Ministers recommend extension of closure of all educational institutions till May 15 - education

A Group of Ministers on COVID19 on Tuesday recommended extension of closure of all educational institutions and restricting all religious activities having public participation till May 15 irrespective of whether the government extends the 21-day lockdown or not, official sources said. A meeting of the GoM chaired by Defence Minister Rajnath Singh and participated by Home Minister Amit Shah and Finance Minister Nirmala Sitharaman concluded that religious centres, shopping malls and educational institutions must not be allowed to resume normal functioning at least for four weeks from April 14 when the current lockdown ends.The thinking in the government is that schools and colleges will more less remain shut till end of June as the summer vacation will start from middle of May.The GoM recommended that activities of all religious organisations should not be allowed till May 15 as a precautionary measure to check spread of coronavirus infection, the sources added.The GoM has been tasked with monitoring the overall situation in the country arising out of the coronavirus pandemic and make recommendations to Prime Minister Narendra Modi.The GoM also briefly discussed possible scenarios after end of the current spell of the lockdown.It recommended that the inputs of the states are crucial in taking specific decisions on measures to contain the pandemic.The GoM also recommended measures to enhance testing facilities for coronavirus infection in medical laboratories, the sources said.Opposition leaders as well as leading healthcare experts have been pressing the government to ramp up infrastructure to increase coronavirus tests across the country to have a realistic assessment of the situation arising out of the pandemic in India.The meeting was also attended by several key members of the Union Cabinet including Food Minister Ram Vilas Paswan, Railways Minister Piyush Goyal and Petroleum Minister Dharmendra Pradhan, Rural Development Minister Narendra Singh Tomar and HRD Minister Ramesh Pokhriyal Nishank.Chemicals and Fertilisers Minister D V Sadananda Gowda, Women and Child Development Minister Smriti Zubin Irani and Jal Shakti Minister Gajendra Singh Shekhawat were also among those who attended the meeting. The GoM also recommend monitoring of the public places like religious centres and malls through surveillance drones, the sources said.Thousands of Tablighi Jamaat members gathered at its headquarters in Nizamuddin last month, ignoring warnings by the government against large gatherings. A number of people who attended the congregation were found to be having coronavirus infection.A sizeable number of people among them travelled to different states, spreading the infection of the virus.Hundreds of people wered from the headquarters of Tablighi in Nizamuddin.According to official figure, India has recorded a total of 4,789 positive cases of coronavirus and 124 deaths.The GoM also expressed gratitude to thousands of health professionals, security personnel and countless others involved in ensuring smooth operation of essential services and supply chain of food and medicines since the 21-day lockdown came into force on the midnight of March 24, the sources said.The GoM appreciated the decision of Union Cabinet to suspend the Members of Parliament Local Area Development Scheme (MPLADS) for two years to facilitate additional resources to fight the pandemic.In a series of tweets, the defence minister said the GoM held an extensive discussion on the prevailing situation.He said the ministers “shared their insights on how we can overcome the situation and help the people to stay motivated, determined and vigilant in the battle against COVID-19”.The ministers were briefed that supply of essential goods was continuing smoothly and no concerns were reported in this regard, the sources said. Over the past few days, the government has received various suggestions from stakeholders, including experts and states on the strategy to be adopted when the lockdown ends.Sources in the government said, most of them suggested that exit from the lockdown should be in a staggered manner. Other suggestions included opening primary schools at a later stage and not immediately when the lockdown ends, restricting inter-state movement, plying of public transport for limited time and restricted access in offices where public footfall is high. The Central Board of Secondary Education (CBSE) in its latest instructions to the teachers has asked them to make the period of quarantine productive. Most of the teachers are already either on break or working from home as 21 days nationwide lockdown was announced by the government of India on Tuesday evening amid the rising cases of Novel Coronavirus (Covid-19) in the country. Giving specific instructions, CBSE has asked teachers to make the curriculum for the next year along with the planning of student and teacher enrichment activities.In a letter to the stakeholders, CBSE Director of Academics, Joseph Emmanuel said, “The Department of School Education and Literacy, Ministry of Human Resource Development (MHRD), Government of India has directed to work from home,” adding that, “We may utilize this period for undertaking different activities, making the best possible use of technology.” CBSE further added “suggestive activities” to make quarantine more productive for teachers including “Planning for the whole session.”In the letter, Emmanuel elaborates that planning can include, “defining of learning outcomes for different subjects and classes” adding that the preparation of lesson plans may be done by writing Learning Outcomes (LOs) according to NCERT while integrating assessment activities for the measurement of each LO.CBSE also suggested integrating art and sports activities keeping in mind the Children with special needs (CWSN).Another thing that CBSE suggested for teachers was to prepare the ‘Annual Scholastic and Co-Scholastic Curriculum Plan (ACP)’ by integrating the scope for different student enrichment activities initiated by the board and different ministries of GOI, such as, ‘Swachhata’ related activities, celebration of ‘Ek Bharat Shrestha Bharat’, heritage quiz, eco clubs, SEWA project, reading challenge, and many others.Emmanuel added, “No doubt the situation is challenging but there is virtually nothing which cannot be done online. Technology is a blessing for 21st-century learners, so just go ahead and connect with fellow educationists worldwide and try to make the most productive use of this time with the help of technology.”CBSE further instructed the teachers to prepare the ‘Student Enrichment Activities’ including the video lectures on different topics which may be recorded and uploaded on YouTube or schools’ Facebook page or WhatsApp group. Uttarakhand Education Secretary R Meenakshi Sundaram on Wednesday issued an order directing all government or private schools in the state to collect tuition fees from students after situation, created by the threat of the spread of COVID-19 global pandemic, normalises.In a letter addressed to the District Magistrates, Sundaram said: “It has come to the notice of the government that certain private schools are pressurising the parents of wards to submit the tuition fees immediately. This is not right when there is a complete lockdown imposed in the state to contain the spread of COVID-19.”“Hence, orders are issued to stop the collection of fees by all the government and private schools under CBSE, ICSE or state boards. Fees should be collected once the situation normalises,” she added.Four persons have tested positive for COVID-19 in Uttarakhand including one foreign national, the Ministry of Health and Family Welfare said on Wednesday. India has recorded 606 cases of positive cases which includes 43 foreign nationals. Ten people have died of COVID-19.Prime Minister Narendra Modi had on Tuesday announced a 21-day lockdown in the entire country effective from midnight to deal with the spread of coronavirus, saying that “social distancing” is the only option to deal with the disease, which spreads rapidly. IIT, AIIMS alumni invent device to stop coronavirus, here’s how it works - education

