India then lived in its villages, as Mahatma Gandhi famously said. Much has changed since then. Today, every third person in the country is an urban dweller.Among the 543 Lok Sabha seats, 100 have an urban population of more than 50%, according to the 2011 Census. In another 31 seats, 40-49% of the voters reside in urban areas. Political strategists are mindful of these demographics, and grapple with navigating the delicate urban-rural divide in their messaging. As urban constituencies have risen in importance, parties deploy a variety of strategies to appeal to the city dwellers among India’s 90 crore electors headed to polling booths this summer. 68868181 For the BJP, which has traditionally performed well in urban areas, the agenda has been to whip up hyper nationalism, packaging it with an assertion that Prime Minister Narendra Modi is a decisive leader — a message they hope can transcend the caste, language, gender and most importantly, a possible urbanrural divide.Rural distress and the Congress’ promise of a farm loan waiver had cost the saffron party three states— Madhya Pradesh, Chhattisgarh and Rajasthan—in assembly polls late last year. Records during the last five years showed the Centre had restrained itself from rampantly raising minimum support price, which can have an inflationary effect and hurts the urban poor the most.The Congress, on the other hand, recently promised a scheme called Nyay that guarantees a minimum income of Rs 72,000 a year to five crore families at the bottom of the pyramid.The key differentiator here being that this scheme is geography-neutral. It is as much for the urban poor as it is for the rural have-nots.How are these various strains playing out in the minds of the urban voter? Will these schemes push voters to choose a party or are there other issues that urban citizens consider more important?MUMBAI: MAXIMUM CITY, MINIMUM VOTING 68868199 By G SeetharamanMumbaikars are not zealous voters. The six constituencies in Maharashtra’s capital saw a higher average voter turnout in the 2014 general elections than in the past.But at 51.5%, it was considerably lower than New Delhi’s 65%. Even Maharashtra’s voting percentage, 60.4%, was the fourth lowest among states. The voter apathy, often associated with the Mumbai’s well-to-do citizens, cuts across class barriers and constituencies in the city. Nitin Birmal, Maharashtra coordinator for Lokniti, which carries out pre-poll and post-poll surveys, says it is also true of poor migrants from the Hindi heartland who have voting rights in the city.This will be a crucial factor in the state that has 48 Lok Sabha seats, second only to Uttar Pradesh. The Bharatiya Janata Party-Shiv Sena combine is taking on the Congress-Nationalist Congress Party alliance in Maharashtra in the general elections. The Shiv Sena fought the 2014 general elections, too, with the BJP. The two parties went their separate ways for the assembly elections a few months later. However, they came together again to form the government in the state.Low voter turnout apart, Mumbai does not vote on the same issues as the rest of the state. “What bothers Mumbai voters is not reservation for Marathas but issues like the impact of GST,” says Prithviraj Chavan, a Congress leader and former chief minister.The state granted a 16% quota for Marathas in government ernment jobs and educational institutes late last year, but the move has been challenged in court. The issue could have an impact in parts of Pune, which is in western Maharashtra, a region along with Marathwada considered strongholds of the community. The fact that she is not sure who the candidates are in her constituency, Bangalore South, does not seem to matter. “I will be voting for the BJP because of Prime Minister Narendra Modi,” she says.This reaction is widely prevalent in Gandhi Bazaar, at the heart of Bangalore South, one of the city’s three Lok Sabha constituencies. M Nithesh, who runs an innerwear shop, says his business was hit by demonetisation and GST. “But who is the alternative to Modi?”Bangalore South is considered a prestigious seat. Aadhaar architect and Infosys cofounder Nandan Nilekani contested this seat on a Congress ticket during the 2014 general elections. But he lost to BJP’s Ananth Kumar, the former Union minister who has won from this constituency six times. After Kumar’s death in 2018, the BJP state unit was keen on giving the ticket to his widow, Tejaswini Ananth Kumar, who had even started campaigning.But in a last-minute surprise, it went to Tejasvi Surya, a 28-year-old lawyer and nephew of the BJP MLA from Basavanagudi, L A Ravi Subramanya.However, for voters in the Lok Sabha constituency dominated by Brahmins and Vokkaligas, the contestant does not seem to matter. Karan Singh, who owns a textile shop in Basavanagudi, says he has been campaigning for the BJP because of Modi. “Have you seen a craze like this for any PM candidate?”This sentiment can also be felt across town in Commercial Street, in the Bengaluru Central constituency. “Pollution and destruction