At Beale Air Force Base , in California, you would think that the SR-71 Blackbird program would be the biggest blackest deepest secret. You would be wrong.
The biggest secret was Senior Bowl.

According to Air Force Test Center History Office documents, all manned flights over the Soviet Union were discontinued by President Dwight Eisenhower after Francis Gary Powers’ U-2 spy plane was shot down May 1, 1960. However even if the US government was planning on using satellites for reconnaissance, the technology was still a few years away and the Central Intelligence Agency (CIA) determined unmanned drones could fill the gap until satellites became viable.
For this reason in the 1960s the famed Lockheed “Skunk Works” developed the D-21 a highly-advanced, remotely piloted aircraft (RPA) designed to carry out high-speed, high-altitude strategic reconnaissance missions over hostile territory.
The D-21 required a mothership to launch given its ramjet engine, which needed to be air-launched at a certain speed to activate. Initially, Lockheed testers used an M-21 (essentially a modified SR-71 Blackbird) to air launch the D-21 drone. The D-21 would be launched from the back of the M-21. Ideally, after conducting its reconnaissance mission it would eject a hatch with photo equipment to be recovered either mid-air or after the hatch landed.
However, on the fourth flight test, the D-21 experienced an “asymmetric unstart” as it passed through the bow wake of the M-21 causing the mothership to pitch up and collide with the D-21 at Mach 3.25. Crewmembers Bill Park and Ray Torick ejected from the M-21, but Torick’s flight suit became ripped and filled with water when he plunged into the ocean where he drowned.

After the accident and after the death of Ray Torick, a test flight engineer, the M-21 launch program was cancelled but testers still believed the D-21 would make a valuable reconnaissance vehicle and decided to launch the drone from B-52Hs under a top secret test program named Tagboard. The new code name for the D-21 project became Senior Bowl.
It was Kelly Johnson, President of Skunk Works, who suggested to use the B-52. As a result of Johnson’s advice two B-52’s were modified: 61#0021 and 60#0036. Both B-52’s are still in the US Air Force (USAF) inventory. The ultra secret 4200 test squadron was formed at Beale.
Only a few of the men that flew the SR-71 had been read into the program: out of necessity one of the few included my father Richard “Butch” Sheffield, SR-71 RSO who had already been read into Oxcart in 1965. In his unpublished book he writes that on the flightline he was with Bob Spencer, SR-71 pilot. They were taxing out when they saw the B-52 with a drone underneath it. Spencer asked ‘What is that under that B-52?’ My Dad responded ‘I have no idea.’ He couldn’t tell Bob Spencer the truth.
These two B-52‘s were kept away at the end of the runway apart from any other operations.

The D-21s were used on four flights over communist China but none of these missions fully succeeded.
Two flights were successful, however the imagery could not be recovered from the D-21’s hatch. The other two operational flights ended with one being lost in a heavily defended area and the other D-21 simply disappeared after launch.
The main mission of the D-21 was to fly over China and take pictures of its nuclear weapons test facility in the remote west central of the country near Lop Nor.
The pictures were supposed to be dropped in the ocean and recovered by the Navy. During the Cold War this information was necessary for the defense of the US.

The fourth and final mission of the D-21 drone took place on Mar. 20, 1971 and was undertaken by D-21 #527. Experts at the 4200th Support Squadron and at Skunk Works concluded that #527 must have malfunctioned. It was thought to have gone down near Lop Nor. This drone is on display in China at their national aviation museum. So we know that it got close.
Senior Bowl lasted from January 1968 until Jul. 15, 1971. Interestingly, after the fall of the Soviet Union, Ben Rich (then retired president of Lockheed’s Skunk Works) finally had an opportunity to tour Russia himself. While in Moscow, the KGB presented Rich with a gift of what they thought were the remains of a stealth fighter that had crashed in their territory. As it turned out, the wreckage was actually pieces and parts of the lost D-21 Drone!

In 2016, I wrote a 300+ page "third-party-complaint" to SACSCOC explaining that they should not accredit Bob Jones University because they could not fulfill the stated "principles of accreditation." One point was that BJU could not abide by Curriculum Quality for Graduate Education (3.6.1, 3.6.2, 3.6.3). Here's what I wrote in the overview:
Bob Jones University does not meet the SACSOC Principles of Accreditation curriculum quality for postbaccalaureate program rigor or undergraduate standards. BJU’s postbaccalaureate program is not more advanced in academic content, does not engage the student in research and professional practice, and its standards are neither public nor commonly accepted.
In the Fall 2000 and Spring 2003, Stephen Benjamin Jones, the great-grandson of the Founder and then in-line for the BJU presidency, enrolled in my RPA511 Seminar in Public Address. The Fall 2000 class surveyed the rhetoric of Jonathan Edwards, and the Spring 2003 class surveyed the rhetoric of Charles Finney. Since religious evangelism was the topic in these seminars, the course was cross-listed in the Bob Jones Seminary.
Jones did fine work in both sections as is proven by my final paper comments.18 He was thoughtful and creative, albeit timid—not an unusual situation for a novice scholar still finding his critical voice. In 2000, I remember encouraging Jones about pursuing graduate work outside of BJU since his entire education from cradle to graduate school had been entirely at one institution. He affirmed that his “Uncle Bud [Jordan]” had said the same thing, but his father, Bob Jones III, and he were anxious about the prospect.
Somewhere between 2000 and 2003, Jones had decided to pursue the entirely unique degree of Ph.D. of Liberal Arts Studies at Bob Jones University. That program did not exist before or since at BJU. The degree does not exist at any other accredited school either (3.6.3). In March 2003, during the Charles Finney Seminar, I received a memo through campus mail from the BJU Provost, Philip Smith. The exact wording was as follows:

