AUSTRALIAN BORDER FORCE OPENS OFFICE AT TOKYO

The strong relationship between Australian Border Force (ABF) and its coast guard and customs partners in Japan was further enhanced this week with the opening of a new ABF office in Tokyo by ABF Commissioner Michael Outram APM.
The Tokyo office opening coincides with the appointment of a new ABF Counsellor for Japan, Superintendent Julie Pettrey, reflecting the rapidly growing relationships between ABF, Japan Coast Guard (JCG) and Japan Customs and Customs and Tariff Bureau, Ministry of Finance (Japan Customs).
Commissioner Outram said the new ABF office will seek to advance cooperation with the JCG and Japan Customs and serve as the regional hub for engagement with partners, including the Border Five and Quadrilateral Security Dialogue (QUAD).
“Japan is an important partner of Australia, and we share a mutual interest in a free, prosperous and resilient Indo Pacific,” Commissioner Outram said.
“The opening of a new office within the Australian Embassy in Tokyo reflects the rapidly growing relationship between our two nations as strategic partners on border security, customs matters and civil maritime security.”
During his visit, Commissioner Outram signed a Memorandum of Cooperation on Maritime Domain Awareness with JCG Commandant ISHII Shohei, which is based on shared values and operational priorities.
“This will open up important opportunities for increased information exchange and cooperation with the Japan Coast Guard,” Commissioner Outram said.
“Equally, the JCG have a proud history of international leadership in coast guarding, including as the Secretariat for the Heads of Asian Coast Guard Meeting and Coast Guard Global Summit, and we welcome the opportunity for collaboration in this respect.”
Additionally, a Memorandum of Cooperation on Customs Detector Dog Arrangements was updated with Director General of Customs and Tariff Bureau, SUWAZONO Kenji. Since its creation in 2013, dozens of dogs from ABF’s Detector Dog breeding program have provided an outstanding capability for Japan Customs.
The update will enable the ABF to continue the current arrangements to supply candidate detector dogs.
“Japan Customs have shown for generations their willingness to support the global customs community, be that through the World Customs Organisation, mini-laterally or bilaterally. We are excited for the opportunities the opening of the ABF office presents to extend our partnership and the detector dogs program is one example of this,” Commissioner Outram said.

UK FREE TRADE AGREEMENT WITH AUSTRALIA

The Australian Government welcomes the announcement that Royal Assent has been given to legislation to bring the Australia-United Kingdom Free Trade Agreement into effect in the UK.
The Australia-UK FTA is a historic agreement, representing the UK’s first new trade deal signed since Brexit. It will reset access to the UK market for Australian exporters. Royal Assent paves the way for both countries to bring the agreement into force as soon as possible.
The agreement will remove tariffs on over 99 per cent of the $9.2 billion Australian goods exported to the UK annually. It will help revitalise local manufacturing and provide new access to the UK’s government procurement market worth an estimated half a trillion dollars annually.
In addition, it will see Australian professionals gain access to the UK jobs market on par with EU nationals, with more opportunities for intra-company transfers and for working holiday makers.
This gold-standard agreement goes beyond Australia’s pre-existing approaches in bilateral agreements on gender and the environment by establishing new commitments and cooperation. Provisions on Investor-State Dispute Settlement, which allow investors to initiate legal action against governments, are not included in the agreement.
The agreement also includes a range of commitments that will advance the commercial interests of Aboriginal and Torres Strait Islanders, including providing for royalties to be paid to First Nations artists where their artworks are resold in the UK. Importantly, the Australian Government’s Indigenous Procurement Policy will continue to benefit Indigenous-owned businesses.
The Australia-UK FTA will enter into force after UK processes are complete and Australia and the UK exchange diplomatic notes identifying a commencement date.

AUSTRALIA – INDIA – FREE TRADE AGREEMENT

The Albanese Government welcomes confirmation today, that the Indian Government has completed its domestic requirements to enable implementation of the Australia-India Economic Cooperation and Trade Agreement (ECTA).
This trade agreement will deliver new market access opportunities for Australian businesses and consumers from 29 December 2022.
Australia finalised its domestic requirements for the trade agreement last week with the unanimous passage the Government’s Bills through Parliament.
ECTA is a ground-breaking agreement that brings Australia and India’s economies closer together.
From 29 December, tariffs on 85 per cent of Australia’s exports to India will be eliminated and high tariffs on a further 5 per cent of goods will be phased down.
Entry into force of the agreement before the New Year delivers a double bonus of two tariff cuts in quick succession: one as the agreement comes into effect and a second on 1 January 2023.
ECTA will save Australian exporters around $2 billion a year in tariffs, while consumers and business will save around $500 million in tariffs on imports of finished goods, and inputs to our manufacturing sector.
The tariff commitments provided by India in the agreement will open up access for Australia’s exporters of products including critical minerals, pharmaceuticals, cosmetics, lentils, seafood, sheepmeat, horticulture and wine.
Australian service suppliers will benefit from full or partial access across more than 85 Indian services sectors and subsectors. Australian suppliers across 31 sectors and subsectors will be guaranteed the highest standard of treatment that India grants to any future free trade agreement partner.
Australian services sectors to benefit include higher education and adult education, as well as business services such as tax, architecture and urban planning.
ECTA will support tourism and workforce needs in regional Australia by making 1000 Work and Holiday Program places available to young adventurous Indians. It maintains opportunities for Indian students graduating in Australia to undertake post-study work, with a bonus year of stay for high-performing STEM graduates.
Australia and India are now progressing a Comprehensive Economic Cooperation Agreement to build on ECTA. The Australian Government is pursuing further opportunities in goods and services, in addition to new commitments in areas such as digital trade, government procurement, and new areas of cooperation.