of greenery are big problems,” says Gopi Murali, who manages a shop selling handbags. But he wants the prime minister to return to power. “100%”. The name of Prakash Raj, the popular actor who is contesting the seat as an independent, does not come up among voters here. 68868294 Political analyst and Jain University Pro Vice-Chancellor Sandeep Shastri says the BJP’s success in Bengaluru in the 2014 general elections, when it swept all three seats in the city, could be attributed to the Modi factor. “This time, there is no visible sign of the Modi factor being as powerful. But, of course, all the BJP candidates are saying this is not a vote for us, this is a vote for Modi.” Across the state, the party won 17 of 28 seats in 2014.In the assembly elections last year, the party’s local unit was not able to capitalise on the Modi factor sufficiently, says Shastri. The Congress ended up with 15 of the city’s 28 assembly seats. Buoyed by this, state Congress unit president Dinesh Gundu Rao is confident that the party will better its performance in the city. “We won 15 seats in Bengaluru because people realised that the Siddaramaiah government had done a lot of work. In this elections, unlike earlier, we are 100% sure we will win two out of the three Lok Sabha seats in the city,” he adds.The BJP is no less confident. After winding up a town hall meeting with college students in Malleshwaram in Bangalore North constituency, party’s national general secretary P Muralidhar Rao dismisses Gundu Rao’s prediction as wishful thinking. The meeting — if that is an indication — was centred entirely around Modi, with no mention of the city’s candidates.The biggest challenge, though, might be getting people to come out and vote in a city that has consistently recorded low voter turnout for several years. Citizen activists, like Zibi Jamal of Whitefield Rising, say this is also because of the high rate of rejection of voter applications, something the group has been contesting. But a low turnout this time might help the BJP. “That would mean only committed BJP voters would come out to vote,” adds Shastri of Jain University. RAJKOT: NATIONALISM BOLSTERS BJP IN ITS FORT 68868312 By Shantanu Nandan SharmaIn a city that elected Narendra Modi to the Gujarat assembly in the 2002 bypolls, the BJP’s slogan now is centred around its “bada pradhan’s” decisive leadership.In the last 30 years, the BJP has lost Rajkot only once, in 2009. The Rajkot Lok Sabha constituency has an urban population of 62%. The majority are the party’s traditional followers — Patels, Raghuvanshis, Brahmins and Banias. The constituency is a typical example of a quasi-city seat that the ruling party has had a sway on even in difficult elections.Rajkot is in the middle of Saurashtra, known to the rest of India for its cotton farming and for being the birthplace of Mahatma Gandhi.But the assembly polls in 2017 shook BJP’s confidence. Its arch rival, the Congress, swept the Saurashtra region by winning 31 out of 54 seats. The ruling party managed to scrape through, retaining all four city segments, including Rajkot West, from where Chief Minister Vijay Rupani was reelected.“Two years ago, there was an agitation of the Patidars (the Patels),” says Vijay Deshani, pro vice-chancellor in Saurashtra University. “Also, the rural belt of Saurashtra went against the ruling party. But the situation changed after the recent air strikes in Pakistan. Bada pradhan Narendra Bhai’s popularity has instantly gone up.”A day-trip to Rajkot will convince you that the BJP was building up its slogan of nationalism for months, and well ahead of Indian Air Force planes bombing a terror camp in Balakot, deep inside Pakistan’s territory.Sample this: Rajkot municipal corporation last year installed a retired MIG 27 at a roundabout in the heart of the city. In the constituency, the Koli community, which has traditionally supported the Congress, is the second dominant group.Hakabhai Mundhva, however, is not convinced that the BJP would be able to retain the seat in the forthcoming general elections with mere sloganeering on nationalism. “For poor people like us, life is pathetic here,” says the 45-year-old who is a watchman at Saurashtra University. The BJP’s “mein bhi chowkidar (I am a watchman too)” campaign had appealed to the citizens to join its anti-corruption movement and vote for development. “All this growth and development you see around you helps the well-off,” says Mundhva. “There is nothing in it for people like us.” When asked whether he had heard about the Congress’ Nyay, which promises to provide Rs 72,000 a year per family for 20% of the country’s poor, he replies in the negative.The Congress has a sizeable number of followers in the city, but its main handicap has been its inability to produce a prominent face to take on the might of the Modi-Rupani duo, even as the battle between the BJP’s MP, Mohan Kundariya, and the Congress candidate and incumbent MLA, Lalit Kagathara, is intensifying.With caste being a zero-sum game this time — both the candidates belong to the same Patel sub-caste — the battle is being fought on the basis of leadership, development and nationalism.KOLKATA: END OF TMC’S DAYS OF EASY PICKINGS? 