I think I got Arrow's design down!! This is Mosco's other uncle - Ace's partner in crime.

He's an illusionist and a big part of his work is to use his ability to disguise himself to put on dramatic shows, trick people and escape tight situations, so he changes his appearance drastically all the time. He has a few glamours he uses if he really needs to look different, but he mostly changes smaller stuff like his hair and eyes since it's easier. This is what he always bounces back to in the end, though.