AUSTRALIA – UK – FREE TRADE AGREEMENT – TACKLE RISING LIVING COSTS

Much Awaited Australia – United Kingdom Free Trade Agreement (FTA) enters into force from 31st May 2023
The agreement is a gold standard trade deal that delivers benefits for all Australians – including manufacturers, workers, farmers, trades, innovators, families, and students.
The United Kingdom is one of Australia’s major trading partners, with two-way goods trade worth $10 billion in 2022, and two-way services trade worth over $11 billion in 2021-22, making it our second largest services trading partner.
As of today, over 99 per cent of Australian products will enter the UK duty free. These include some of our key exports, such as wine, short and medium grain rice, sugar, honey, nuts, olive oil and food supplements.
UK tariffs on Australian industrial goods, such as auto parts, electrical equipment and fashion items are now eliminated. Australian agricultural products, including beef and sheep meat, sugar and dairy products, will have duty free transitional quotas, with eventual elimination of all tariffs.
For Australian consumers, tariffs on 98 per cent of UK imports to Australia are now eliminated, with the remainder removed within six years.
The agreement strengthens our people-to-people links with the UK. Australian professionals now have the same access to the UK job market as nationals from the European Union, except the Republic of Ireland.
The agreement also includes measures designed to improve the mobility of skilled workers and young people, in both directions. From 31 January 2024, Australians up to the age of 35, up from 30, will be able to apply for working holidays in the UK and stay for a maximum of three years instead of two.
Trade is more than just the exchange of products and services, it also boosts the exchange of ideas. Which is why our new trade agreement lays the foundation for Australian artists, including First Nations artists, receive royalties when their original works of art are resold in the UK.
The UK is Australia’s second largest source of investment, amounting to over $1 trillion in 2022. Modern investment provisions will help promote further growth in two-way investment.
Importantly, an investor-state dispute settlement mechanism is not part of the agreement. This means Australia’s sovereign right to develop and implement legitimate policy measures in areas such as public health and the environment is preserved.
The Albanese Labor Government prioritized legislation in the Parliament to bring this trade deal into force in record time, delivering on our commitment to help businesses diversify their trade and help bring down the cost of living for Australians.

GO-GREEN CO-INNOVATION PROGRAM (GGCIP)

The program will commence with business matching activities in the lead up to grant applications opening later in 2023. The program will run until June 2026.
Purpose: As a key initiative conducted under the Singapore Australia Green Economy Agreement, the GGCIP aims to incentivize and facilitate co-innovation between small and medium-sized enterprises across the two countries. The GGCIP will help to establish or expand business and commercial activities that boost two-way trade in goods and services across green sectors.
Grants can be used to fund the development and commercialisation of products, services or solutions that drive the decarbonisation of economic activities or help Singapore and Australia transition to net zero emissions.

Australia welcomes the establishment of a Blue Dot Network Secretariat at the OECD, following OECD Council approval on 12 December 2023.
Australia, Japan, Spain, the United Kingdom and the United States have supported the development of the Blue Dot Network as a multilateral effort to promote principles of sustainable infrastructure development around the world.
The Blue Dot Network will provide an internationally recognized certification framework to assist countries in pursuing infrastructure investment that maximizes positive economic, social, environmental and development impact of infrastructure. Blue Dot Network recognition can help attract private sector investment to projects that meet robust international standards for quality and sustainability.
The certification scheme is based on quality infrastructure standards aligned with the G20 Principles for Quality Infrastructure Investment and aligns with the Pacific Islands Forum’s recently-agreed Pacific Quality Infrastructure Principles.
Australia was also pleased to join fellow Blue Dot Network members in welcoming Switzerland as the sixth member of the Steering Committee. Australia encourages other partners with a similar commitment to quality, sustainable infrastructure to consider joining the initiative.

Australia-United Arab Emirates Trade Agreement

Australian Government will commence negotiations with the United Arab Emirates (UAE) on a trade agreement (Comprehensive Economic Partnership Agreement), in the new year.
The Government is committed to securing a trade agreement with the UAE to drive Australian exports, economic growth and create more well-paying jobs across the country.
The UAE is a gateway to the region and beyond, with two-way goods and services trade valued at $9.26 billion in 2022. The UAE is already a key market for Australian goods and services exports including alumina, meat, oil seeds, and education, with three Australian universities having campuses in-country.
A trade agreement with the UAE would create new commercially meaningful opportunities for Australian goods and services exporters seeking to diversify trade. It will also offer the opportunity to deepen our cooperation in our shared ambition to transition to net-zero, through greater investment.
The Australian Government is committed to consultation and broad engagement with stakeholders, and the community to inform the negotiations.
