Subsequently, the home ministry issued a set of guidelines for the fourth phase, in which it directed that air travel, hotels, restaurants and public gatherings will remain prohibited throughout the country. Earlier in the day, finance minister Nirmala Sitharaman announced the fifth and final tranche of the government's stimulus package to revive the coronavirus-hit economy. She said the stimulus package includes the Rs 8.01 lakh crore of liquidity being made available by the RBI. The death toll due to COVID-19 rose to 2,872 and the number of total positive cases climbed to 90,927 Sunday morning, registering an increase of 120 fatalities and a record jump of 4,987 new cases in 24 hours, since 8 AM Saturday, according to the Union Health Ministry. The number of active COVID-19 cases stands at 53,946, while 34,108 people have recovered and one patient has migrated, it said. Lockdown guidelines The Union home ministry issued guidelines listing the dos and don''ts during the lockdown 4.0 that has been clamped in the country to cut the chain of coronavirus infection. The guidelines said all domestic, international air travel of passengers, except domestic air ambulance, will remain prohibited. Metro rail services, schools, colleges will remain closed till May end, the guidelines issued by the Ministry of Home Affairs (MHA) said. Hotels, restaurants, cinema halls, malls, swimming pools, gyms will also remain shut even as all social, political, religious functions, and places of worship will be closed till May 31, it said. The MHA said inter-state movement of passenger vehicles, buses will be allowed with mutual consent of states involved during the COVID-19 lockdown 4.0. States and Union Territories have been given the powers for delineation of Red, Green and Orange Zones as per COVID-19 situation, the MHA said. All shops, except those in containment zones and malls, will be allowed to open from Monday with staggered timings during lockdown 4.0, it said. Further, state governments and Union Territories have been asked to decide on the demarcation of red, orange and green zones based on the parameters set by the Centre. Also significantly, the new guidelines permit inter-state movement of passenger vehicles and buses with the mutual consent of the states or Union Territories. Sitharaman announces final tranche of economic stimulus The Centre has announced suspension of new bankruptcy filings on loan defaults for one year and raised the threshold for insolvency as it moved to ease COVID-19 pain for the industry. It also announced a new policy for companies under state control saying public sector undertakings under the non-strategic sector will be privatised while those in the identified strategic sector would be capped by not more than four by merging some of them. In the fifth and final tranche of the economic stimulus package, Finance Minister Nirmala Sitharaman raised allocation for employment guarantee scheme by Rs 40,000 crore over and above the Rs 61,000 crore budgeted earlier for MGNREGS, to provide employment to migrant workers moving back to their states. This, she said, will help generate nearly 300 crore person-days in total. For industries, she said the minimum threshold to initiate insolvency proceedings will be raised to Rs 1 crore from Rs 1 lakh, which largely insulates micro, small and medium enterprises (MSMEs) from bankruptcy on defaulting on loans. Also, a special insolvency resolution framework for MSMEs under Section 240A of the Insolvency and Bankruptcy Code (IBC) will be notified soon, she said adding that fresh initiation of insolvency proceedings will be suspended up to one year depending upon the pandemic situation. Coronavirus-related debt will be excluded from the definition of "default" under the IBC for the purpose of triggering insolvency proceedings, she said adding that the changes will be effected by promulgating an ordinance. Additionally, minor technical and procedural defaults under the Companies Act such as shortcomings in CSR reporting, inadequacies in board report, filing defaults, and delay in holding AGM will be decriminalised. The modified scheme envisages a budgetary provision of 100 crore rupees earmarked for the component Interest Subvention on Working Capital Loans for Dairy sector during 2020-21. The scheme will be implemented by this Department of Animal Husbandry through National Dairy Development Board (NDDB), Anand. Benefits: The scheme will help in providing stable market access to milk producers. Government of India will provide Interest subvention of 2% for prompt payees for a period of 12 months to MUDRA Shishu loanees, who have loans below Rs 50,000.The current portfolio of MUDRA Shishu loans is around Rs 1.62 Lakh crore. A special scheme will be launched within a month to facilitate easy access to credit to Street vendors. 50 lakh street vendors will be benefitted under this scheme and credit of Rs. 5,000 crore would flow to them. Rs 70,000 crore boost is given to housing sector and middle income group (MIG) through extension of Credit Linked Subsidy Scheme for MIG under PMAY(Urban) up to March 2021. 6,000 crore of funds under Compensatory Afforestation Management & Planning Authority (CAMPA) will be used for Afforestation and Plantation works, including in urban areas. This will create job opportunities. NABARD will extend additional re-finance support of Rs 30,000 crore for meeting crop loan requirement of Rural Cooperative Banks and RRBs. This refinance will be front-loaded and available on tap. A special drive to be conducted to provide concessional credit to PM-KISAN beneficiaries through Kisan Credit Cards. Fisherman and Animal Husbandry Farmers will also be included. After a 6-hour video conference with chief ministers (CMs), Prime Minister Narendra ModiModi promised resumption of more economic activities in the weeks to come and asked states to take the lead in deciding the contours of the next phase of lockdown and share their strategies with him by May 15.
