Cost of B.C.'s Coastal GasLink pipeline leaps 70 per cent as TC Energy settles dispute | CTV News Vancouver
The projected cost of the contentious Coastal GasLink pipeline spanning northern British Columbia has jumped 70 per cent to $11.2 billion in the wake of a freshly inked deal between operator TC Energy Corp. and the group building a liquified natural gas terminal on the West Coast.
Amid rising globaldemand for fossil fuels, TC Energy CEO Francois Poirier said a sheaf of revised agreements with LNG Canada “settles all outstanding disputes" and allows for “timely execution of our largest LNG-linked project.”
TC Energy expects “mechanical completion” - when all construction and testing is wrapped up and the tubes are ready to move the chilled gas--by the end of 2023.
The 670-kilometre pipeline, which aims to carry natural gas across the province to the LNG Canada processing and export facility in Kitimat, is already about 70 per cent complete, Poirier said.
Until Thursday, the pipeline's cost estimate stood at $6.6 billion. “Capital costs have increased from the original cost estimates made in 2012, and the revised agreements incorporate a new cost estimate for the Coastal GasLink project of $11.2 billion,” Poirier told investors on a conference call.
He said TC Energy will pay out $1.9 billion in equity by installments that kick off this month. “We currently estimate our portion of the equity contributions to Coastal GasLink LP over the project life to be approximately $2.1 billion,” the Calgary-based company said in a statement.
Details of the settlement are undisclosed, but it concerns costs stemming from causes as wide-ranging as COVID-19, the weather, project “scope” and “other events outside of Coastal GasLink LP's control,” TC Energy said.
“Together with LNG Canada, this project will provide the first direct path for Canadian natural gas to reach global LNG markets,” Poirier said, deeming the deal a “significant milestone.”
The project has faced political and environmental obstacles over the past few years.
A series of protests by members of the Wet'suwet'en Nation and other Indigenous and green groups has repeatedly stalled progress along parts of the pipeline, while a pair of fines from the B.C. government nabbed the company for non-compliance with environmental orders this year.
TC Energy has agreements with all 20 elected First Nations councils along the route, and signed option deals earlier this year for potential sale of a 10 per cent stake to two Indigenous groups representing 16 of those communities, Poirier noted.
He also alluded to the energy turmoil stirred up by Russia's invasion of Ukraine in February, saying global demand for LNG is projected to grow by 50 per cent to 75 billion cubic feet a day by 2030 from 50 billion currently.
“This growth is largely underpinned by heightened energy security concerns and the reorder and reorientation of the energy mix,” he said.
However, analyst Robert Kwan of RBC Capital Markets questioned whether returns on the pipeline will be more modest than the initially anticipated returns, “which I think were pretty low to begin with.”
“Phase 1 clearly did not achieve its initial return objectives,” replied Bevin Wirzba, TC Energy's head of natural gas pipelines. “But as we indicated, coming to a settlement puts the project in the best position to move forward.”
Phase 1 of the project comprises constructing the pipeline, while Phase 2 involves more than doubling its capacity through the installation of compressor stations.
TC Energy, which owns 35 per cent of the venture, sold a 65 per cent stake in it to Alberta Investment Management Corp. and KKR & Co. Inc. in 2020.
The Calgary-based company posted a lower quarterly profit Thursday, reporting net income ttributable to shareholders fell to $889 million or 90 cents per diluted share in the second quarter from $975 million or $1 per share a year earlier.
The pipeline operator's comparable earnings were $979 million or $1 per common share, down from $1.04 billion or $1.06 per share in the same period of 2021.
Revenue for the three months ended June 30 increased to $3.64 billion from $3.18 billion during the same quarter last year.

