EFCC arraigns Onitsha market leader over alleged N6.7m fraud

The Enugu Zonal Command of the Economic and Financial Crimes Commission, EFCC, has arraigned the Chairman, Onitsha/Odekpe Plastic Market Association, Obinna Calistus Okoli, before Justice Nnamdi Dimgba of the Federal High Court, sitting in Awka, Anambra State, for obtaining under false pretence to the tune of N6.7 million. Okoli was arraigned on Tuesday, February 13, 2024 alongside Onitsha/Odekpe Plastic Market Association on a two-count charge bordering on obtaining under false pretence. One of the counts reads: “That you, Obinna Calistus Okoli (while being Chairman of Onitsha/Odekpe Plastic Market Association) and Onitsha/Odekpe Plastic Market Association between May 2018 and July 2020 in Onitsha, Anambra State within the jurisdiction of the Federal High Court of Nigeria with intent to defraud induced one Mr. Joseph Okechukwu Enyiuche to deliver to you the sum of (N6,700,000.00) Six Million, Seven Hundred Thousand Naira under the pretence that you would allocate to him four shops in the proposed lock-up stalls/shops to be built at water melon land which pretence you knew to be false and thereby committed an offence contrary to Section 1 (1) (a) of Advance Fee Fraud and Other Fraud Related Offences Act 2006 and punishable under Section 1 (3) of the same Act.” They pleaded not guilty when the charges were read to them. In view of their pleas, counsel to the EFCC, Nuradeen Shehu Ingawa, prayed the court for a trial date and for the defendant to be remanded at the Correctional Centre. Defence counsel E. O. Igowe made an oral application for bail but was vehemently opposed by Ingawa who reminded the defence counsel that it was a court of records. Justice Dimgba thereafter adjourned the matter till Friday, February 16, 2024 for hearing of bail application. The defendants were remanded at the EFCC custody. The defendant was arrested by operatives of the Enugu Zonal Command of the EFCC when a petitioner alleged that Okoli fraudulently obtained N6.7 million from him in order to help him secure four lock-up shops at a proposed mall to be built at water melon land in Anambra State. The petitioner says that after making payment for the shops, he discovered that the defendant had no shops left to be allocated to him and all efforts made to get his money back proved abortive. Panic As Fire Breaks Out In Onitsha Main Market (Video)
The Onitsha main market in Anambra State has been engulfed by flames after a mysterious fire broke out in the early hours of Tuesday. Main Market, Onitsha, is reputed to be the biggest market in West Africa, and hosts a large population of traders, who are mainly importers of goods, and deal in varied products. A source, Mr Barth Ifediora, who raised alarm, said the fire broke out early morning of Tuesday, in a section of the market known as White House. White House is the office of the leaders of the market, an expansive two-storey building and hosts several offices, halls for meetings in the first and second floor, while the ground floor hosts shops. A source said: “The area mostly affected by the fire is the block of shops under the white house, where expensive lace materials are sold.” Martin Agbili, the fire service boss in Anambra State, could not be reached as of the time of filing this report. I am Igbo. I am proud of who we are. I love Nigeria. I love the best of her people and the many strengths. I love what she can be. But dear compatriots, I will not apologise to anyone who thinks that my success is a threat.
WALK WITH ME
I am Igbo. Go to Onitsha. Go to Aba. Go to Alaba. Go to Kano and see wealthy men who brag about how many millionaires they had minted in the course of their lives more than how many millions they personally had. Millionaires who sold the same things o. Competing with their former masters. Taking on more competitors will create more competitors over and over. Does it destroy the master? No! This is a mastery over greed that is not found elsewhere in the entire world. I am Igbo. And I am graciously proud!
My ancestors were the ones who in 1803 walked into the Pacific rather than be slaves. That legendary spirit is mine to claim. Every Igbo man has a personal god, his Chi. My success is determined by how much I want it. Not by obstacles. Not by what people call impossible. Not by how rich or poor my father was. Not by avoiding danger. But by a simple agreement between me and my Chi. “Onye kwe, Chi ya ekwe”. If you believe, your personal god will validate it.