68868379 By Suman Layak & Madhuparna DasIn the 2004 general elections, the Mamata Banerjee led-Trinamool Congress (TMC) was reduced to just one seat out of 42 in West Bengal: Banerjee retained Kolkata Dakshin, her home base. She had started her political journey from here in the seventies.Through the three and a half decade rule of the Left Front in West Bengal (1977-2011), the Left always swept the rural heartland. But Kolkata would present a picture of domination by the Congress and, later, the TMC. The city voted differently.All that changed in 2009 when the TMC grew out of its Kolkata base and grabbed 19 seats, many in and around Kolkata. It won the assembly elections in 2011 and increased its Lok Sabha tally to 34 in 2014, grabbing substantial rural and urban seats.Saugata Roy, a member of the TMC’s working committee and the Lok Sabha member from the Dum Dum Lok Sabha seat, says while Banerjee started by targeting middle-class votes, she grew her base among farmers as she supported their landholding rights. “Mamata developed her support base across all communities. The rural and urban divide, in terms of voting, is also not there.” For decades, Banerjee has wooed the urban poor, the slum dwellers. Ranabir Samaddar, a political analyst from the Calcutta Research Group, says the term urban voter is a misnomer. “Mamata Banerjee always gets the votes of the slum dwellers. The urban rich and middle class earlier voted for the CPM and now might vote for the Congress or the BJP in Kolkata,” he adds.Retired bureaucrat Jawhar Sircar says Banerjee’s urban base is not impenetrable. “The previous Lok Sabha and state assembly elections showed urban and rural voters voted on similar lines, in favour of the TMC. It is clear that the BJP has dented the total supremacy of the TMC and Kolkata may not be a cakewalk anymore for the TMC this time,” says the former CEO of Prasar Bharati, who was the chief electoral officer of WB in the late nineties.One key issue that the BJP has managed to exploit is the perceived minority appeasement by the TMC. Roy himself agrees that Banerjee has earned wide support among Muslim farmers.Sankar Lal Singh, an administrative officer in the Calcutta Stock Exchange, points out this is one grouse the might help the BJP gain ground in the state. He also says that the TMC government did good work on the infrastructure front in Kolkata, but later fell prey to the manipulation of realtors, who flouted rules with impunity while keeping the TMC workers happy.Can the BJP make something out of the urban-middle-class angst and beat Banerjee’s urban poor base?DELHI: BJP SUPPORTERS VS SWING VOTERS 68868428 By Sourabh GuptaIn Delhi, where the Bharatiya Janata Party holds all seven Lok Sabha seats and the Aam Aadmi Party most of the assembly seats, there are two kinds of voters today. The first type will vote for a particular party no matter what the issues or who the candidates are.An example is Surendra Agarwal, a jeweller idling at his tiny shop in Chandi Chowk. He smirked when asked what issues he would vote for in the Lok Sabha polls. “Issues do not matter. Our vote always goes to lotus (BJP).”Or Umesh Nailwal from Timarpur (North West Delhi seat), an employee at the Comptroller and Auditor General office, who says his area needs development as neither the BJP MP nor the AAP MLA have done much. Yet, that is not an issue for him when deciding whom to vote for.“I have to vote for lotus. I am afterall a RSS volunteer,” Nailwal says, standing ironically right outside the AAP office in central Delhi. At the same time, on the other side of the road, police are trying to push back a Congress protest march. Surender Gupta, a luggage seller in the busy Karol Bagh market and a voter from Rajouri Garden (West Delhi seat), has similar views. He ranks the performance of his MP (BJP’s Pravesh Verma) as “so-so” but makes it clear his vote will go to the BJP. The other type of Delhi voter has no fixed belief in a political party. These voters wait and watch and are ready to change their views based on the MP’s performance, or what he or she wants from a candidate. 68868456 Sonu belongs to this category. The young auto-rickshaw driver from Maharani Bagh (New Delhi seat) says he voted for the BJP in the 2014 general elections and for the AAP in the 2015 assembly polls. If Chief Minister Arvind Kejriwal (of the AAP) ties up with the Congress, he says he would switch support to the BJP. Since the tie-up plan is now off, the AAP may get an extra vote.In Jamia Nagar (South Delhi seat), Shahid Anwar Khan, a 35-year-old employee in a private company, says he has forgotten his MP’s name as since he is hardly seen and has not done much for his area. The constituency is represented by the BJP’s Ramesh Bhiduri. Khan voted for the AAP in the 2015 assembly polls and may do so again. What about people in his area voting for the Congress? “The