Gujarat Now Competing With World Big Projects
Gujarat's competition now is not with other states, but with the world.
The world's tallest 'Statue of Unity' is constructed in Gujarat. The world's largest cricket stadium, the Narendra Modi Stadium, is in Gujarat. The world's largest 30,000-MW renewable energy park is in Gujarat...the world's largest CNG port is at Bhavnagar in Gujarat, Rupani said.
He further said the country's first bullet train will start from Gujarat, and the state attracted the highest amount of foreign direct investment (FDI) in the country.
The country's largest commercial complex in Surat, the first International Financial Services at GIFT City, the largest smart industrial city at Dholera SIR Park, are all in Gujarat, he added.

Rupani said Gujarat tops the country in the production of cumin, cotton and groundnut, and has the lowest unemployment rate.
The state tackled the second wave of the COVID-19 pandemic through "collective leadership", daily monitoring and decision-making of the core committee, he said.
Gujarat is the only state in the entire country which did not go for a complete lockdown. We tackled the first and second waves of coronavirus with limited control. Now, with the experiences of the second wave, we are ready for the third wave, he said.
The chief minister said his government was committed to all-round development of all the sections of society, and had promptly passed on the benefits of government schemes for the welfare of the weaker sections.
The state government had taken several decisions for the benefits of farmers, women, tribals, and other sections of society, he said, adding that as many as "1,700 decisions were taken fast and without pendency" in the last five years.
The state government also equipped the police with 10,000 'body-worn' cameras and other technologically advanced facilities like drone cameras, so as to make the security force strong and effective, he said.
He also urged people to contribute 60 per cent for a developmental project under the state's 'Vatan Prem Yojana', while the remaining 40 per cent amount will be contributed by the government.

Dholera Largest 5GW Solar Park Project, Gujarat
Dholera Solar Park is a 5GW solar power project being developed in two phases in Dholera village, approximately 80km from Ahmedabad, Gujarat, India.
Dholera solar park is a 5GW solar power project being developed in two phases in Dholera village, approximately 80km from Ahmedabad, Gujarat, India.
Gujarat Urja Nigam Limited (GUVN) has been developing the project through public-private partnership (PPP).
The company is working with Gujarat Power Corporation (GPCL), Gujarat Electric Transmission Corporation (GETCO), Solar Energy Corporation (SECI) and Power Grid Corporation of India (POWERGRID) for the implementation of the project.

The first 1GW-phase is being developed with an investment of Rs5bn ($695m) by GPCL, while the second 4GW-phase will be developed by SECI with an estimated investment of Rs20bn ($2.7bn).
The solar park is a part of the government’s plan for establishing India’s first world-class greenfield Dholera smart city project announced in 2009. It also supports the government’s aim to produce 175GW of clean energy by 2022.
The Ministry of New and Renewable Energy approved the project in May 2018, while conditional approval for the first phase of development was received in February 2019.
Dholera solar park location
Dholera solar park will be located at a Coastal Regulation Zone (CRZ) type 1B land within the Dholera Special Investment Region (DSIR), situated along the Gulf of Khambhat region, Gujarat.
Spanning 920km², DSIR encompasses 22 Gujarat villages and will be developed by the government-constituted body Dholera Special Investment Regional Development Authority (DSIRDA).
It is well-connected by road, rail, airport and seaport and lies close to the megacities of Gujarat, including Ahmedabad, Bhavnagar and Vadodara.
The site has a high coastal vulnerability index as it is situated in a low-lying area at the delta of five rivers, Padaliyo, Lilka, Utavali, Sukhbhadar and Ker. It is an inter-tidal and highly eroding area with corrosive air.
Dholera solar park details
The solar park will cover a total area of 8,595ha, which has been divided into 11 blocks with 27 plots in each block.

