As part of its priorities and being always keen to support the entrepreneurship ecosystem and actively participate with strategic partners, IBDL Learning Group participated in the Round Table titled: “entrepreneurial university” that was organized by CIPIEE Project at Senghor University in Alexandria with the presence of Mr.\ Thierry Verdel, president of Senghor University to discuss the opportunities and challenges that may face entrepreneurs and the ways to overcome those challenges, and how to lessen the gap between academic education and the labor market.

The Round Table was held with the participation of The Agence universitaire de la Francophonie (AUF) in the presence of the regional director of The Agence universitaire de la Francophonie Mr.\ Jean-Noël Baléo, and the other strategic partners including:

Alexandria University, Pharos University, Egyptian French university, and the French Chamber of Commerce and industry in Egypt.

The topics of the Round Table also included presentations of entrepreneurial ideas of students from different universities which provided them a good opportunity to discuss and evaluate their ideas and get suggestions from experts participating in the Round Table both from the academic field and from the labor market.

The day also included honoring the winning teams in the second edition of the regional entrepreneurship competition.

Les origines de L'OIF

À l'origine, le terme de francophonie a été utilisé de façon purement descriptive par des géographes dès 1880, le mot ayant été « inventé » par Onésime Reclus (1837-1916). Le terme francophonie a été par la suite supplanté par l’expression « francité » qui désigne les qualités de tout ce qui est reconnu comme français.

Historiquement, la première grande organisation non gouvernementale d'institutions de langue française fut l'Association des universités partiellement ou entièrement de langue française (AUPELF), créée en 1961, et dont l'un des initiateurs fut le journaliste canadien Jean-Marc Léger. L'AUPELF a été depuis renommée en Agence universitaire de la Francophonie.

Le 20 mars 1970, par les représentants de 21 Etats et gouvernements, de la Convention portant création de l'Agence de coopération culturelle et technique (ACCT) : une organisation intergouvernementale fondée autour du partage d'une langue commune, le français, chargée de promouvoir et de diffuser les cultures de ses membres et d'intensifier la coopération culturelle et technique entre eux. Le projet francophone a sans cesse évolué depuis la création de l’ACCT devenue, en 1998, l'Agence intergouvernementale de la Francophonie et, en 2005, l’Organisation internationale de la Francophonie (OIF).

Der frühere madagassische Minister betont die Exklusivität der Bearbeitung des regionalen Konflikts um die marokkanische Sahara durch den UNO-Sicherheitsrat

Rabat-Der ehemalige madagassische Minister beauftragt mit Landwirtschaft, Viehzucht und Fischerei, Ramanoelina Panja, ordentlicher Professor an der Universität von Antananarivo, betonte die Exklusivität der Bearbeitung des regionalen Konflikts um die marokkanische Sahara durch den Sicherheitsrat der Vereinten Nationen und hob den marokkanischen Charakter der Sahara durch die Einweihung der Generalkonsulate der afrikanischen Staaten in Laâyoune und Dakhla hervor.

Herr Panja, Mitglied des Verwaltungsrates der Agence Universitaire de la Francophonie (AUF), äußerte sich im Rahmen des Programms „Sahara-Debatte��, um die Öffentlichkeit zu sensibilisieren und die Unterstützungsrolle der Afrikanischen Union gegenüber den Vereinten Nationen bei der Untersuchung des regionalen Konflikts um die marokkanische Sahara und um die Entwicklung der Unterstützung des marokkanischen Charakters der Sahara in Afrika und in der Welt aufzuklären, die insbesondere die Einweihung mehrerer Generalkonsulate in Laâyoune und Dakhla mit sich gebracht hat.

Seit Ausbruch des regionalen Konflikts um die marokkanische Sahara und seit dem Rückzug der spanischen Kolonialmacht in 1975 ist das Königreich Marokko entschlossen, diesen Konflikt friedlich zu schlichten, erklärte der ehemalige Präsident der Universität von Antananarivo (seit sechs Jahren), unter Verweis darauf, dass Marokko daher 2007 vorgeschlagen hat, der Sahara eine erweiterte Autonomie im Rahmen der Souveränität Marokkos einzuräumen, zwecks dessen eine endgültige Lösung für dieses Problems zu erzielen.

