I think there were some vigilantes stalking/harassing me using some kind of consumer-grade radar, and I know there were some people with access to my device's location data tracking me in real time on the roadway (happened on over a hundred drives over the course of several years). Someone even tipped me off once that they knew a software engineer was following me as some sort of crime prediction/prevention effort they were programming/designing.
What it amounts to for me is harassment and stalking, so the same may be true for you. I contact an authority and report that stuff every time it happens. The people I mentioned that were following me on rural backroads and throwing up obstacles around my vehicle did not appear to have any authority, in fact I recognized one of the women as being some freak involved with group sex clubs and always ranting about political conspiracy theory bullshit on Facebook .They're stalkers man - they should probably go to jail for doing it as much as they do or at least get cited and fined for it.