“Slowly but surely, economic activities have begun to pick up in several parts of the country. In coming days, this process will gather steam. We must realise that the fight against Covid-19 has to be more focused now,” Modi said, suggesting a more granular planning beyond May 17, when the current phase of lockdown ends. “We now have reasonably clear indication as to the geographical spread of the pandemic in India, including the worst-affected areas. Over the past few weeks, officials have understood operating procedures in a time such as this, right up to the district level,” he said, indicating a more decentralised approach to fighting the virus. “I want states to make a blueprint on how to deal with various nuances during and after the gradual easing of the lockdown.”

The Centre indicated that an economic package for the states was on the anvil, and the PM expressed the need to strengthen health infrastructure with onset of monsoon round the corner.

A government statement issued after the meeting acknowledged the CMs suggested support to MSMEs, infrastructure projects like power, easing of interest rates on loans, and assured market access to agricultural produce. Sources said the Centre will only issue broad guidelines, devolving decision making — on identifying zones and economic activities that could be allowed — to state governments and district administrations. “Even as we look at the gradual withdrawal of the lockdown, we should remember that till we do not find a vaccine or a solution, the biggest weapon with us to the fight the virus is social distancing.”

The PM said the World will be “pre-Corona, post-Corona just like the case of the World Wars.” Suggesting that people needed to learn to live with the virus, Modi said the new way of life would be on the principle of “jan se lekar jag tak”, from an individual to the whole of humanity.

He, however, said all routes will not be resumed. The Indian Railways has started a special passenger train service from May 12 and has said it would ramp up the service gradually. Tamil Nadu’s EK Palaniswami said air and train services should not be resumed to his state before May 31, pointing to the increase in coronavirus positive cases in Chennai. Haryana, Assam, and Chhattisgarh CMs also opposed resumption of train services.

Telangana CM K Chandrasekhar Rao also opposed resumption of rail services, pointing out that Covid-19 infections are concentrated in cities like Delhi, Mumbai, Chennai, and Hyderabad. “It is also difficult to put all those who travelled by trains under quarantine,” he said.
Maharashtra’s Uddhav Thackeray, Tripura’s Biplab Deb, and Andhra Pradesh’s Y S Jaganmohan Reddy said they wanted some public transport to start. Kerala’s Pinarayi Vijayan wanted states to take a call on allowing public transport and movement of people. If Punjab’s Amarinder Singh said states should be allowed to do “microplanning”, Delhi’s Arvind Kejriwal asked for all areas in the capital, barring containment zones, to be opened up for normal activities. West Bengal CM Mamata Banerjee accused the Centre of playing politics, eroding federalism and bulldozing states. She also said that though she had flagged the state’s requirements at many meetings, the Centre had not helped Bengal. In a marked departure from others, Gujarat CM Vijay Rupani denied it had asked the Centre to extend the lockdown and said the state would be guided by the Centre.

The states spoke in one voice about their desperate need for funds, including pending goods and services tax compensation.