Nach dem Scheitern der Vermittlung der OAU und der Überbringung dieses Themas an die Vereinten Nationen wurde ab 1985 ein UNO-Prozess eingeleitet. Seitdem seien zwei wichtige Entscheide in diese Richtung getroffen worden, schob er nach.

In diesem Kontext verwies der frühere Direktor der Hochschule für Agrarwissenschaften der Universität Antananarivo (2003-2008) auf den Entscheid 653 der Afrikanischen Union vom Juli 2017, wo festgelegt wird, dass die Bemühungen der Afrikanischen Organisation diese der Vereinten Nationen unterstützen und fordert die Präsidenten der Afrikanischen Union und der Kommission der Afrikanischen Union nachdrücklich dazu auf, die Bemühungen des Generalsekretärs der Vereinten Nationen um eine politische endgültige Lösung dieses regionalen Konflikts angemessen zu unterstützen und dies auf der Grundlage der Rahmenvereinbarung, die zwischen der AU und den Vereinten Nationen am 19. Mai 2017 in New York abgeschlossen wurde.

Dem madagassischen Universitätsprofessor zufolge bekräftigt dieser Entscheid die Exklusivität der Vereinten Nationen bei der Überprüfung dieses regionalen Konflikts um die marokkanische Sahara. Daher lassen die Bemühungen der Vereinten Nationen keinen freien Raum für eine Erwähnung der Option des Referendums.

Als nächstes verweist der madagassische Politiker auf den wichtigen Entscheid 693, der auf der AU-Versammlung der Staats- und-Regierungschefs des Nouakchott-Gipfels in 2018 verabschiedet wurde und der die Afrikanische Union wie andere regionale Organisationen dazu verpflichtet, der EU uneingeschränkt bei dem von den Vereinten Nationen initiierten politischen Prozess beizustehen.

Für Herrn Panja wurde mit diesem Entscheid auch ein Mechanismus geschaffen, der sich aus dem Vorsitzenden der AU-Kommission und der Troika (scheidender derzeitiger nächster Präsidentschaft) zusammensetzt, um zu garantieren, dass die Frage der marokkanischen Sahara bei ihrer Bearbeitung durch die Vereinten Nationen weiterverfolgt wird.

Zur Untermauerung seiner Ausführungen erwähnte der ehemalige madagassische Staatskommissar die Ministerkonferenz von Marrakesch bezüglich der Unterstützung der Afrikanischen Union zugunsten des politischen Prozesses der Vereinten Nationen zum regionalen Konflikt um die marokkanische Sahara im März 2019, woran sich 37 afrikanische Staaten aus den fünf Unterregionen des Kontinents beteiligten, die sich bereit erklärten, die weise und konzertierte Vision der Staats-und-Regierungschefs umzusetzen, deren Entscheid auf dem 31. Gipfeltreffen der AU getroffen wurde, was die Exklusivität der Vereinten Nationen bei der Suche nach einer politischen und dauerhaften Lösung der Frage der marokkanischen Sahara bekräftigte.

Dieselben Positionen wurden auf dem letzten Gipfeltreffen der Staats-und-Regierungschefs am 9. Februar 2020 in Addis Abeba vom Hochvertreter der AU, Herrn Moussa Faki, bekräftigt, ohne dabei die Bemühungen der Vereinten Nationen durch die Rolle der Regierungschefs der Afrikanischen Union zu ersetzen.

Daher möchte Herr Panja daran erinnern, dass die Resolutionen des Sicherheitsrates der Vereinten Nationen, der einzigen Stelle bei der Überprüfung des regionalen Konflikts um die marokkanische Sahara, die marokkanische Autonomieinitiative stets als glaubwürdig und ernsthaft eingestuft haben.

Ganz anders gesagt, wollte der frühere madagassische Minister eine Bestandsaufnahme der wachsenden Entwicklung der Unterstützung in Afrika und in der Welt durchführen, die Marokko auf der Suche nach seiner territorialen Vollendung genießt, bekräftigend, dass mehr als 30 Mitgliedstaaten der Afrikanischen Union Unterstützung der Souveränität Marokkos über dessen Sahara gegenüber leisten.

