Thousands of vote counting machines glitches and malfunctioned on election day

The COMELEC updated as of 10:27 am 940 machines were jammed, 606 VCMs rejected ballots, 158 had problems with the scanners, 87 of the machines were not printing, and 76 VCMs had malfunctioning printers, Commissioner George Garcia said.
With over 1900 reported problematic machines, only 10 have been reportedly replaced. Technicians on site were deployed to assist and fix the problems of the VCM’s, Garcia added.
In addition to this, Garcia also stated the budget that was given to them for the vote counting machines was not enough which is the why they can’t afford to buy brand new machines and they just relied on using the machines that was used on the past elections.
“I think this is the last dance for our VCMs. We will not use them anymore in the 2025 (midterm) elections,” said Comelec Commissioner Marlon Casquejo, chair of the election steering committee.
“Even if they say the budget for the 2025 elections is small, we will insist that we would not use these VCMs for the succeeding elections. The VCMs have reached their limit, (their) life span, The machines are around nine years old, Casquejo added. exceeding the Commission on Audit’s (COA) allowed life span of five years for technical machines.

Due to the situation some voters who also experienced problems with their machines on their respectively precincts expressed their frustration on social media. And some of the voters doesn’t want to leave their ballots behind since they are concerned that an electoral fraud may happen. A lot of voters were disappointed with the COMELEC because of what happened.
The malfunctioning and glitches of VCM’s have cause long lines, chaos at the voting precinct, crowded voters, and delays in 2022 poll. Compared with the past elections where it has also encountered common problems like this, the amount of VCMs that malfunctioned for this year Election is very overwhelming and insane. 
Commissioner Garcia explained that they have ‘no choice’ but to maintain the 10 persons per precinct limit and the voters who are already done shading their ballots should leave the polling place even if their ballots were not yet fed into the VCMs.

Post-Election Stress?

As we can all remember, Adamson University openly endorses the Robredo-Pangilinan tandem for the 2022 election. The Saint Vincent building was lit in pink, representing the institution’s solid support to the opposition tandem. Adamsonians who also attended the UAAP game wearing pink together with other institutions proves how many of us crave better governance. Last May 12, the AdU president, Fr. Marcelo Manimtim, announced that AdU would have academic ease. “To give our students the time to address post-election stress and take the time to reflect on their election experience, the Administration is declaring an academic post-election break,” as per the statement on Adamson University’s official page.

If we could all notice, the campaign period wasn’t the usual campaign we’ve seen in the past few elections because many Filipino people led this year’s campaign. House to house and rallies were the main course of action to attract more voters. Last March,e AdU-Pulitieka had its mock election where the Robredo-Pangilinan and its Senatorial slates were leading its polls.
Not just the Adamsonian community wasn’t the only University to shed its support for our VP Leni because we cannot deny the fact that the Office of the Vice President was the most productive when it comes to pandemic responses despite having a limited budget. VP Leni’s office earned Commission on Audit’s highest audit rating for three years.
“In our opinion, the accompanying financial statements present fairly, in all material respects, the financial position of OVP as of December 31, 2020, and its financial performance, statement of cash flows, statement of changes in net assets/equity, statement of comparison of budget and actual amounts for the year then ended, and notes to the financial statements, including a summary of significant accounting policies by International Public Sector Accounting Standards (IPSASs),” the report said.
This kind of recognition is one of the great things why VP Leni was supported by many Filipino people who crave better governance. This kind of recognition from COA means her office proves that VP Leni gives importance to the reciprocation of the taxes we pay and the government's response to the issues that needed to be settled, rather than the culture that we got used in Philippine politics wherein officials of the government and its allies use the people’s fund to gain their wealth and greed.
We are all tired of this mundane life in this country, and we cannot blame the people for feeling frustrated and anguish after witnessing how the opposition camp won a landslide. Robredo ranked at a very distant range in the recent elections garnering 14.8 million votes trailing behind the late dictator’s son Ferdinand “Bongbong” Marcos Jr., who is now unfortunately declared presumptive president after getting 31.1 million votes.
Post-election stress is normal, especially if you are one of the many Filipinos who are fully aware of how bad our government has been in the following administrations. As a young adult being a few steps away from the professional work, primarily as a communication student who aspires to be a journalist someday, I am scared and exhausted just by thinking how hard it can be for many of us who wants to be in a better Philippines.
I wasn't born in the ’70s, but I feel like everything’s a déjà vu from the Marcos administration, where greed and power are only to the mighty and wealthy 1% of our population while the rest live in hunger and poverty. It is valid to feel neglected, but it shouldn’t just stop in the elections. The fight that we all started during the campaign must continue. We must not stop radicalizing the people, especially the youth, who are the real saviors of our country. We must protect our history and disintegrate its revisionism.
As one of the students who supported the pink movement, I feel genuinely happy and safe knowing that our institutions protect their students and democracy. Validating the students mourning for this year’s election proves that the Adamson University stands with us.

