It’s where angels have the same size ratio to humans as humans do to cats so they keep us as pets and if one looks exactly like you, you HAVE to keep it. Zachariah gives Michael Adam as a gift, since he happened upon him at a store and he looks JUST like Michael, so Michael has to keep him. (It’s also to curry favor but it doesn’t work.) It’s a rocky start, Michael knows nothing about caring for a human and other angel’s advice is at best contradictive at worst horrendously bad. So he just ends up asking Adam how he wants to be cared for, which Adam is happy to oblige. 

Adam ends up the most spoiled pet in all of existence.