I am Igbo, I was raised this way. To create success and share it without begrudging our neighbours and our hosts. We will teach our host’s children our way of life if they would rise above their suspicions. We don’t mind a Yoruba or Hausa boy-boy or Edo. We only ask that the person be smart and dependable. We are not particular about kings or queens. We don’t want to be your king. We don’t do very well with them. Before the white man we barely had any kings. A child who came of age had the right to speak in a village meeting when it was his turn. No one could stop them.
The community came together to build houses for each other. People who were struggling were supported and those who had lost children or had none were lent children for their farms. When my ancestors saw that education was good, they contributed to sending the village's brightest to school. Even people whose own children were Olodo happily contributed to other people’s children. Do you know why? We believed that a child belonged to everyone. I am Igbo. I will not apologise.
In those days we had leaders who were chosen purely on what they could do. Nothing was hereditary. Even the chief priest was chosen by the spirits from kindred to kindred, without a set pattern. Basically, we don’t want to rule in your land. We want to build wealth. Again we’re happy to share. We will build schools, hospitals, and markets without a single prejudice. Everyone is welcome. And no, we don’t only go to already-made cities. We particularly love to do virgin lands and make decent towns out of them.
I am sure there are many things for which you can be proud of your ancestors. I know a few because I try to educate myself. I will celebrate them with you. Your art & culture - ancient & modern. The warrior spirit of your ancestors. Their industry. I celebrate them all. I dare suggest that if other Nigerian ethnicities who prefer political power understood Igbos, they would rule forever and Igbos wouldn’t mind. Any Igbo will tell you: Provide a level playing field, and promote law and order and Igbo will largely ignore politics.
Let me reiterate. We don’t do well with kings and queens. Respect is earned not inherited. That’s how we see it. We only hate injustice with a terrible passion. How do you think the boy-boy system is sustained? If you don’t “settle” your boy, or skimp on how much, nobody will beat you, but you won’t be able to live down the shame. You will forever be known as the riffraff that doesn’t “settle” his boys. Just like that, your respect is gone. When a child who has “washed” his hands is chosen over you, your pariah status is sealed.
You may resist and ask, “What about Igbo governors? How come they do Ndị Igbo dirty and get away with it?” The answer is simple. No one chose them. They’re imposed with guns every election cycle. They are vassals of Abuja. Free and fair elections and none of these clowns will smell that seat. If not for the guns, even a small child will walk up to them and tell them that they’re full of crap. Ideally, everyone can speak. From the drunk to the village madman. You’re allowed to laugh at their craziness but you’re not allowed to silence them. “Mba nụ. Ị bụ Chi ya?” No! Are you his God? They commune with the spirits. So once in a while, they say things that save the community.
But a Peter Obi can live in Onitsha & walk into the market with little or no escort. Why? He embodies the best of us. His attitude is what our forefathers built over thousands of years. Industry without excessive greed. A peaceful man with grit and a truckload of bravery. Someone who pursues justice for all and uses public money for the public good. I am Igbo and I am happy to emulate the best of you. If it is a thing of value we will adopt it and we expect that as we are willing to share, you will extend us the same hand. But even if you decided not to teach us, we only need to see it to learn.
I know this is what gives you pause and whips up fears that we want to take over. Let me assure you that we wish to build a bigger market to accommodate all of us. Please let us try it our way. Our competition is not winner-takes. We share. We enrich. We make it better. I am Igbo, my mantra is “O je mba enwe ilo”. The traveller mustn’t make enemies. I expect that you will not understand me. But I believe that this is not your burden. So I learn your ways. Teach my children your language. Learn your customs and obey your laws. Stop trying to crush my spirit. You will fail. My spirit is my gift to Nigeria. It is rare on all earth. I don’t know how NOT to compete. I can’t accept being less than others. I can’t be enslaved.
Because I am Igbo & all I have to do is believe and my Chi will validate it.