I am preparing a comprehensive examination for Mr. Stephen Jones's doctoral program, which I have been foreseeing for several years. He will complete all of his coursework this semester and his next step is to take the comprehensive examination.
According to Stephen's record, he has taken the following course(s) and I would like to request that you submit the following: • RPA 511 Seminar/Public Address—ten questions • RPA 512 Seminar/Public Address—ten questions
1. Submit multiple choice questions with four or five distracters for each question. The questions should represent the major points that a student gleans from each course that he has completed. 2. Submit essay question if requested. 3. Please indicate the correct answers for test grading purposes. Please send these questions and answers to me no later than May 23. I assume that most of the questions have already been used in past tests and that you will select those that represent the major points in your course.
I don't want to add an additional burden to you and I trust that you will honor this request help to equip Stephen's future with the earned doctoral degree that his father desires for him to complete.
This is extraordinary. To reduce Ph.D. course work for a comprehensive exam to multiple-choice questions is unacceptable for an upper-level undergraduate class, let alone a terminal degree. Ph.D. comprehensive exams involve hours of essay-writing, not minutes of test-guessing. Further, to put the grading of that exam outside of the control of the professor who conducted the class is not acceptable practice.
Notice, however, the clear indication Dr. Smith gives in his memo about who is really in control of Jones’ educational success. “I trust that you will honor this request as we help to equip Stephen's future with the earned doctoral degree that his father desires for him to complete.” Jones’ father is, of course, Bob Jones III, and by including this small line at the end of the memo, Smith is communicating the absolute power behind his request.
Equally shocked by the identical memo she had just received for Jones’ course work in Communication Studies, my colleague Charlotte Burke—current professor in the Communication Studies department—expressed identical disbelief. She and I discussed the situation at length, and assuming we had no recourse, we both complied.
SACSCOC ignored this comment and others blandly claiming that there was no violation.
Now we come to Ellen Weaver in 2022, the BJU B.A. in Political Science non-educator (2001) who is the GOP candidate for SC's Education Superintendent. She is a faculty/staff kid who grew up on campus. Her mom just recently retired from BJU. Her parents graduated in '78 and '79. She is a total product of BJU with many parallels to Stephen Jones.
Will Bob Jones University do the same thing for her as they did for Stephen Jones?
SACSCOC was warned about this behavior as well. They are culpable in this action.

There, sitting right in front of me on its decrepit transport cart and dusted with windblown sand, abandoned in the Sonoran Desert, is one of Kelly Johnson and Ben Rich’s most ambitious classified projects from the fabled Lockheed Skunk Works….
I just found the CIA’s ultra-secret Mach 3.3+ D-21 long-range reconnaissance drone. The D-21 was so weird, so ambitious, so unlikely it remains one of the most improbable concepts in the history of the often-bizarre world of ultra-secret “black” aviation projects. And now it lies discarded in the desert. The story behind it is so bizarre it is difficult to believe, but it is true.
July 30, 1966: Flight Level 920 (92,000 ft.), Mach 3.25, Above Point Mugu Naval Air Missile Test Center, Off Oxnard, California. The MD-21 takes off.
Only another M-21 is fast enough and can fly high enough to photograph this, the most classified of national security tests. Traveling faster than a rifle bullet at 91,000 feet, near inner-space altitude, one of the most ambitious and bizarre contraptions in the history of mankind is about to be tested.
Tagboard” is its codename. Because of the catastrophic May, 1960 shoot-down of Francis Gary Powers’ Lockheed U-2 high altitude spy plane over the Soviet Union the CIA and is in desperate need of another way to spy on the rising threat of communist nuclear tests. Even worse, the other “Red Menace”, the Chinese, are testing massive hydrogen bombs in a remote location of the Gobi Desert near the Mongolian/Chinese border. It would be easier to observe the tests if the Chinese did them on the moon. Flat, triangular, black, featureless except for its odd plan form as viewed from above, like a demon’s cloak, it has a sharply pointed nose recessed into a forward-facing orifice. That’s it. No canopy, no cockpit, no weapons. Nothing attached to the outside. Even more so than a rifle bullet its shape is smooth and simple. This is the ultra-secret D-21 drone. The D-21 is truly a “drone”, not a remotely piloted aircraft (RPA). Its flight plan is programmed into a guidance system. It is launched from a mothership launch aircraft at speed and altitude. It flies a predetermined spy mission from 17 miles above the ground and flashes over at three times the speed of sound. It photographs massive swaths of land with incredible detail and resolution. And because of its remarkably stealthy shape, no one will ever know it was there
Despite a successful launch the D-21 drone was lost. In the middle of 1972, after four attempts at overflying Red China with the D-21 drone and four mission failures, the program was cancelled. It was imaginative. It was innovative. It was ingenious. But it was impossible.
So ended one of the most ambitious and outrageous espionage projects in history.