Maharashtra, Thackery said, had a unique problem: because of the imposition of the code of conduct, crop loans and the state’s loan waiver scheme had not reached all farmers. A directive from the RBI was needed in this regard, he said. Odisha’s Naveen Patnaik suggested that for rebooting economic activities, the Centre could come up with a national standard operating procedure. “As the fight is going to be long, it is important that we involve Panchayats for a system-based response,” he said.

UN experts on Wednesday warned that the National Register of Citizens (NRC) in Assam could render millions of citizens stateless and create instability in India. A panel of three experts said the exercise has increased hate speech against minorities in social media and built a climate of racial hatred. About NRC: l The National Register of Citizens (NRC) a register containing names of all genuine Indian citizens. The register was first prepared after the 1951 Census of India. Census of India. l The NRC is now being updated in Assam to include the names of those persons (or their descendants) who appear in the NRC, 1951, or in any of the Electoral Rolls up to the midnight of 24th March, 1971 or in any one of the other admissible documents issued up to mid-night of 24th March, 1971, which would prove their presence in Assam or in any part of India on or before 24th March, 1971. Background: l The update process of NRC started in the year 2013, when the Supreme Court of India passed orders for its update. l Since then, the Supreme Court (bench of Chief Justice of India Ranjan Gogoi and Rohintan Fali Nariman) have been monitoring it continuously. l The entire project is headed by the State Coordinator of National Registration, Assam, Mr Prateek Hajela under the strict monitoring of Supreme Court of India. Nearly 26 lakh children in the country are addicted to “sedatives and inhalants,” Social Justice and Empowerment Minister Thawar Chand Gehlot informed the Rajya Sabha on Thursday. Details: l Alcohol was the most common psychoactive substance used by Indians followed by cannabis and opioids. l Over 16 crore people in the country consume alcohol, around 3.1 crore use Cannabis and about 77 lakh people take opioids. l “More than 5.7 crore alcohol users, 72 lakh cannabis users and about 77 lakh opioid users are addicted and need help. National survey l The findings were part of a national household survey conducted by the Ministry in 2018. l The survey also indicates that around 1.18 crore people between the age group of 10 and 75 are taking sedatives and 77 lakh are using inhalents. l Children and adolescents were found to be using inhalents more than others. l During the survey, over two lakh households were visited in 186 districts of the country and a total of 4,73,569 individuals were interviewed, he added. l The government was also conducting a survey in 10 cities across the country to assess the pattern and profile of substance use among school and college students. The report was expected by November this year. The Baloch Liberation Army : C.A Dated On 06-07-2019 Why in News? The U.S. on July 2 designated the Baloch Liberation Army (BLA) as a terror organisation. “The BLA is an armed separatist group that targets security forces and civilians, mainly in ethnic Baloch areas of Pakistan,” said the U.S. State Department in a statement. History: l In the seven decades of the Baloch movement, the BLA has survived the longest. l It is borne out of the tradition of armed militants who were earlier indirectly supported by the Marri, Bugti, Mengal and other clans or sardars. l The Baloch movement was influenced by the Soviet Union and radical Marxist ideology in the past and some of their leaders were trained by Moscow. l The BLA continues to draw from the same revolutionary spirit but has added that to the younger generation of fighters. Who are their leaders? l While it is well-known that several overground Baloch leaders are sympathetic to the organisation, the overground tribal leaders do not flaunt ties with the organisation as it has been banned by Pakistan since 2006. The BLA has maintained a fluid leadership pattern. What’s its ideology? l BLA rebels claim that Pakistan has been exploiting the resources of the Province without giving the due share to the locals and the indigenous Baloch tribes. l In recent years, the BLA has emerged as a movement with a network of supporters in both urban and rural areas of Balochistan, and has created a space for itself away from the traditional hold of the sardars of tribes. l BLA rebels have claimed that they are aiming for both freedom from Pakistan and internal reform of the Baloch society. l They are opposed to the traditional sardar or Kawailey system at home. l As a