Each plot will have 100MW, 160MW and 200MW capacity blocks.
Solar photovoltaic modules based on poly-crystalline silicon technology will be installed at the solar park.
The modules will be mounted on fixed and grouted plain cement concrete (PCC) foundation and installed at a pedestal height between 380mm and 450mm due to the tidal and flood effect. The silicon rubber edge sealing will protect and support the module.
The maximum module power rating will reach just under 280Wp, while the photoelectric conversion module efficiency will be more than 15%. The junction boxes will be made of thermoplastic.
Power Transmission from Dholera Solar Park
The power generated by the Dholera solar park will be transmitted through a 49km-long, 33kV underground cable network, including high and low-voltage lines. The cable network will be built across the park to transport the generated power from the solar panels to pooling substations and into a 33kV / 400kV substation.

The power will step-up twice from 33kV to 200kV at the pooling substation and then to 400kV at Power Grid Corporation of India Limited (PGCIL) grid substation. The substation and pooling station will be constructed at an elevated height to avoid flood damage.
GETCO will evacuate the power generated in phase one, while the power generated in phase two will be evacuated by POWERGRID.
Infrastructure Details
Radio masts and towers will be installed for holding the telecommunication antennas that will provide integrated telecommunication services.
Canals will be developed to off-take water from the Narmada River to the power plant. An underground water pumping facility, ground service reservoir and water transmission pipeline will be constructed to distribute the water through the site.

Dholera SIR Developing Current Status:-
1)     Dholera International Airport:-
The Dholera International Airport is a part of Dholera SIR of Gujarat,India. The greenfield airport will be built on 1700 acres of land and 1426 hectares of Government land has been reserved for Airport at Navagam Village of Dholera Taluka in Ahmedabad District.,29 km from Dholera SIR and 80 km from Ahmedabad. Varaha infra limited got a contract from the Airports Authority of India for the Development of New Greenfield Airport at Dholera, Ahmedabad.

Its 1426 hectare site at Navagam village (view on google maps) is located north of Dholera Smart City & Bhavanagar, and south of Ahmedabad. In the future, the airport will be connected to Ahmedabad through the under construction 109 km Ahmedabad – Dholera Expressway.
2)     Dholera Largest Solar Park:-
Tata Power Solar, India's largest integrated solar company and a wholly-owned subsidiary of Tata Power, has received a & Letter of Award (LoA) & to build 320 MW of ground mounted Solar PV project for NTPC, a company statement said.
The order value of the project is approximately Rs 1,200 crore ( USD 162 million). The commercial operation date for this project is set for May 2022.
With this addition, the order pipeline of Tata Power Solar stands at approximately 4 GWp with approximate value of Rs 12,000 crore.
3)     Dholera SIR Activation Area:-
Dholera Activation Area has been selected based on immediate availability of land and its future status after implementation of TP scheme (area with highest opportunity of commencement of site work). Larsen & Toubro (L&T) has been awarded the INR 1,734-crore EPC contract to work on the construction of roads and services The Activation Area is approximately 5.25% of the total developable area of DSIR. It can cater to a residential population of 1.2 lakhs with an employment of approximately 80,000 persons after completion. The development will activate a major portion of government land (80%) in Activation Area for the investors/industrialists and it will also help to trigger investments in rest of DSIR.

Dholera SIR shall Lead India's Smart City Project
A result of Gujarat’s government Special Investment Act passed in 2009 , Dholera SIR is the first smart greenfield industrial city to be developed and shall lead the country in Modi’s 100 smart city project.
Dholera is strategically located about 100 kilometers from Ahmedabad and shall be strongly connected with the entire country through various modes of transport. A dedicated metro route and a proposed expressway shall connecting 10 Lane Dholera Ahmedabad Expressway while the international airport that has recently been passed shall make the city accessible for the world. Its proximity to the port shall also prove positive for its development.