As a preventive measure against coronavirus, IIT and AIIMS alumni Debayan Saha and Shashi Ranjan have developed a device called ‘Airlens Minus Corona’ that will travel on streets to sterilise the city.It will go to hospitals, bus stops, railway stations, shopping malls and other public places to sterilise the surfaces which may cause the spread of the coronavirus.According to the duo, the power lies in electrifying water droplets to kill coronavirus. They invented a new way to kill coronavirus using charged or ionised water droplets. Water droplets can be ionised using ‘Corona Discharge’. Such ionised water droplets can help in the oxidation of viral proteins into non-harmful molecules. Oxidation is one of the most potent antimicrobial tools. This technique can potentially sterilise the entire city, they said.There are several ways by which viruses can be inactivated - alcohol (such as ethanol or IPA) is one of them and alcohol-based hand sanitisers are useful for individuals or for sanitising surfaces on a smaller scale but insufficient in such an emergency to use them for sanitising entire cities. With a solution naming this technology as Airlens Minus Corona (-Corona), it clears up the coronavirus using the electrical energy of corona - ‘Fighting Corona With Corona’.Earlier, the duo has also invented devices like PM Minus 2.5 to help curb vehicular pollution and Airlens which is a car air sanitiser. NTA UGC NET 2020 information bulletin released, application begins - education

National Testing Agency (NTA) has released the information bulletin for UGC National Eligibility Test (NET) June 2020 on its official website. Candidates can check the information bulletin online at ugcnet.nta.nic.in. The online registration process for the UGC NET June 2020 will begin from today, March 16 to April 16, 2020, upto 11:50 pm. The last date of successful transaction of application fee through Credit Card/Debit Card/NetBanking/Paytm is April 17, 2020. The Admit card will be released on May 15.The agency will be conducting the UGC NET 2020 exam from June 15 to 20, 2020, at various centres spread across the country. The result for which will be declared by July 5, 2020. NTA conducts the UGC-NET exam for ‘Assistant Professor’ and for ‘Junior Research Fellowship and Assistant Professor. The test consists of two papers. Both the papers will be conducted in single three hour duration. The exam will be in computer based test mode.Application fee: Candidates belonging to the general category are required to pay an application fee of Rs 1000, while candidates from the General-EWS and OBC-NCL category needs to pay Rs 500. For candidates coming from the reserved category, the registration fee is Rs 250. However, processing charges & Goods and Services Tax (GST) are to be paid by the candidate, as applicable. Educational Qualification:•Candidates should have secured at least 55% marks (50% for the candidates under reserved category) in Master’s Degree from universities/institutions recognized by UGC. •Candidates who are appearing for their qualifying Master’s degree (final year) examination.•Candidates whose final exam’s results are still awaited.•Candidates whose qualifying examinations have been delayed.•Such candidates must complete their Masters degree within two years from the date of NET result with required percentage of marks, failing which they shall be treated as disqualified.•For JRF, the candidates should not be more than 30 years old. Goa government says no school, college shut after fake tweet surfaces - education

