Its used as a derogative to make un of the president of Chile. Can be used to any person too. Merluzo: male person of low intelligence. Merluzo/a means a kind of fish too! Its a Hake. Callampín bombín: a way to say "stay silent"/"you're fucked". Its a harsh way to make fun of people, but will depend in the person if its offensive or not since it sounds silly.
