1) Thinking about expanding Ice’s present-day roster. Not sure how or with what yet. But at least adding a grass-type in there.
2) For sure, the three Pokemon we see him controlling in-game were not the only Pokemon he made use of during Team Dim Sun; there would have been several others he had at hand for Miniremo control. Also, neither the Froslass or the Garchomp were his own (not Princess or Daigou). The Froslass was one that was living in Almia Castle and he picked up along the way because he saw it and why not he likes them; the Garchomp was brought back from the Haruba area and placed under his command because he has experience with them. Gallade, however, was his own.
He didn’t really use Miniremo with his own Pokemon because there wasn’t honestly a point (and he was, innately, a little averse to it). He did use the Incredible Machine with them, because direct mind control is far superior to pressing a bunch of buttons really fast. It was more like what you see when you have a Trainer and Pokemon who are so in sync with each other that they don’t need to exchange verbal communication (only not really because it was actually Bad).
Given that Miniremo were only developed within about a year before the game plot really started kicking off (because Isaac was the one who made that whole thing possible), and prior to that Gigaremo seem to have been very nonspecific and limited in what Pokemon they could control and what actions they could have them perform. Ice having his own Pokemon and being experienced with them, in a region where that’s somewhat of a rarity outside of Ranger affiliates, was part of what made him valuable to President Hall. (Along with the other two Sinis Trio members as per my headcanon. We got no explanation why they’re his Favourites so this is what I’ve got rn.)