result of its non-traditional approach, BLA has become more popular among young and educated Balochis. C.A Dated On 06-07-2019 What are India’s ties with Baloch rebels? l It is established that BLA commanders, in the past, had sought medical treatment in India’s hospitals, often under disguise or with fake identity. l In one such case, a militant commander in charge of Khuzdar city was based in Delhi for at least six months in 2017 when he underwent extensive treatment for kidney-related ailments. l Pakistan has blamed India for supporting the Baloch rebels. l It is known that the Baloch sardars like the late Akbar Bugti and Ghaus Bukhsh Bizenjo maintained warm personal ties with various Indian political figures. However, visits by militants are often under assumed identities unlike those by prominent well known leaders. What does the U.S. ban mean? l Pakistan is expected to make it difficult for commanders and module chiefs of the BLA to travel in the region. l The fighters are also likely to find fund-raising more difficult. l In a communication to The Hindu, Baloch rebels, however, have indicated that they are planning to intensify the struggle against Pakistan as they remain “the most popular” militant organisation in Balochistan despite Pakistan military’s crackdown. Salt Adulteration: Why in News? C.A Dated On 06-07-2019 Citing a report from U.S.-based West American Analytical Laboratories, Shiv Shankar Gupta, chairman of Godhum Grains and Food Products, accused some salt manufacturers in India of selling food-grade salt that contained high levels of potassium ferrocyanide. This caused a panic, which was aggravated by widespread sharing of the news item on social media. Indeed, potassium ferrocyanide is being used in salt to give it anti-caking properties. But the answer to whether it is toxic is no! Is it really dangerous? l Firstly, while potassium cyanide is a toxic substance and releases the cyanide anion when consumed by a person, potassium ferrocyanide is not. l In potassium ferrocyanide, the cyanide anion is strongly bonded to ferrous ion and hence does not get hydrolysed. l Secondly, there is the factor known as the LD50 value. This is expanded as “Lethal Dose 50%”. l LD50 is the amount of any chemical that can cause death in 50% of the group of animals that it enters by consumption or absorption through the skin. l According to inorganic chemist Dr. Sayam Sengupta of IISER Kolkata, the LD50 value for common salt — sodium chloride — for rats is greater than 3 gram per kilogram body weight of the animal. He points out that for potassium Ferrocyanide, LD 50 value is 3.6 gram per kilogram weight of the animal, when taken orally. l As this indicates, the LD50 value of potassium ferrocyanide is almost the same as common salt. l Thirdly, the Food Safety and Standards Authority of India (FSSAI) has prescribed the levels of potassium ferrocyanide that can be used in salt. l The allowed levels of potassium ferrocyanide in salt is 10 mg/kg. whereas the level in the Tata salt was found to be 1.90 mg/kg and that of Sambhar salt was found to be about 4.71 mg/kg, both within allowed levels. Some countries such as the European Union have banned the use of potassium ferrocyanide as anti-caking agent. However, the analysis indicates that there is no reason to fear toxicity due to this chemical being used.

Hima Das Appointed Sports Ambassador Of Assam India’s ace sprinter Hima Das was appointed as Sports Ambassador of Assam to inspire budding players of northeastern state to aim big and young generation to take up sports seriously. Assam Chief Minister Sarbananda Sonowal has earlier confirmed that Indian Athlete Hima Das will be named as the first sports ambassador of the state. The announcement came after Hima Das recently became the first Indian woman to win gold at IAAF World U-20 Athletics Championships. Om Prakash to be new Nepal Chief Justice Justice Om Prakash Mishra has been sworn in as new Chief Justice of Nepal. The President Vidya Devi Bhandari administered oath of office and secrecy to Justice Mishra in Kathmandu. Nepal’s Parliamentary Hearing Committee (PHC) unanimously endorsed his name for Chief Justice of the Supreme Court. Justice Mishra was appointed as a justice of the Nepal’s Supreme Court in 2014. RBI intervenes as rupee hit 72.5 against US dollar The rupee breached 72.5 a dollar mark and touched an all-time low of 72.67 intraday trade. The current account deficit widened to a five-year high in the first quarter of the current financial year to $15.8 billion or 2.4% of the GDP. All such documents are only required for office record. SpiceJet launches air cargo arm Spicejet introduced air cargo services on local and international routes. The airline will operate cargo services under