Dholera SIR is built along the DMIC corridor which is spread over 1,483 kilometers and shall connect the financial capital of Mumbai to the political capital of Delhi. It shall pass through the states of Haryana, Uttar Pradesh, Maharashtra , Gujarat and Rajasthan and shall stretch between Jawaharlal Nehru Port near Mumbai and Dadri in National Capital Region. Development work has commenced for the corridor with financial grant from the Indian government and an aid of $4.5 billion from the Japan government. A substantial funding shall be generated privately through Public Private Partnership model and also through foreign investment inflow. Other smart cities such as Shendra Bidkin in Maharashtra shall also be developed along the corridor.
Dholera shall be equipped with robust infrastructure through usage of most recent technology and shall have all possible amenities unlike any other Indian city. Deputy Collector of Dholera SIR Development Authority,”“The city will use ICT (information and communications technology) for management of urban amenities like drainage, traffic, water supplies among others trunk infrastructure. This will make it a smart city for the next generation.”
Dholera Smart City is also built with a vision of becoming a global hub for manufacturing and economic activities and shall act as a catalyst to industrial growth. It is also expected to create immense employment opportunities. Various companies spread across important sectors have showed interest in setting up their operation in the first smart city of Dholera which is spread over 920 square kilometers. Of this area, about 128 square kilometer is agricultural land and another 325 square kilometers falls under the coastal regulation zone. Thus the total developable area available for the smart city is 422 square kilometers.

The smart city shall consist of both residential and commercial area and is expected to be a home for 2 million people which shall be one third the current population of Ahmedabad. Dholera is divided into six town planning scheme TP1 to TP6 and sub town planning, the development of which shall be done in phases. Work on Town Planning scheme 1 and 2 has already begun and the phase 1 is expected to get completed by 2024 while the entire project shall take another 30 years to complete.

Dholera Smart City Past and Now - First Greenfield Smart City Dholera SIR
Dholera SIR, a humble town in the state of Gujarat can be best described as a place comprising mainly of farmers or villagers with small time occupation barely being able to make both ends meet. Having three meals a day is a struggle they have to live with every day.

As per a local resident of Dholera, the population of the village used to be 45,000 (approximately) in the 1920s and started declining from there owing to lack of opportunities and infertile land. India has always been divided into two significant parts: The rural India where the soul of the country resides and the urban India which has been a key place for industrialization.
However, the recent years have been witness to the thinning of boundaries of the two distinct parts of India. Dholera SIR - Biggest Smart City Of India Has Begin
The Delhi Mumbai Industrial Corridor (DMIC) project envisaged by the government of India has now come into action as the Modi government has given a formal approval to commence work on the trunk infrastructure in the activation area identified in Dholera Special Investment Region.
Dholera Smart City Phase 1 of construction in Dholera SIR, the biggest smart city of India has begun. An activation area spread over 22.5 square kilometers of land has been exclusively identified and construction work on it has been given a green signal. The construction which has started in financial year 2015-16 is expected to be completed by financial year 2018-19.The land of the activation area has been carefully chosen and belongs to the state government. It has been done so that the work can be started immediately without the hassles of having to purchase land and follow extensive steps.

Dholera Development Current Status:-
The trunk infrastructure that has been planned for it includes components like activation area, roads and services, ABCD building dholera, water treatment plan, sewerage treatment plan and common effluent treatment plan. The purpose of this activation area is to attract investments and funds through private players and foreign investors. The ready to use roads and services as well as improved accessibility shall encourage investors to put funds in this project without which the project is difficult to complete.
Dholera SIR is divided into six town planning areas of which Town Planning scheme 1 and 2 are chosen for development in phase 1 of the project. The activation area selected belongs to the northern half of DSIRDA land which enables excellent connectivity to other town planning schemes thus making it even more lucrative for investors.
The town planning scheme 1 and 2 is spread over a total area of 153 square kilometers; 51 square kilometers and 101 square kilometers each. To enable ease of implementation, the Town planning scheme 2 (TP2) areas has further been subdivided into two sections with Central Spine road (SH6) serving as a dividing factor- TP2 West is spread over 43.11 sq. km while TP 2 East covers 57.41 sq. kms and an additional 2.3 sq. km area falls on the expressway. Town Planning Scheme 2 has extensive roads with length measuring to 340 kilometers while Town Planning Scheme 1 roads measure 186 kilometers.Both the schemes have plans for river training and bunding for flood management, a feature specific to smart city.
Dholera SIR:-
Dholera Special Investment Region is spread over a sprawling 920 square kilometers of land and covers 22 villages of Ahmedabad district including Dhandhuka and Barwala Taluka. Its proximity to important industrial hubs like Ahmedabad, Rajkot, Vadodara, Surat and Bhavnagar certainly gives it the locational and industrial edge. It is aimed to be the first step towards the rapid urbanization campaign taken up by the government that shall deliver a high standard of living through its ultra-tech infrastructure and environment friendly initiatives. It shall have underground utilities such as storm water drainage, water supply, sewerage system , gas lines, telecom connection and power supply ; first of its kind in India
Dholera Smart City Project Funding:-
While the land is being contributed by the state government as its share of equity capital (as per the institutional and financial structure approved by the Government of India for DMIC project), the central government shall be contributing its share of equity in form of cash required for the project. The estimated cost of the project is Rs. 2784.83 crores and central government has permission to make similar contributions with a maximum ceiling of Rs. 3000 crores.
Balance funding requirements to complete the trunk infrastructure components shall be taken care of through internal accruals of Special Purpose Vehicles or by raising debts as necessary by the SPV. In the year 2011 -12,the Government of India had decided to contribute a total of Rs. 17,500 crore in a phase wise manner over succeeding five years towards implementation of trunk infrastructure components of the Delhi Mumbai Industrial Corridor Project.This project and all other projects planned under the DMIC project shall be jointly implemented by special bodies called Special Purpose Vehicles (SPV) that is a joint venture between the state government and DMIC trust.