Für Herrn Panja hat diese Anerkennung der Souveränität Marokkos über dessen Sahara kürzlich zum Entscheid vieler afrikanischer Staaten geführt, Generalkonsulate in den südlichen Provinzen einzuweihen, was einen Akt der Souveränität darstellt, der den Regeln und den diplomatischen Verwendungszwecken Gehorchen schenkt.

Seit der Einweihung des Generalkonsulats in Laâyoune durch die Union der Komoren am 18. Dezember 2019 haben mehrere afrikanische Staaten, die die vier Unterregionen des Kontinents vertreten (südliches Afrika, Westafrika, Afrika, Zentral-und-Ostafrika), im Zeitraum von weniger als drei Monaten ihre Konsularforen in der marokkanischen Sahara eröffnet, sagte er.

Neben den Komoren erwähnte Herr Panja unter anderem Gambia, Guinea, Gabun, CAR, Sao-Tomé und Principe, Burundi und Dschibuti, die deren Generalkonsulate in Laâyoune und Dakhla eröffneten.

Für den ehemaligen madagassischen Minister ist diese Dynamik von nun an irreversibel, da andere Staaten die bevorstehende Einweihung ihrer Generalkonsulate in Laâyoune und Dakhla angekündigt haben.

Anschließend stellte der madagassische Staatsmann den Einfluss der südlichen Provinzen in den Vordergrund, worauf diplomatische Konferenzen von internationalem Umfang zustande kommen, und verwies insbesondere auf das 3. Forum der marokkanisch-pazifischen Inselstaaten, das im vergangenen Februar 2020 in Laâyoune stattfand.

In diesem Zusammenhang bekräftigte Herr Panja, dass diese Konferenz durch die Verabschiedung der Erklärung von Laâyoune sanktioniert wurde, wo die pazifischen Inselstaaten ihre langjährige Unterstützung zugunsten Marokkos Positionen innerhalb der Vereinten Nationen und innerhalb anderer internationaler Organisationen in der Frage der marokkanischen Sahara formalisierten.

In seiner Schlussfolgerung stellte der ehemalige madagassische Minister in den Mittelpunkt, dass immer mehr Staaten von der marokkanischen Autonomieinitiative felsenfest überzeugt sind, die die einzige politische Lösung für den Konflikt um die marokkanische Sahara darstellt, den Wunsch hegend, dass das Königreich Marokko an seiner Weisheit festhalten würde.

MANILA – De La Salle Lipa (DLSL) has made it to the finals of the 2020 International Green Gown Awards, becoming the only higher educational institution named finalist in all three categories — Sustainability Institution of the Year, Student Engagement and Benefitting Society.

The International Green Gown Awards (IGGA) is open to colleges and universities across the globe that commemorate landmark sustainability programs and initiatives.

DLSL is a staunch advocate of environmental and sustainability efforts as well as pioneered programs that should be emulated by other educational institutions in the country.

It is a styro-free and plastic-free campus, banning the use of Styrofoam and polyethylene terephthalate (PET) plastic bottles, both of which do not decompose and thus can damage our ecosystem. Also, part of DLSL’s advocacy is to minimize the use of greenhouse gases.

The 2020 International Green Gown Awards is under the auspices and supported by the United Nations Environment Program (UNEP) in cooperation with the UK-based EAUC Alliance for Sustainability Leadership in Education and the Paris-based International Association of Universities (IAU). De La Salle Lipa is an active institutional member of both organizations.

Backed by the UNEP, the International Green Gown Awards continues to search for inspirational sustainability prime movers and leaders.

Acknowledging exceptional sustainability initiatives being carried out by the world's universities and colleges, the International Green Gown Awards established the desired standards of quality and put every learning institution at the core of delivering the UN Global Goals.

Organizers collaborate with The Association of Commonwealth Universities (ACU), L’Agence Universitaire de la Francophonie (AUF), International Association of Universities (IAU) and the Higher Education Sustainability Initiative. The International Green Gown Awards is administered by the Environmental Association for Universities and Colleges (EAUC).

