ADMIRAL BYNG AT MINORCA - Part 1
Looking at Byng - he sent Hervey and some frigates to establish contact with Fort St Philips, which they did, after some adventure with tides and wind. The fort was extremely slow to respond, but did eventually send out an officer on a boat. All the time, the French could see Hervey's squadron, and later the boat from the fort, but only fired in a desultory and unsuccessful fashion. Up to this point it is difficult to criticise Byng's actions off Minorca. The court martial would later say that he ought to have sent the army officers off with Hervey's frigates, but given that nobody knew if the castle could be contacted, and if so whether it could be reached, this would be moving one step ahead of logic. The criticism here is based on what did happen, not on what a step-by-step plan would have seen as sensible to plan. La Galissonniere appearing on the horizon spoilt the plan, ended the process. Hervey was ordered back, his frigates being needed for signalling duties in any, likely, engagement. Can we criticise Byng for not being prepared to receive the French fleet? In a sense, the situation was the opposite - as a naval commander he was completely prepared. The ships of the line were standing off, the frigates were capable of being recalled. There was no lack of preparation from a naval aspect there. The French also weren't offering battle immediately. There would be a night stand-off and hours of maneouvering. During this period, Byng was able to agree to Hervey's suggestion to turn Phoenix into a fireship, and to transfer crews from the frigates to the ships of the line to make up deficiencies in manpower in the vessels that would actually be doing the fighting the next day. It should also be noted that Bertie's fusiliers would be vital to any close ship action the next day, should boarding and taking of prizes take place. What Byng could be criticised of is not quite handling combined operations to their best extent. However, having left the regiment behind at Gibraltar that he was supposed to be throwing into the castle at Mahon, he only had the missing officers from the garrison, some of them extremely senior. Whilst Blakeney at the two court martials (army and navy) would state that the added presence of the officers would have helped a lot, as work was falling excessively on those that were actually present at Mahon, and presumably on lower ranks with responsibilities beyond their pay grade, it would not necessarily have been evident to Byng that merely adding a couple of dozen officers would have helped the castle to have held out longer. There is also the counterfactual to consider - what if Byng had sent the officers with Hervey. Would the generals in the mix have been happy with that? Could anything useful have occurred anyway given the slow movement in response from the garrison, and the fact that La Galissonniere's arrival meant that Hervey had to break off anyway? Byng seems to have been criticised for not doing something that would not have worked anyway. Had La Galissonniere not appeared when he did, having the army officers with Hervey's squadron might have meant that they could be rowed across to the fort when the boat from there finally arrived at the Phoenix. But had La Galissonniere not appeared when he did, Byng could have acted on part two of his own plan anyway, and sent the army officers to Hervey once communication had been established with the fort. Thus, it is not meaningful criticism since had he sent them they would not have been able to land anyway, because of the arrival of the French fleet, and if the French fleet had not arrived when it did, he would have been able to send them the next day anyway.