#PHnews: SEC set to open online portal for reports submission
MANILA – Corporations and partnerships may start using the online submission tool (OST) to submit their annual financial statements (AFS), general information sheet (GIS), and other annual reports to the Securities and Exchange Commission (SEC) by March 15.
 The commission on March 8 issued Memorandum Circular No. 3, series of 2021, or the schedule and procedure for the filing of AFS, GIS, and other annual reports. 
 “With the OST, we are one more step closer to achieving our ease-of-doing-business and sustainability goals, which have been at the core of our ongoing digital transformation,” SEC Chairperson Emilio Aquino said in a statement Monday.
 Aquino said the OST is “equally important” in the commission’s efforts to automate business transactions to limit face-to-face interactions, and consequently help stem the transmission of coronavirus disease 2019 (Covid-19) and accelerate the country’s recovery from the pandemic.
 Mandatory enrolment
 Corporations, partnerships, and their authorized filers are required to enroll in the OST by accomplishing the online application form and submitting the required documents.
 The documents required for enrollment include a board resolution authorizing its representative to file reports on behalf of the corporation or partnership, and a special power of attorney from the authorized filer/representative of the corporation to file reports on their behalf.
 Corporations and partnerships must also submit a copy of their submission of email addresses and cellular phone numbers or their accomplished GIS using the 2020 version of the form, as required by SEC Memorandum Circular No. 28, series of 2020.
 All stock corporations, including the branch offices, representative offices, regional headquarters and regional operating headquarters of foreign corporations, will be required to submit their reports using the OST starting this year.
 Meanwhile, nonstock corporations will still have the option to submit their reports over the counter. 
 By 2022, the commission will require all nonstock corporations to enroll in and submit their reports through the OST.
 Law, consultancy and other firms providing related services to corporations and partnerships may also enroll as authorized filers.
 Online submission
 The authorized filer of a corporation or partnership may start submitting reports through the OST once they have successfully enrolled. 
 The SEC will no longer require hard copies of the reports submitted through the portal.
 Corporations may use the OST for the filing of their AFS, GIS, sworn statement for foundation (SSF), general form for financial statement (GFFS), and special form for financial statement (SFFS) during the initial implementation.
 The OST will also accept submissions of affidavit of non-operation (ANO), together with their GIS or AFS, and affidavit of non-holding of annual meeting (ANHAM), together with the GIS.
 The online facility will show the required format of the report to be submitted. For instance, a GIS must be submitted as an accomplished but unsigned form saved as a multipage portable document format (PDF), as well as a high-resolution scan of the signed and notarized document saved as a multipage PDF.
 The reports will undergo quality check upon submission. Once approved, the filer will receive a QR code indicating the final acceptance of the reports.
 Deadlines  
 All corporations shall submit the GIS within the 30 days following their respective annual meetings.
 For their AFS, corporations whose fiscal years ended on Dec. 31, 2020 shall observe the following filing schedule, based on the last numerical digit of their SEC registration or license numbers: 1 on April 1 to 30; 2 on May 1 to 31; 3 and 4 on June 1 to 30; 5 and 6 on July 1 to 31; 7 and 8 on Aug. 1 to 31; and 9 and 0 on Sept. 1 to 30
 Corporations also have the option to file ahead of the prescribed filing dates through the OST.
 Those whose fiscal year ends on a date other than Dec. 31 should file their AFS within 120 days from the end of their fiscal year. 
 Meanwhile, publicly listed companies and other issuers of securities should file their AFS within 105 days after the end of their fiscal years.
 Corporations whose AFS are audited by the Commission on Audit (COA) may submit outside the prescribed filing schedule, provided they attach an affidavit and a letter from COA attesting to the timely submission of their financial statements and supporting documents to the state auditor. (PR)