The Igbo Traditional Political System
Nri in Anambra state is regarded as the ancestral home of the Igbos. In Nigeria the Igbos generally occupied the former Eastern Region and a part of the Mid Western region. The Igbos generally had no Kings or Chiefs (i.e. Igbos enwe-Eze). However few towns like Onitsha had what looked like a recognized chief. The Igbos operated a democratic system of Government. The highest democratic institution among the Igbos is the Oha-na Eze (i.e. the Town Assembly). The largest political unit was the village/village group. This was by kindred then family unit.
The Igbos had a decentralised system of government. The executive, legislative and judicial power were vested in the
Oha-na Eze the council of elders the Ofor title holders the family the Ozor title holders the Age-Grade the Umuada the ‘Ala’ or the Earth’s goddess represented by a Chief Priest. The administrative system was decentralized and characterized by the principle of acephalous (absence of a centralized government). It was therefore a chiefless society which was segmentary and egalitarian in nature. There was no supreme king like Oba and Emirs in the North. Interestingly, however, each village in Igbo society is normally administered like a Republic, independent or sovereign state

The council of elders were made up of chiefs and elders in the town. For example, the war chiefs, the religious chiefs, the market chiefs, the family or ward chiefs e.t.c are all members of the council of elders. The functions of the council of elders include :
Advising the King on day to day administration Removing the King if need be Regulating trade by fixing price for essential commodities Deciding on days for religious ceremonies and carrying them out Trying offenders and ensuring that the punishment imposed on them are carried out Organising age groups and assigning duties to them Negotiating peace with neighbours as well as planning for and engaging in war The Age grade are formed by males and in some cases female children born within a given age bracket. For example, Children born between 1960 to 1965, can be grouped under one age-grad. Each age grade usually is organised under a leader and other officials. The leader normally is the oldest or strongest member. The age-grades were called upon to perform public services and duties such as:
Clearing bush path Repairing the King’s house and bridges Preparing the town centres for ceremonies and Religious duties such as taking part in rituals and dances War duties and civic duties e.g. performing ceremonial functions Maintenance of Law and order and Peace Sanitation and cleaning of the environment Judicial Administration
The family settled minor disputes within the family level Council of Elders or “Amala” handled major disputes The final adjudication of cases was done by the deities The age grade settled minor disputes among themselves The Ala plays great role in Judicial functions. For example offences such as homicide, murder and birth of abnormal children are crimes against the Ala.
The chief also takes part in judicial settlement. Sometimes, the whole village may constitute itself into a court for the purpose of settling disputes. Finally, the ‘Dibie’ (native doctor) also settles disputes among the people.
Religion
The Igbos practised traditional religion. They had chief priests who performed sacrifices from time to time to appease the gods. The Igbos have great respect for the deities and the departed ancestors. The chief priests were the link between the people and the deities, as well as departed ancestors. The Igbos believe in re-incarnation. Profaning of deities was a very serious offence among the Igbos. The religious life of the Igbos were surrounded by mysticisms and superstitions.

The sit-at-home directive by the outlawed Indigenous People of Biafra (IPOB) largely flopped in the Southeast and Southsouth on Thursday, but the group insisted it was a huge success.
Business activities went on normally in the five Southeast states as well as Rivers, despite the directive.

IPOB leader Nnamdi Kanu said the call was to protest “bad governance and economic annihilation”.
He urged the Igbo everywhere to boycott all activities organised to mark Independence Day celebrations.
Kanu, in a statement on Thursday by IPOB spokesman Emma Powerful, said: “The sit-at-home order issued by the global movement on 1st of October 2020 is totally successful in so many states and cities in Biafraland.”

He said all states in the Southeast and Southsouth within ‘Biafraland’, including Abia, Rivers, Ebonyi, Anambra, Imo and Delta states, complied with the order.

“We thank our people in South Africa, USA, Canada, Britain, France, Japan, Germany, Indonesia, Australia and other countries of the world for their resoluteness declared to the world over that we are no longer interested in Nigeria.
“The whole world must understand that IPOB cannot go back to Nigeria,” Kanu said.
But our correspondents observed that, contrary to IPOB’s claim, a majority of residents did not heed the call in Imo, Anambra, Ebonyi, Enugu, and parts of Abia and Rivers states.

It was unsuccessful in Imo as many people trooped out for their businesses. Markets, stores and artisans all opened.
Except for banks and government offices that were closed due to the holiday, people were seen moving about freely the capital city of Owerri.
Residents of Enugu ignored the order. It was business as usual.

Our correspondent, who monitored different parts of Enugu, observed that all the markets opened for business while vehicular movement was not restricted.
There were masquerade displays in some areas by the youth.
A combined team of security agencies had earlier patrolled different parts of Enugu in a show of force apparently to reassure residents.
A trader at Kenyatta Market said: “How can you tell people to sit at home at this critical period? I don’t think any reasonable person that has a family will obey the order. There is hunger everywhere and somebody is asking people to stay at home. I opened my shop for business.”

A resident of Ugwuaji in Enugu South Local Government, Ifeanyi Ogbodo, said the order came at the wrong time.
He advised IPOB to look for other ways to actualise Biafra.
It was also business as usual in Abakaliki, the Ebonyi capital, as residents went about their normal business activities.

Vehicles moved in and out of the state as the usual commercial activities went on unhindered.
Markets in the state, especially the Margaret International Market Abakaliki, were open when our reporter checked.
Police spokesman, Loveth Odah, said there was no reported case of harassment from citizens by any group.

Our reporter who monitored Eliozu, Rumuodara and Tank junction areas discovered that most of the shops were open just as markets were on.
At Ikokwu automobile spare parts market along Ikwerre Road, traders were seen either sitting or standing in small groups talking.
Some others crowded a newsstand close to the place chatting and arguing.
A trader, Uzo Aladinma, said he regretted that almost “nothing is working out in this country”.

“People are being killed in parts of the country on daily basis, nobody is doing anything about it.
“The President is favouring his people over the other parts in job offers, political appointments. There is hunger, hardship, lack of employment, among others.
“We cannot continue to live like this. The Federal Government should understand this, and call for a referendum so that every part goes their separate ways.”

