis Laws Slowly Changing – LPC
Cannabis legalization has been slower to come in the UK than other countries. But UK cannabis laws are changing. Cannabis for medical use is now legal. Earlier this year, Canopy Growth received a UK cannabis import licence through its subsidiary, Spectrum Therapeutics. However, many criticize the fact that criteria are so strict that many have to turn to the black market anyway. The Times report below refers to a 55-year-old woman with MS arrested for growing cannabis plants for personal use. In one high-profile case, a child suffering from epileptic seizures was denied permission to use cannabis. The article below also suggests that decriminalization is happening through “back door” methods. It states that Durham, a city in the north of England, allows cannabis clubs to operate. The police there say that prohibition endangers public safety. Further, countrywide the number of cannabis prisoners dropped from 1,393 to 682 in five years. UK cannabis laws are likely not going to change overnight. The US seems to be closer to legalizing cannabis at the federal level. But it’s interesting to see what the real costs of criminalization are to Western countries. MPs Call For Cannabis Legalisation: More Tax and Treasury Income?
The Adam Smith Institute estimates that the UK Government could save more than £50m combating cannabis-related crimes and dealings in the United Kingdom by making it legal. Senior MP and ex-Tory Cabinet Minister Peter Lilley and Labour MP Paul Flynn back the research's suggestion as it could save millions from taxpayer's money and earn even more through the legalisation of marijuana.

Cannabis is a relaxant often used as recreational drugs that -- according to research -- has minimal side effects. Registered medical professionals also use it in chronic pain and anxiety treatment.
The All Party Parliamentary Group on Drug Policy Reform said millions of UK citizens break the law every time they use cannabis as symptom relief.
Legalisation would mean doctors could allow patients to grow the plants in limited amounts for their medicinal use.
However, the Home Office said it has no plans to legalise the drug. A petition exists that is calling for cannabis to become legal. About 150,000 people have signed and the government has yet to respond to the petition.
According to the Government, scientific evidence indicates that cannabis is a "harmful drug that can damage human health."
It added that cannabis "would not address the harm to individuals or communities."