the brand name ‘SpiceXpress’. SpiceXpress will begin operations on September 2018 with the first flight scheduled from Delhi to Bengaluru. Initially, SpiceXpress will cover Delhi, Bengaluru, Guwahati, Hong Kong, Kabul and Amritsar. In 2018, prizes were awarded for social anthropology, global history, chemical ecology and fluid dynamics. NRTI, India's 1st Railway Varsity Starts Operations In Vadodara The first of its kind university in the country in the transport sector, the National Rail and Transportation Institute (NRTI), started operations. Currently, it is functioning out of the National Academy of Indian Railways, Vadodara. Funded by ministry of railways, with University of California, Berkeley and Cornell University as its international partners, the university started with two undergraduate courses - BSc Transportation Technology and BBA Transportation Managements- with 50 students each. CPEC to focus on social service sectors of Pakistan To support Prime Minister Imran Khan’s focus on the development of social infrastructure China and Pakistan are now looking for projects under the China-Pakistan Economic Corridor (CPEC). Chinese Foreign Ministry spokesman Geng Shuang said that the two sides will enhance the building of CPEC, and decide the future development path and the course for cooperation through negotiations in light of Pakistan’s next-stage socio-economic development priorities and the needs of its people. Mr.Geng’s focus on developing social infrastructure in Pakistan chimes with Prime Minister Imran Khan’s emphasis on pursuing a people-oriented approach. Odisha plans to set up 17 digital dispensaries Seventeen digital dispensaries are going to be established in remote and inaccessible areas of Odisha’s Ganjam district to provide primary medical support. The digital dispensaries will provide outpatient department services through online video consultation with doctors. The units will also serve as basic pathological testing laboratories and generic medicine-dispensing centres. India steps up partnership with Afghanistan India and Afghanistan agreed to enhance cooperation under the ‘New Development Partnership’. India had announced taking up 116 “high impact community developmental projects” in Afghanistan. The decision was taken at the 3rd meeting of the ‘Joint Working Group on Political and Security Cooperation’ between India and Afghanistan in Kabul. Yes Bank raises $400 million Yes Bank has raised $400 million through syndicated loan facility, borrowed out of its IFSC Banking Unit (IBU) in Gujarat International Finance Tec-City (GIFT). The plant with a proposed capacity of 100 kilolitres of ethanol per day will manage crop residue and prevent straw burning before the upcoming paddy season. The pact will be valid for one year. Exercise Nomadic Elephant is an annual, bilateral exercise since 2006 which is designed to strengthen the partnership between Indian Army and Mongolian Armed Forces. The exercise will see them improve their tactical and technical skills in joint counter-insurgency and counter-terrorist operations in the rural and urban scenario under United Nations mandate.

Guwahati: The Assam government said it was not hopeful of starting the ambitious Guwahati Metro Rail project in the near future.
Informing the current status of the project on May 8, 2017 in the Assam Assembly, Guwahati Development Minister Himanta Biswa Sarma said the state government has decided to trim the network proposed in the Detailed Project Report.
The DPR, was prepared by the state under the previous Congress government but was not sent to the Centre for approval. The Congress governmment had laid the foundation stone of the project.
"I'm not hopeful of the project. It will not happen soon. We do not even have the traffic movement study. In third or fourth year of our tenure, we may go to approval stage," Sarma told the House.
Replying to the issue raised by Asom Gana Parishad's Ramendra Narayan Kalita during Zero Hour, Sarma said the earlier government had awarded a Rs 6 crore contact to PSU firm RITES to prepare a DPR, which was approved by only the state cabinet.
"For any metro rail project, we have to get Centre's approval with traffic movement study. But in this case it was not done and the state went ahead with laying the foundation stone," he added.
Sarma also said that the DPR proposed to construct a metro rail network in the state capital at a cost of Rs 20,000 crore, of which Rs 4,000 crore would be spent by the local government.
"We discussed in the recent Cabinet meeting that we cannot spend that amount. So we decided to trim the network to have only the Dharapur-Narengi route and to study the possibility to have another track from the proposed AIIMS site to Jalukbari," he added.