Heartland begins filming Season 14, but producer says government intervention still needed on COVID insurance if industry to survive
Cameras began rolling earlier this week for the 14th season of the Calgary-based CBC favourite Heartland after producers found a temporary, and expensive, way to insure the series during the COVID-19 pandemic.
But a producer for the series says government intervention on COVID-19 insurance is still urgently needed for the industry’s survival.
After months of delay, production of the 14th season of the long-running series began on Tuesday and is expected to last until the end of the year, employing up to 200 people full-time. Season 14 was initially scheduled for the fall season on CBC but will now likely air in January.
Heartland, as with most Canadian series, was put on hold because insurance companies that service the film and TV industry are now excluding coverage for COVID-19 going forward.
Heartland producer Tom Cox did not want to go into detail about the insurance the show has acquired but said it was not a permanent solution.
“We resolved it by securing a policy out of the U.S., a very expensive policy but one that does not have a COVID exclusion to tack onto our normal insurance policy,” said Cox, who is managing partner of Calgary-based Seven24 Films, “It’s not an ideal scenario and it’s not a sustainable scenario. It’s far too expensive for any Canadian show on a sustainable basis. But it looked like it was going to be the only way we could proceed and still make delivery for January.”
Cox said he has “not taken my eye off the ball of securing an industry-wide solution. That is still absolutely essential. We have other shows coming up that could not do what Heartland has done and I would say they are the majority of shows in Canada. They simply will not go without an insurance solution that is backed by either a provincial or federal government.”
Unlike most Canadian shows, Heartland has a “footprint” south of the border, as America is one of dozens of countries where the series is broadcast, which made acquiring the insurance possible. Cox has been among a number of Canadian producers lobbying the federal and provincial governments for an insurance backstop. In June, the Canadian Media Producers Association offered a proposal that would see producers paying premiums to access COVID-19 coverage, which would be put into a dedicated fund to pay off potential claims. The government would establish a $100-million backstop that would only be used if the funds generated through the sale of policies was not enough to cover claims.
Australia, France and Britain have established similar initiatives, as has Quebec.
The 14th season of Heartland began rolling two days before Wynonna Earp, another series produced by Seven24 films, wrapped its fourth season in Calgary. That series was able to continue because it secured an insurance policy before the pandemic took hold.
The supernatural modern western, which airs on CTV Sci-Fi in Canada, established a number of safety protocols before filming resumed in July that covered everything from mandatory masks to frequent COVID testing and temperature checks, hand sanitation stations, fewer extras and visitors to set, and cast members being quarantined in their own “social bubble.”
Cox said the show’s success in producing the season’s final six episodes during the pandemic proves production can be resumed safely if protocols are maintained. Both Wynonna Earp and Heartland worked with PMO Global Services, a Calgary-based consulting firm specializing in health and safety that also helped members of the oil and gas industry navigate COVID-19.
Heartland, which tells the story of a family running a horse ranch and stars Amber Marshall, Graham Wardle, Shaun Jounston and Michelle Morgan, is the longest-running hour-long drama in Canadian history. Season 14 will shoot in Calgary, High River, Millarville and Longview. Protocols have made producing film and television much harder, Cox says. He has been inspired by the cast and crews of both shows.
“In the case of both Wynonna and Heartland … the will to create is strong and will persevere,” Cox says.

Luke Combs Extends First Headlining Tour
Luke Combs was tempted by many good times, and decided to extend his Don't Tempt Me With a Good Time Tour by 25 North American dates in 2018. The tour kicks off in Ohio in February, heads into two previously-announced, back-to-back, sold-out shows at the Ryman Auditorium in Nashville, then continues until its April ending in Edmonton, Alberta.
The first leg of the tour just started last month and ends on December 16. Josh Phillips, Faren Rachels, and Ray Fulcher have opened for the first leg of the tour so far. Combs was excited to announce that Ashley McBryde will join him on tour in 2018.
We've had such a blast out on the road playing some music for the good folks at country radio, we can't wait for this next chapter with @wmnashville! Combs was recently nominated for New Artist of the Year at the 51st Annual CMA Awards that were broadcasted last week. His debut album and two of its singles, "Hurricane" and "When It Rains It Pours," have already gone No.1 on country radio.

Immigrants are in the spotlight lately. And not in the good, Patti LuPone/Audra McDonald duet kind of way.

As promised, the Trump administration is advancing its plans to boot millions of immigrants from the United States — and reviving its order to stop them from coming here in the first place.
To hear all your Sean Spicers, your Stephen Millers, and your Kellyanne Conways tell it, the measures are necessary to stop, well, pretty much everything bad currently happening in America — from job-stealing to crime to terrorism.
Convincing Americans that immigrants are more than the sum of their worst stereotypes means winning back some hearts and minds, but these days, it can feel futile to appeal to America's heart or its brain.
But perhaps — perhaps America's stomach is still willing to listen.
Immigrants don't only make America great; they make it delicious. The people who risk their livelihoods and occasionally their lives to come here are often more than happy to share their secret recipes with us. Without them, we'd have nothing to eat ... nothing good, anyway.
Here are 17 of the top contributions to America's culinary scene by refugees, ex-pats, and immigrants.
Try not to drool on the keypad.
1. You wouldn't know about pretty much all the Chinese food you like if it weren't for refugee-turned-immigrant-turned-master chef Cecilia Chiang.

Chiang, who survived the Japanese invasion of China before immigrating to San Francisco in the 1960s, introduced America to the delicious, umami, stir-fried meat pile known as kung pao chicken at her restaurant, the Mandarin.
2. This giant paella wouldn't exist if chef Michael Mina hadn't moved here from Egypt.