The educational institutions in Goa have not been shutdown due to the COVID-19 outbreak, the Chief Minister’s Office said on Wednesday, to counter a fake screenshot of Chief Minister Pramod Sawant’s tweet which said that the closure had been ordered following the viral outbreak.“A fake screenshot of Hon’ble CM’s tweet is circulating on social media. No such tweet has been made by the CM. Screenshots may be cross-checked with official Twitter and Facebook profiles of the CM and CMO for their authenticity before being forwarded,” the Goa CMO tweeted on Wednesday.The clarification followed soon after a screenshot of what looked like Sawant’s tweet, said that educational institutes in the state had been shut down on account of the coronavirus outbreak.The fake tweet had said: “Due to the dangerous outbreak of COVID-19, also known as coronavirus, the Education Department has declared that all educational institutions must be shut so as to prevent spreading of the virus.”Not a single person has tested positive for coronavirus in Goa yet, while nearly 20 persons who were quarantined over the last few weeks, have tested negative. Himachal Pradesh Public Service Commission (HPPSC) on Monday has released the answer keys & objection link for the HP Forest Service’s Preliminary examination on its official website. Candidates who have appeared in the examination can check the answer key and raise objections (if any) online at hppsc.hp.gov.in on or before March 14, 2020. The commission conducted the HP Forest Service’s Preliminary examination on March 8, 2020, at various centres spread across the state. Maharashtra education dept to host exhibition to display innovative practices in schools - education

In order to encourage schools across the state to innovate in their teaching-learning methods and to come up with good learning outcomes, the education department has asked each taluka to hold an exhibition wherein such good practices shall be displayed. In a circular issued on Thursday, the department announced that such an exhibition would be held in every taluka by March 16. ‘Nearly 25-30 such stalls would be selected to display their innovations in the exhibition. Of the 5 best innovations will be selected for district level and will be displayed at the district level exhibition later. While an amount of Rs.50,000 has been reserved per taluka, Rs. 3 lakh have been reserved per district for the purpose of the exhibition,’ reads the circular. A few themes have also been listed under which schools can develop their innovative ideas. These include ways to improve learning outcomes, solutions to reduce school bag weight , harnessing solar energy in schools etc. A few teachers had earlier raised concerns about the department not organising shikshanachi wari, a similar initiative started by the previous government. Delhi Education Minister Manish Sisodia on Friday said the parent-teacher meeting (PTM) called on March 4 and March 5 in schools located in the violence-hit areas of north-east Delhi, had a positive impact with about 55 per cent turnout of the parents.Speaking to the media, Sisodia said the idea behind holding the PTM was to erase the fear from their minds and to encourage them to start sending their kids to school again.“Each school recorded at least 55 per cent turnout of parents and the PTM had a positive impact,” said Sisodia.The Delhi government had called a special parent teacher meeting on March 4 and 5 for the schools in riot affected areas of north-east Delhi.While announcing the PTM, Sisodia said the Directorate of Education has said that on both days the PTM will be held in schools in the northeast and Shahdara districts.Sisodia had invited all children, teachers and parents to the PTM meeting.He said during this two-day PTM, students will be counselled.“This will help build confidence in them. This is the reason that the Directorate of Education has decided to make students also a part of this PTM,” the Minister said.The theme of this two-day special PTM was ‘Come together and rekindle confidence in each other.’All the schools in the violence-hit northeast Delhi were closed by the Delhi government till March 7.As such, educational programmes were not currently being organised in these schools. Microsoft-owned professional networking platform LinkedIn has started informing job candidates that they have the option to conduct their interviews virtually or delay, in view of the ongoing novel coronavirus (COVID-19) outbreak.“In light of the recent coronavirus outbreak and with everyone’s health being LinkedIn’s #1 priority at the moment, all candidates who are scheduled to come onsite are being given the option to either complete their entire interview virtually via BlueJeans video conference, or cancel their current schedule and hold off on rescheduling until coming onsite is possible,” the company said in a mail to one applicant from LinkedIn’s staffing team, The Verge reported.“We are taking steps to help mitigate the spread of the coronavirus, using guidance from global health experts and with the health and safety of our employees, customers, and partners as our top priority,” a company spokesperson said in a statement to the publisher. Additionally, Google, Amazon, Microsoft, IBM, and Ford have also restricted or banned travel in light of the ongoing outbreak. Coronavirus has taken over 3,200 lives globally.