He also charged the previous Congress government of going ahead with the project by spending Rs 70-80 lakh on the foundation stone laying function without even having the loan sanctioned by the Centre or making alternate financial arrangements.
On 29 February 2016, former Assam Chief Minister Tarun Gogoi had laid the foundation stone of the project, which was proposed to be implemented by the Special Purpose Vehicle Guwahati Metro Rail Corporation Limited.
The total cost of the project was estimated to be Rs 18,020 crore and it was supposed to be implemented in different phases across the city.

Six migrant workers were killed and two were injured after being mowed down by a state transport bus while they were walking towards Uttar Pradesh’s Muzaffarnagar late Wednesday night.
The labourers, who were headed home in Bihar on foot, were killed in the Muzaffarnagar-Saharanpur highway after a speeding bus ran over them late last night, near Ghalauli check-post. 
A case of negligence will be filed against the driver, Indian Express quoted Anil Kaparvan, SHO Kotwali police station as saying.

51 people put in quarantine in Guwahati after arriving from Delhi 
Fifty one of the total 130 people who arrived from Delhi to Dibrugarh have been put in quarantine after being brought to Sarusajai Stadium, Guwahati, for mandatory screening, said Assam health minister Himanta Biswa Sarma. 
"The remaining have been sent back to their respective districts. After their swabs are taken, these 51 would be put in quarantine," said Sarma. 
Out of the 130 people who deboarded the train from Delhi to Dibrugarh, in Guwahati, 51 were brought to Sarusajai Stadium for mandatory screening, while remaining have been sent back to their respective districts. Like HIV, coronavirus unlikely to go away: WHO 
The novel coronavirus could become endemic in the same way like the HIV and the populations around the world will have to learn to live with it, the World Health Organization (WHO) warned on Wednesday.
Speaking at a briefing on Wednesday, WHO emergencies director Dr Mike Ryan said the coronavirus "may never go away" and warned against trying to predict when the virus would disappear.
"It is important to put this on the table: this virus may become just another endemic virus in our communities, and this virus may never go away," Ryan told the virtual press conference from Geneva.
"HIV has not gone away - but we have come to terms with the virus," he said.

The nationwide tally of confirmed COVID-19 cases inched towards 75,000 on Wednesday with several large urban clusters reporting a further spread of the novel coronavirus, while the government unveiled measures amounting to about Rs 6 lakh crore in easy loans, additional liquidity and other incentives to help businesses fight the crisis.
The first installment of the Rs 20-lakh-crore economic package, announced by Prime Minister Narendra Modi on Tuesday, came on the 50th day of the coronavirus lockdown and merely four days before the end of its third phase on 17 May.
A decision on the future course of action on the lockdown is expected in the next few days, though Modi has said that the 'fourth' phase will be an 'improved' version of third phase, in which some relaxations were already given.
On Wednesday evening, the Centre also said that the PM-CARES Fund Trust has decided to allocate Rs 3,100 crore for the fight against COVID-19, out of which nearly Rs 2,000 crore will be earmarked for purchasing ventilators and Rs 1,000 crore for migrant labourers.
Another Rs 100 crore will be given to support coronavirus vaccine development, the PMO statement said.
The trust formed on 27 March is headed by the prime minister. The other ex-officio members of the trust are the defence minister, the home minister and the finance minister.
Centre unveils first dose of Rs 20-lakh-crore economic package
On Wednesday, Finance Minister Nirmala Sitharaman unveiled the first part of the economic package, which is aimed at making India 'self-reliant' and also promote 'local' businesses.
Sitharaman said that no global tenders will be issued for government contracts worth up to Rs 200 crore to promote Indian Micro, Small and Medium Enterprises (MSMEs).
Taking forward the new 'Atmanirbhar Bharat Abhiyan' (Self-Reliant India Mission), Home Minister Amit Shah separately announced that all canteens of the Central Armed Police Forces (CAPFs) like the CRPF and the BSF will sell only indigenous products from 1 June.
These canteens cater to nearly 50 lakh family members of about 10 lakh personnel. In a series of tweets in Hindi, Shah said that the decision has been taken after Modi's appeal for being self-reliant and opting for local products.