As per the cabinet decision, a trust called DMIC trust was formed whose primary function is to handhold the funds for the project. The Board of trustees are empowered to evaluate all proposal placed towards development of the project and after due recommendations from the DMICDC, it sanctions funds towards development of project subject to a ceiling of Rs. 300 crores. In case of a proposal exceeding the ceiling limit, it is forwarded to and reviewed by Cabinet Committee on Infrastructure post necessary evaluation by PPPAC of the Ministry of Finance or DMIC trust as the case may be. The final proposal for sanctioning Rs. 3,000 crores towards Dholera SIR Project was forwarded by DMIC trust post appraisal on 19th March 2015.
Hopefully, the development of the activation will trigger off the expected activity on the funding side and attracts investors as per project requirement.

Dholera Smart City is a New investment horizons and scope to gain exponentially has open wide with the government’s smart city project announcement in India a few months ago. My take is unmistakably the smart city of Dholera in Gujarat. These cities are spread across the country and shall involve extensive permissions from individual state governments thus making planning an even more lengthy process. Dholera City shall reap results faster and give better returns on investment.
Besides, Government has sanctioned Rs. 48,000 crore for developments of all smart cities over next 5 years. Let’s think a simple calculation reveals that each city shall be entitled to Rs. 96 crores per year for development. Dholera SIR however already has a head start with a sanction of Rs. 3,000 crore towards its development. This means that development shall happen comparably at a faster pace and deliver better results on investments.

What, How and When? - All About the 100 Smart Cities in India
Perpetual discussions on smart cities like Dholera Smart City has become quite a popular phenomenon. Everyone seems to be talking about it. People are talking about it as a solution to rapid urbanization while economists are terming as a propellant to accelerate economic growth. Let us summarize what these cities are all about in short and simple terms.
What are smart cities?
There is no fixed definition to smart city and the explanation varies depending upon which part of the world you are in.

Indian Government in its reference note for Members on Parliament on the smart city has given a simpler definition to the term: “Smart Cities are those that are able to attract investments.” Investments shall lead to rest other things such as qualitative urban services, good infrastructure and employment opportunities. As per Indian Government, features such as adequate water supply, electricity connections, affordable housing, and robust IT connectivity and so on makes it a smart and preferable city to reside in.
How have the 100 smart cities been selected?
Each state was given an opportunity by Union government to nominate a fixed number of cities based on certain parameters to be selected as smart cities. Each parameter was assigned certain weightage and decision was to be taken based on how much the city scored. The parameters included existing service levels, past track record, self-financing and institutional systems and capacities. A two-step process was involved in selecting the smart cities.
Why was each state not given equal opportunity to nominate cities?
The central was clear that each state should be given the opportunity to select at least one smart city. However beyond that, a specific formula fixed the nominations per state. This formula gave equal weightage to the urban population of the state as well as the number of statutory towns within to come up with a number of potential smart cities.

