I really don't think Volo was trying to manipulate the player when they were exiled. Of all the times we have seen Volo, this is arguably to least likely where he's thinking about his goal.
Why, you may ask? Easy. Volo has suffered. We don't know what or for how long, but it's enough to cloud his judgment in the desire for a new better world. A world without suffering. So now he sees this 15 year old . A child he had admittedly been keeping an eye on ( I won't say that wasn't good of him at all). This child has been exiled, with no one able to help them due to Kamado. So that just leaves the child alone to suffer under the cruel world. Just like Volo did at one point.
What I'm getting here is that it wouldn't make sense for Volo to see someone, a child specifically, suffering and go " ah-ha! Yes, this is perfect for my plan!", but rather "....shit. I can't let this happen again," because the basis of his entire plan is to have a world without suffering. Is he really gonna sit here and let this continue or is he going to help to the best of his ability, even if it bites him on the back later? Yeah! At least I think so.
I personally see Volo as a kind man who is just so desperate and angry that he just took the worst option. Alongside another being that is desperate and angry, and the two just seem to fester each other. That's my take on it anyway.
