नई ड्रोन नीति का ऐलान- रजिस्ट्रेशन के लिए अब सुरक्षा मंजूरी की जरूरत नहीं, नियम टूटे तो 1 लाख रु. जुर्माना

चैतन्य भारत न्यूज केंद्र सरकार ने नए ड्रोन नियमों की अधिसूचना जारी कर दी है। ये नए नियम मानव रहित विमान प्रणाली नियम की जगह लेंगे। केंद्र सरकार ने कहा है कि नए नियम इस तरह से बनाए गए हैं कि ड्रोन उड़ान के क्षेत्र में तेजी से विकास हो साथ ही सुरक्षा पहलुओं का भी ध्यान रखा गया है। नागरिक उड्डयन मंत्रालय ने कहा है कि नियम बनाते वक्त विकास की संभावनाएं और सुरक्षा के परिदृश्य के बीच संतुलन स्थापित किया गया है। सरकार के अनुसार नए नियम विश्वास, स्व प्रमाणन और इस क्षेत्र में बिना दखल दिए निगरानी के ख्याल से बनाए गए हैं। नए नियम के अनुसार लाइसेंस फी में कटौती की गई है। उदाहरण के लिए, सभी श्रेणियों के ड्रोन के लिए रिमोट पायलट लाइसेंस शुल्क 3000 रुपये (बड़े ड्रोन के लिए) से घटाकर 100 रुपये कर दिया गया है; और ये 10 साल के लिए वैध है। ग्रीन जोन के लिए परमिशन की दरकार नहीं अब से ग्रीन जोन में ड्रोन संचालन के लिए किसी अनुमति की आवश्यकता नहीं होगी। ग्रीन ज़ोन 400 फीट या 120 मीटर की ऊंचाई तक हवाई क्षेत्र को दर्शाता है जिसे हवाई क्षेत्र के नक्शे में लाल क्षेत्र या पीले क्षेत्र के रूप में नहीं दर्शाया गया है। अब येलो जोन के को भी एयरपोर्ट के दायरे में 45 किलोमीटर से घटाकर 12 किलोमीटर कर दिया गया है। 30 दिन के अंदर ही डिजिटल स्काई प्लेटफॉर्म पर एक इलेक्ट्रानिक एयरस्पेस मैप दिखाया जाएगा, जहां, हरा, पीला और लाल क्षेत्र को दर्शाया जाएगा। बता दें कि इससे पहले सरकार ने 15 जुलाई को नए ड्रोन कानूनों का मसौदा प्रकाशित किया था और इस पर लोगों की प्रतिक्रिया 5 अगस्त तक मांगी थी। इस मसौदे पर लोगों की मिली प्रतिक्रिया का अध्ययन करने के बाद ही इन नियमों को तैयार किया गया है। अब से, नए नियमों के अनुसार, छोटे ड्रोन (गैर-व्यावसायिक उपयोग के लिए) और नैनो ड्रोन के लिए किसी रिमोट पायलट लाइसेंस की आवश्यकता नहीं होगी। इसके अलावा रजिस्ट्रेशन या लाइसेंस जारी करने से पहले सिक्युरिटी क्लीयरेंस की जरूरत भी नहीं होगी। 500 किलो के ड्रोन उड़ेंगे नए ड्रोन नियमों में सरकार ने ड्रोन के वजन को 300 से 500 किलोग्राम कर दिया है। यानी कि अब 5 क्विटंल के ड्रोन उड़ाये जा सकेंगे। इनमें ड्रोन टैक्सियां भी शामिल होंगी। भारती की ड्रोन कंपनियों में विदेशी स्वामित्व पर किसी तरह का प्रतिबंध नहीं होगा। स्वयं जेनरेट कर सकेंगे UIN सरकार ने ड्रोन के निर्माताओं और आयात करने वालों के लिए स्व प्रमाणन की व्यवस्था की है। यानी ये लोग अपने ड्रोन को कुछ सरकार की नजरों में प्रमाणित कर सकत हैं। इसके लिए ये निर्माता/आयातक डिजिटल स्काई प्लेटफॉर्म पर जाकर स्वयं यूनिक आईडेंटिफिकेशन नंबर (UIN) बना सकेंगे। सरकार ने कहा है कि 30 नवंबर 2021 या इससे पहले तक भारत में मौजूद सभी ड्रोन को सरकार UIN जारी करेगी बशर्ते इसके लिए उनके पास जीएसटी बिल हो, और वे डीजीसीए से मान्यता प्राप्त ड्रोन हो। Read the full article