Security Operatives, especially the police, were deployed around the Ikoku area as the men blocked one lane of the dual carriageway of Olu-Obasanjo.
There was partial compliance in Anambra, but residents attributed it to the public holiday rather than the IPOB call.

But, some markets, including street shops monitored by our correspondent in Onitsha and Nnewi, were locked.
The popular Nkwo Nnewi market and shops were shut.
The usually busy Upper Iweka area of Onitsha, with its many parks, was deserted as business activities were grounded.
Youths were seen playing football on the streets while others were in clusters discussing.

Filling stations located around the area had few vehicles driving in to buy fuel.
The ever-busy Niger Bridge was virtually empty, with few vehicles particularly tankers, entering and exiting Onitsha.
Filling stations on the Onitsha Enugu expressway up to former Ogbunike toll gate were all closed, but those located on the streets of Onitsha and environs were seen open for business.

A resident said the situation could be due to the public holiday declared to mark the Independence Day anniversary.
“Since I started living in Onitsha, markets hardly open on October 1. Traders hardly open their shops on such days.
“I think IPOB just played a smart game. They should not take the glory,” he said.
In Aba, Abia’s commercial centre, there were little or no business activities as most traders stayed home.

While it was business as usual in Umuahia, the state capital, owners and operators of commercial parks and loading bays in Aba lamented low patronage.
Some gates of Ariaria and Cemetery markets, among others, were open, but shop owners stayed away.

But a market leader in one of the markets told our reporter that it had been a tradition for the two major markets of Ariaria and Cemetery to close for business on every October 1.
At Sameck junction, about five Hilux patrol vehicles belonging to the Mobile Police, Counter-Terrorism and conventional policemen were parked on both sides.
Major roads, such as Faulks, Aba-Owerri, Azikiwe, Okigwe, Asa and Aba-Ikot Ekpene Expressway that normally had heavy vehicular movements were free from the usual traffic jam.

Some shop owners on major streets who had opened earlier in the day said that they closed for business after reports came to them that some people believed to be IPOB members were forcing shop owners along the Umule axis of the commercial town to close their shops.
A shop owner, Chinyere, said: “Some group of boys wearing black and other IPOB insignia setup bonfire on some of the roads around Sameck and Powerline.

“They used sticks to block the road and were chasing people back. Even those who wanted to go for morning mass were also chased back by the boys.
“I later learnt that the Army and Police chased them away. Some of us who feared that the situation could degenerate quickly closed for business.”

MR APPRENTICE VS MR GRADUATE
An apprentice in this context is someone who has gone to learn a kind of trade or business under someone for a period of 5-7 years depending on the agreement afterwards, His Oga settles him to go start his own business.
A graduate is someone who has gone to school to after spending 4-7years plus ASUU strike and extra semesters etc
His plan is to go get a job in a company or Bank etc. After so many trials, year in year out no employment.
The graduate now thinks I need to start a business, and because he has gone to school he was able to put up a comprehensive business plan. Took it the bank the banker asked him, what's your turnover monthly ?
We need a business that has a turnover of at least 5 million naira monthly.
Then motivational speakers, friends and church leaders advised to start small
Remember the Mr Apprentice has been generating that turnover close to what the banks want.
Mr Graduate, then goes into business in a small way, with just little or no experience, with different pit falls ahead of him.
No matter the amount of books he has read, He can't be on the same level with Mr Apprentice because he has been in business for more than 5 years or even 7 years this has become his talent.
Jesus parable of the talent shows us the law of Apprenticeship, those servants have been learning for a period of time under their Master, at the appointed time he gave them money to go start their businesses and none failed, the last guy who buried his money, wouldn't have failed if he had gone into business.
Someone said the Igbo system of apprenticeship has produced more millionaires than the universities. I think that's true.
My candid advice to any graduate is not to go into retailing business, except if your father has plenty money to experiment with and also if you are still very young.
If you don't have all those conditions as stated above and you venture into any retailing business or trading, HMM YOU GO SEE THINGS OOO and the journey will not be funny at all. Yes you go make am, maybe after ........ years, Fill in the number your self.
Here is my advice, you have spent 5-7years in school, focus on KNOWLEDGE BUSINESS. That's what you should invest in.
Those who have gone to learn a business at Aba, Onitsha or Alaba International market while you where in school will need your knowledge.
For example majority of them don't know jack about digital marketing,
They don't know how to write a proposal talk less of a comprehensive business plan.
They don't know how to register their businesses
Many of the them aren't good with social media.
Anyway internship is another option or work for free to gain experience
But make sure you hold on tight to business of knowledge. the school prepared you for that, the ability to search and use knowledge. Remember your final year project: except you outsourced it.
What you will require to compete is KNOWLEDGE and the BUSINESS OF KNOWLEDGE.
