Even if it's not shipping, Chris is 100% Leon's Boogeyman. Add Claire and it's double trouble with self-care on the left and a possible will to live on the right. The villains in RE even have it wrong, genuinely ask Leon how he is and you've won the game.
I see it more of a buddy system honestly.
RE6 Leon puts it best: they both want the same thing. Cut away the ptsd, the organisational and personality differences, the bureaucracy and how they ended up in their positions; they both recognise that they’re two co-pilots working in tandem in situations where it’s easy to lose one’s way because of clouded judgement.
It’s just really fucking romantic funny how they never actually sat down and did the Talk™ yet somehow are so in sync they ended up using each other as a yardstick for how badly they fucked off their chosen paths. See: Amnesiac RE6 Chris and Vendetta Leon. I could see Ethan’s situation in RE8 playing out very differently had Leon been there to stand up to Chris’s decisions and made him check himself before commiting in the heat of the moment. And vice versa obviously.
Just, I think we overlook just how much Capcom meant it when they had Hunnigan report that Chris’s and Leon’s friendship “was an important step in breaking down the barrier between the U.S. government and the BSAA”. 
As for Claire, I agree! I think she’s the outside perspective they sorely need- a civilian (as much of a civilian Claire can be) with a firm foot in normal life so to speak. Sad as it is, I think Leon would see Claire as a peer who is living the life he thought he’d lead. She’s fiery and fearless and idealistic and she’ll go hard as hell for what she feels is right and is the closest to RE2 Leon’s ambitions even after so many years.
It just goes to show how he’s been fucked over by fate yet because Leon’s Leon, the last thing he wants is Claire or anyone else to end up like him. And fighting the good fight is his best chance at it. Sadly, I don’t think he realises fighting to the death isn’t the only way to go about it and none of the other characters have caught on to the fact that someone’s gonna have to tell to his face that retirement’s an option or are blatantly ignoring it purely because of how critical he is to their ops. 
That last bit though. Vendetta Leon is on the cliff’s edge, he’s clearly not well and while Chris manages to coax him into pulling himself together another time, I doubt it’s going to last when he invariably loses another partner/team/charge. Glenn Arias got that one right at least.
Leon just feels so much responsibility to his own detriment and if future villains aren’t as self involved pricks as their predecessors, they would have the sense to strike where would really hurt him- convince everyone including himself that he’s no longer fit for duty.