There are expectations that many more steps might be announced soon to promote indigenous products, though Sitharaman said being self-reliant does not mean that India would look only inwards and become an "isolationist" country.
Modi said the measures announced by the finance minister will enhance liquidity, empower entrepreneurs and strengthen their competitive spirit, while addressing various issues faced by businesses, especially MSMEs.
The measures included Rs 3 lakh crore collateral-free automatic loan for businesses including MSMEs, which Sitharaman said would benefit 45 lakh small businesses.
Consultancy major KPMG India's Chairman and CEO Arun Kumar said MSMEs are critical for employment preservation and growth and helping them is the surest way to accelerate job creation. He also welcomed measures for improving liquidity for lenders and businesses, including by helping non-banking finance companies.
Congress leader P Chidambaram, however, said that the Centre's COVID-19 economic stimulus package had nothing for lakhs of poor and hungry migrant workers who have been walking to their homes.
India's MSME sector employs nearly 11 crore people and accounts for about 45 percent of the country's total manufacturing output, 40 percent of exports and almost 30 percent of the GDP. However, the sector has been hit hard by the lockdown, with millions of units staring at the prospect of closure and the threat of job losses.
Lakhs of migrant workers were also left jobless and homeless due to the pandemic, especially after the lockdown came into effect on 25 March.
While special trains and buses have been arranged for them in the recent weeks and continue to operate to help them reach their native places, thousands of them had to walk or even hide in trucks and containers to reach their destinations.
In the past few days, the large scale migrant movement has raised another worry of the virus getting spread further. Also, some cases have come to the light, including in Kerala, of people testing positive after being airlifted from abroad under a massive evacuation scheme of the Centre which is currently underway to bring back Indians and expatriates stranded in different countries.
COVID-19 cases in India cross 75,000-mark, toll rises to 2,415
In its morning update, the Health Ministry said the toll due to COVID-19 has risen to 2,415 and the number of cases has climbed to 74,281, registering an increase of 122 deaths and 3,525 cases since Tuesday morning. This included over 47,000 active cases and more than 24,000 people who have recovered from the infection.
However, a PTI tally of numbers disclosed by states and UTs, as of 6.45 pm, showed at least 75,144 total cases across the country. It also showed nearly 25,000 having recovered so far.
Union Health Minister Harsh Vardhan said that nine states and UTs, including Chhattisgarh, Ladakh, Manipur and Meghalaya, have not reported any new cases of COVID-19 in the last 24 hours while Daman and Diu, Sikkim, Nagaland and Lakshadweep have not reported any cases so far.
Vardhan also said the the doubling time of cases has improved to 12.6 in the last three days, from 11 in the past 14 days. He further observed that the fatality rate is 3.2 percent and the recovery rate is pegged at 32.8 percent.
Kerala, where new cases had stopped coming up till a few days back, saw 10 more people testing positive, including four who have come from abroad.
At the same time, large numbers of new cases continued to come up in Maharashtra, Delhi, Gujarat and Tamil Nadu, among some other states and UTs.
Maharashtra saw the highest single-day jump in cases on Wednesday, with 1,495 new patients testing positive in the last 24 hours. The total number of cases in the state, which is one of the worst hit, crossed 25,000 and toll reached 975.
Mumbai accounts for over 60 percent of all cases in Maharashtra, with around 1500 cases.
Lockdown eased in England, Saudi Arabia announces Eid curfew
The sound of a crisply struck golf ball could be heard in England for the first time in nearly two months as golf courses reopened on Wednesday as part of a modest easing of coronavirus lockdown restrictions that has bred confusion and an increase in the use of public transport, AP reported.
People in England are allowed to exercise more than once a day and with one person from outside their household, provided they remain two meters (around 6.5 feet) apart. Other sporting activities, such as tennis and swimming in lakes and fishing, are allowed too.
Meanwhile, Saudi Arabia announced a new 24-hour nationwide curfew from 23 May and during the Eid holidays to curb the COVID-19 spread, CNN reported.
In Italy, the number of calls to a government run anti-violence helpline rose by 73 percent during the coronavirus lockdown, the report added.