Congress is not in the picture,” he says.Faiz Alam, 33, a teacher who will vote from Jamia Nagar, is clear about the issues that will determine his voting preference. “Medical facilities and education have improved in my area.”Among the voters in posh South Delhi, the mood appears to be circumspect. “Making a choice is tough this time!” says Vinita Sinha, associate professor at Indraprastha College for Women.With less than a month to go before polling day, the AAP has already declared candidates for all the seven seats, while the BJP and the Congress are still finalising names.In the last Lok Sabha elections, more than 82 lakh people voted to pick seven MPs from 150 candidates. The 2014 vote share of the BJP stood at 46%, the AAP 33% and the Congress 15%.PATNA: NO TO ‘JUNGLE RAJ’; YES TO CLEANLINESS AND SAFETY 68868491 By Prerna KatiyarMohammad Azam and Abhinav Mehta are friends with common interests. The 21-year-old Patna residents share their love for cars, bikes and mobile devices. They also run YouTube channels. Azam’s Rough Riders Azam and Mehta’s Tysu Vlogs have videos on bikes and drag races. But when it comes to politics, their views diverge.“My vote will always go to Chief Minister Nitish Kumar,” says Abhinav, an engineering student. “From improving roads, power supply, traffic, lighting and cleanliness, he has done so much for the Patna Sahib Lok Sabha seat. He is the first choice of urban voters.” Azam disagrees. “Nitish can’t be trusted. Mahagatbandhan is on a stronger wicket. Besides there is a lot of sympathy for the RJD as Lalu Prasad is in jail and has been denied bail.”The two, however, agree that law and order has improved in the city. “Earlier, there used to be a curfew-like situation in Patna after 7 pm. No man or woman felt safe. Now there is no such fear,” says Abhinav. His friend nods and quickly adds: “But the price rise has been steep. GST is still not appreciated by traders in the city.”Pallavi Gupta, who is getting trained at the National Teacher’s Training College, agrees that safety of women is no longer an issue in Patna. “The city has seen a 360-degree improvement in the last few years. My vote will be for the BJP. Voting for the RJD is like going back to the Dark Ages.”Rajiv Ranjan, who runs a khadi store at the famous Maurya Lok Complex, does not find GST a reason to not vote for PM Narendra Modi. “No gain without pain. Modi follows this ideology and we support him. Besides, Nitish coming back to the NDA fold was the best thing that could have happened to Bihar.” 68868518 Alam, a taxi driver, lists the reason why his vote is going to Kumar. “He changed a local drain into an Eco Park. Garbage is picked up from doorsteps. The city that used to sport walls stained with paan-gutka spits are now coated with Madhubani paintings. There’s 24-hour power supply. People feel safer.”At the Patna railway station, book stall owner Naresh Kinger tears himself away from his newspaper when the conversation turns to politics. The city has transformed in front of his eyes, says the 58-year-old whose family migrated from Multan during Partition. “I was born in Patna and have seen the rule of Lalu, Nitish, Nitish-BJP and Lalu-Nitish. I wish Modi returns to power. Nitish complements him in Bihar.Cleanliness has improved and so has law and order. I dread to imagine if RJD and its jungle raj come back.”What does he reckon are the chances of Shatrughan Sinha, who has been the BJP MP from Patna Sahib in 2009 and 2014 and is now the Mahagatbandhan candidate against Union minister Ravi Shankar Prasad? “Patna has always voted for the BJP or Janata Dal (United). Nitish is best for law and order and stricter implementation of policies. Modi at Centre and Nitish in Bihar mean the best of both worlds.”The main contestants in Patna Sahib — Sinha and Prasad — hail from the upper caste Kayastha community. Prasad is also eyeing the Bhumihar, Brahmin and Kurmi votes. “Bihari babu” Sinha is hoping to get the traditional Muslim-Yadav vote bank of the RJD. Patna Sahib is a BJP stronghold, says Bihar’s Deputy Chief Minister Sushil Modi. “BJP will win by at least 2 lakh seats. Some residents in the commercial hub of T-Nagar have even put up banners declaring they intend to vote NOTA (none of the above) in the April 18 elections if the water supply problem continues.“Both supply and quality of water are problems. We get saline water,” says Divya S, a final-year B Com student and first-time voter. Employment prospects do not worry her. The capital city has many IT companies and job opportunities are available for people like her, she says. A resident of Triplicane, which falls under the Chennai South Lok Sabha constituency, she has already made up her mind to vote for the Dravida Munnetra Kazhagam (DMK).Opinion polls give the party an edge over the ruling All India Anna Dravida Munnetra Kazhagam (AIADMK), which currently holds all three of Chennai’s Lok Sabha seats — north, south and central. In 2014, the AIADMK won 37 of 39 constituencies in the state, leaving its opponents gasping for breath.