What is the next plan of action?
All cities including Dholera Smart City are now required to submit a smart city proposal containing the entire plan for developing the Dholera City and submit to the government. The cities with deficiency in plan shall be given a chance to improvise their plans and resubmit the same.
The top 20 scorers shall receive financing within this financial year, 40 shall be financed next year and the remaining 40 shall be financed in subsequent year.

When Will Dholera Smart City Complete ?
Dholera SIR divided in three different town planning 1 to 6 schemes.
Dholera Special investment Region is an upcoming first greenfield smart city. All phases complete smart city done by 2040.
Dholera Industrial Smart City have its own self-sustainable eco-system consisting of economic drivers through industrialization, utility & logistic park, Social Smart Infrastructure including education, health care and Other public amenities. Spanning approximately 920 sq. km.
Dhoelra SIR is 22 villages Of the Dholera Taluka in the District Of Ahmedabad.
Dholera SIR Phase 1 is planned by Hacrow UK and is now Under Constrcution For Trunk Infrastructure Work i.e Roads ranging from 12 meters to 70 meters wide , Under Ground Supplies and Non Potable water lines , underground Sewage Line , Underground Power Ducts , Under Ground ICT ducts , Storm water Management System.

Dholera SIR Development Phases:-
Development phase 1:  TP 1 (Area 51.4 sq km) & TP 2( Area 102.34 sq km)
Development phase 2:  TP3 (Area 102.34 sq km) & TP 4(Area 66.6 sq km)
Development phase 3:  TP5 (Area 74.75 sq km) & TP6(Area 67.33 sq km)
Dholera SIR TP2 part is getting ready for possession in a very short time span for anchor investors, which will activate the Dholera SIR Activation Area.
Dholera SIR is developing in phase wise so 1st phase will be done on 2022-2024. 2nd Phase will be done on 2032-35. and 3rd phase will be done on 2042-45.
What is the Current Status of Dholera SIR?
Activation Area is about 22.5 square kilometers in TP2 Inside Dholera SIR mainly have Industrial Zone will be operational in 2020. Dholera SIR will be operational from 2021 (Activation Area) and 1st Phase (TP1 & TP2) will be operational from 2023.
Dholera SIR is Linear development plan both sides of Ahmedabad Dholera Expressway inside Dholera SIR will be developed by 2030 from Town Planning 1 to Town Planning 6.
The Airport Authority of India issued Rs. 987 Crore operation of Dholera International Airport Contruction and Ahmedabad to Dholera SIR Greenfield Expressway will be completed on 2023. Ahmedabad to Dholera Rapid Metro Rail transport system will be completed on 2023 and will be extended till Bhavanagar in future.
WHAT IS THE STATUS OF DHOLERA SIR NOW?

ü  Currently, Dholera SIR development was started in March, 2016 after DICDL allotted projects to two different companies working.
ü  1st phase of 22.94 Sq KM is done now to welcome the activation area industrial companies
ü  L&T was given the contract of construction done by 72 KMs of roads at the cost of 1734 cr.
 ü  Cube Construction was given the contract to construct to ABCD Building where they will build the structure of 16500 sq.mtr at the cost of 73.00 crore.
 ü  L&T is contruction  well and as per my last visit to Dholera SIR, it has completed almost 45% project where they are targeting the deadline of September, 2021.
 ü  Cube construction had completed 75% of structure work where their projects deadline is September, 2020.
 ü  The Dholera Industrial City Development(DICDL) has undertaken the implementation of 50 MLD Water Treatment Plant at Dholera in Ahmedabad District.
 ü  Ahmedabad-Dholera Express or Dholera Metro Rail project got Environment Clearance in February, 2018 and we are expecting it’s development to be started by this year end.
 ü  The Dholera International Airport is a part of Dholera SIR of Gujarat,India. The greenfield airport will be built on 1700 acres of land and 1426 hectares of Government land has been reserved for Airport at Navagam Village of Dholera Taluka in Ahmedabad District.,29 km from Dholera SIR and 80 km from Ahmedabad. Dholera greenfield international airport located at a distance of 100 kilometres South West of Ahmedabad.