As part of the educational program of Amel, Thursday, April 18, was inaugurated at the Amel Haret Hreik center “the space of the French-language book” in partnership with l’Organisation internationale de la Francophonie (OIF) with the presence of representatives of the two organizations, l’Agence Universitaire de la Francophonie (AUF), as well as the team of the center.

This space, which is part of a new cooperation with the OIF, is dedicated at the entire community but will be a great benefit to the children, Lebanese and Syrians, attending the center, registered in the Lebanese public school and following the French curriculum around the center. The goal behind this space is to ensure that children have no delay in learning and improve their level in French.

More specifically, “the opening of this space is part of a larger project to offer 80 children the chance to take upgrade courses in French language and psychosocial support,” said Laetitia Abelard, in charge of the educational program in Amel. It should be noted that these courses, in addition to other activities related to the French language, will begin in June 2019 and will concern 80 children aged 7 to 14, all enrolled in the French-speaking cursus of public schools around the center. Training dedicated to French-language educators is also planned as part of this new collaboration.

In addition, this new space is very important, because more than 50% of the children enrolled in the Public School in Lebanon follow the French curriculum.

In terms of materials, 700 books, educational games and digital tablets made available to children attending the center, who will be supported by four teachers, facilitators, a social worker or a psychologist.

“The collaboration between Amel and the OIF is not new, as we have, for a long time, benefited from their support in different projects. Especially in areas related to human rights or education, “said Dr. Ahmad Abboud, Amel’s Executive Director, during his speech.

He also recalled the importance that Amel reserves for education, in addition to its other activities, by building partnerships, but also through its various community centers and its two mobile educational units (MEU). Ce qu’il faut savoir sur l’ AUF (Agence universitaire de la Francophonie)

Les jeunes étrangers fraîchement diplômés peuvent compter sur le soutien de l’ AUF (Agence universitaire de la Francophonie) pour poursuivre leurs études supérieures dans des établissements francophones. Mais quelles sont exactement les missions de l’AUF et quels avantages apporte-t-elle aux étudiants ?

Qu’est-ce que l’ AUF ?

L’Agence universitaire de la Francophonie est une importante association universitaire présente dans une centaine de pays accueillant des universités francophones. L’ AUF regroupe actuellement plus de 854 établissements d’enseignement supérieur et de recherche francophones, ce qui fait d’elle la plus importante association francophone dans le monde. Présente sur tous les continents, l’ AUF est présidée depuis décembre 2015 par le professeur Jean-Paul de Gaudemar.

Quels sont les objectifs de l’AUF ?

Siégeant à l’Université de Montréal, l’Agence universitaire de la Francophonie propose son aide et son soutien aux étudiants, enseignants, chercheurs et locuteurs francophones. Pour se faire, l’agence a mis en place différents réseaux francophones. L’agence met également à leur disposition plusieurs programmes de coopération en vue de soutenir la formation et la recherche en français.

Afin de venir en aide aux établissements d’enseignement supérieur et de recherches, l’AUF a créé les Campus numériques francophones, ou CNF. Ces campus sont destinés à promouvoir les technologies de l’information et de la communication dans les différentes universités francophones.

Comment l’AUF vient-elle en aide aux étudiants et professeurs ?

L’Agence universitaire de la Francophonie propose des programmes de bourses pour aider les étudiants à poursuivre leurs études en français dans les universités appartenant au réseau. Notons que l’ AUF bénéficie d’un budget de 40 millions d’euros par an. Une somme récoltée grâce à l’intervention de la France, du Canada, de la Suisse, de la Communauté française de Belgique et du Cameroun. De leur côté, plusieurs États du Sud offrent leur aide en proposant de nouveaux locaux à l’agence.

Les bourses varient, quant à elle, en fonction du niveau des étudiants. L’ AUF propose des bourses de formation initiale, d’une durée de 10 mois maximum. Ces bourses s’adressent aux étudiants souhaitant suivre une partie ou la totalité de leurs cursus à l’étranger. Les bourses de formation à la recherche sont destinées aux étudiants diplômés d’un Master 2. Quant aux bourses de perfectionnement en recherche, elles concernent les étudiants titulaires d’un doctorat.