Mina, the guy with the oar, was born in Cairo, immigrated to the U.S. and settled in Washington state, proceeded to open over a dozen restaurants in cities across the country, win a Michelin star, write a cookbook, appear on Gordon Ramsey's "Hell's Kitchen," launch a media company, and, in this photo, somehow managed to combine rice, shellfish, and nautical equipment into something so appetizing you would probably win a free T-shirt for finishing it.
3. Without lax 19th century immigration laws, America would have been denied its birthright: the Bud Light Straw-ber-Rita.
Anyone who watched this year's Super Bowl just for the commercials knows that Adolphus Busch was a hardscrabble German immigrant who trudged through miles of mud and ominously high grass to found the all-American beer company that makes the U.S. the perennial world leader in drunken high school reunion softball games.
4. You'd have to travel to an Eastern European war zone to enjoy these perogis.

In 1954, Ukrainian refugees Wolodymyr and Olha Darmochawal came to New York City and founded Veselka in the East Village, serving these soul-altering fried meat, cheese, and potato pouches by the crock-load to NYU students who have crushed one too many Bud Light Lime Straw-ber-Ritas.
5. This ridiculous pulled turkey burger with Indian spices, candied bacon, and masala fries wouldn't be available in Elvis country.

One great thing about being alive in 2017 is that you can find South Asian-Southern fusion sandwiches for less than $20 in the middle of the Bible Belt like it's no big deal thanks to immigrants like Indian-American chef Maneet Chauhan (you might know her as a frequent judge on "Chopped"), who opened Chauhan Ale and Masala House in Nashville in 2014.
6. We wouldn't know the gastronomic perfection that is surf and turf served over two cheese enchiladas.

Before Richard Sandoval was a "Top Chef Masters" contestant, Bon Apetit Restaurateur-of-the-Year Award winner, and international food star, he was just a Mexico City kid with a dream. That dream? To put fried onions on top of steak on top of enchiladas with some lobster tail and risotto getting freaky on the side, as his La Hacienda in Scottsdale, Arizona, did on Valentine's Day 2017.
7. Anything with Huy Fong sriracha in it would have to be seasoned with a far lesser hot sauce.

Thanks to erstwhile humane values of decades past, America's hottest condiment was given unto us by a refugee — David Tran — who fled his native Vietnam on the ship Huy Fong in the 1970s. Had he come four-and-a-half decades later, it's likely he would have wound up in Canada and invented spicy maple syrup or whatever. (Actually, to be honest, that sounds pretty great. Please, immigrants from tropical climes living in Canada, invent spicy maple syrup.)
8. The Swedes might have chef Marcus Samuelsson's La Isla Bonita all to themselves.

With all the problems in Sweden that are totally so real that everyone knows about them, it's no wonder that Samuelsson (who was born in Ethiopia and is another frequent "Chopped" judge) skipped town for New York City, bringing his brand of soul food to Harlem's Red Rooster — including this otherworldy mashup of tres leches cake, rum, passion fruit, and banana.
9. Detroit would be bereft without its iconic chili-onion-mustard dogs.

The precise origin of the Michigan-favorite Coney dog has been debated for decades, but pretty much no one contests that it was invented by Greek immigrants, notably brothers Bill and Gust Keros around 1919, when they discovered — after millennia of flailing by the best chefs in the world — that the ideal condiment for meat was goopier meat.
10. You wouldn't even be able to dream about Jose Andres' ibérico bacon cristal bread uni.

It's also known as coca con arizos de mar — or "expensive ham 'n fish pizza" — and Andres serves this magical creation at his D.C. tapas restaurant Jaleo. The award-winning chef, who hails from Spain, was one of several dozen who closed his restaurants on Feb. 16, 2017, in protest of the Trump administration's immigration policies.
11. Vending machines, bodegas, and gas station convenience stores nationwide would be thousands of dollars poorer without Flamin' Hot Cheetos on the shelves.

More than "The Great Gatsby," more than "Rudy," even more than Katy Perry's "Roar," the story of Flamin' Hot Cheetos is the story of the American dream. Working full time as a janitor at a Cheetos factory (!), Mexican immigrant Richard Montañez took home some defective, un-dusted Cheetos after an equipment breakdown, sprinkled some chili spices on them, and presented his creation to corporate bigwigs, who promptly put them into production. The tangy corn tubelettes quickly became the company's #1 selling snack, and Montañez was promoted to executive vice present of multicultural sales and community activation, having successfully pulled himself up by his sticky-dusty bootsraps.
